The Work Session of the Mayor and Council of the City of Milton was held on September 9, 2013
at 6:00 PM.
Councilmembers Present: Councilmember Karen Thurman, Councilmember Matt Kunz.
Councilmember Bill Lusk, Councilmember Burt Hewitt, Councilmember Joe Longoria.
Councilmembers Absent: Councilmember Lance Large.
Mayor Joe Lockwood:
• Work Sessions are an informal setting to update Council on business items.
• No votes will be taken during these sessions.
• There are three (3) items on our Agenda tonight.
• Public comment is allowed that is germane to an Agenda Item.
• If you wish to speak you are required to fill out a comment card and turn it into the City Clerk
staff.
• Public comment will be allowed for a total of 10 minutes per agenda item and no more than 2
minutes per person.
• Public comment will be heard at the beginning of each Item.
• Once the item is called, no other comment cards will be accepted.

1. Presentation of Windward Parkway Phase II.

I have a few colleagues with me tonight.
Kristen Rome, who works with me at the CID, Eric Bosman with Kimley-Horne, and John Bell who is
with Crescent Resources and the City of Milton's appointed Board member for the CID.
The CID is in the middle of updating our master plan.
A few years ago, we established a master plan titled, Blueprint North Fulton, in which we have
accomplished just about everything we wanted to do within that master plan.
So, it is now time for a new master plan and Kimley-Horn is leading us in that endeavor.
We are looking at projects that the local governments are not planning to do.
We are here to enhance the projects you are working on.
Tonight, we would like to give you a presentation on the Windward Parkway Phase II project.

The CID's original master plan, Blueprint North Fulton, was completed in 2008.
Between 2008 -2013, it guided CID investment with a project list which focused the CID throughout the
region.
It also set in place a land use pattern and vision in which most cities in the area have established their
own Comprehensive Land Use plan since then.
Due to the economic meltdown, the CID had to refocus its vision to better fit the needs of the cities and
the CID's investments.
This economic downturn led to Blueprint 2.0 which will prioritize the CID's investments for the next 7-
10 years.
Since the inception of the CID, it has raised $15 million in commercial property taxes and used those
funds to implement almost $78 million in infrastructure improvements.
The CID uses the funds that are generated through commercial real estate taxes in order to leverage that
revenue against other local, state, and federal grants to enhance the infrastructure developments that are
being made in North Fulton.
Based on the initial blueprint, there were twelve projects that the CID spearheaded.
These projects included landscaping at various highway interchanges, local transportation and roadway
improvements, and a shuttle study to see if a shuttle would be viable between the Northend Marta station
and the CID area.
The CID area goes from Mansell on the south side up to Windward and on the east side of GA 400 up to
the Forsyth County line.
Included in this blueprint is the Big Creek Greenway project.
It is a $10 million project that includes five funding sources which are the CID, the City of Alpharetta,
the GDOT, ARC, and SERTA.
The CID has gathered all the local land use plans from Roswell, Alpharetta, and Milton and has started
to align the CID's land use vision with all of those different studies.
We have a short-term list which has about sixteen projects that the CID would like to move forward on
in the next 5-6 years.
There is another list of projects in which the CID does not presently service the area or that we are not
ready to move forward with due to a lack of partners/funding sources.
There are three major projects that the CID is currently working on:
• Improving operations along GA 400
• Windward Phase 2
• Improving McGinnis -Ferry
The CID can participate in the planning and design of a project but in order to participate in the
construction of a project, it must be within the CID boundary.
Windward Phase 2 is a $4 million improvement in which we have received $1.37 million from GDOT.
This project will widen the off -ramp.
Instead of a single lane off -ramp it will be a double lane off -ramp.
It will also include a triple left turn onto Windward and tie into the Windward/Deerfield intersection.
We are in a fundraising campaign for this project.
The total cost of this project is $4.8 million.
GDOT has indicated to us that they will take back the $1.37 million if we cannot find the additional
funding to complete the project.
The CID has committed over $600,000 mostly for program management and engineering.
We still need $2.839 million in order to begin this project.
The CID is applying for a grant from the State Road and Tollway Authority.

We have also submitted a request for funding from the Fulton County Development Authority.
The CID really likes to spend their funds on engineering or construction and not acquiring real estate.
We are hoping for donations in order to acquire right of ways.
The City of Alpharetta has committed to support our endeavor and we are asking that you do the same.
Councilmember Thurman proposed that the City of Milton write a letter in support of this project.
Agenda Item #2 was read.
2. Discussion of RZ13-15 — To Amend Chapter 64, Zoning Ordinance, Article XIV, Rezoning and
other Amendment Procedures, Division 2. Public Hearing and Notice Requirements.

This is a proposed text amendment.
Due to a traveling conflict by one of our Planning Commission members, the Planning Commission
asked that we change the meeting from the 4`h Tuesday to the 4th Wednesday of the month.
We were happy to accommodate that request; however, it mandated that we switch the CZI Meeting
from Wednesday to Tuesday.
Unfortunately, when we made that change, we encountered a problem with the regulatory requirement in
terms of advertising for CZI meetings.
Therefore, I am asking for your approval tonight to change the required advertising time for these
meetings.
I propose two changes as part of this amendment.
The first change is on page one which indicates the number of days prior to notification of CZI meetings
from fourteen (14) days to ten (10).
This is based on the fact that the newspaper that the city utilizes to publish these public notices, The
Milton Herald, publishes on Wednesday.
When the CZI meeting was held on Wednesday, it provided fourteen (14) days prior notice which met
the regulatory requirement.
However, now staff is proposing ten (10) days which will better accommodate the publishing day of
Wednesday.
The second change we are proposing is to the flow chart on the second page.
It needs to be changed to reflect the change from fourteen (14) days to ten (10) days.

3. Discussion of City of Milton Budget — Revenue and Expenditures/Capital Improvement Project

I have asked Carter to see how we can take the $160,000 and build sidewalks for our citizens.

We have 70 miles of existing sidewalks throughout the city; however, they are not connected.
So, we did a study of where we could connect some of the sidewalks to help our citizens.
We have received the T -Grant which is for streetscape improvements in the Crabapple area.
We have installed some sidewalks along Cogbum during the bridge project last year.
We used part of the MARTA grant to install sidewalks at Cogburn and Webb.
Our goal is to connect the sidewalks at schools, churches, and retail areas along the Cogburn, Windward.
Webb corridor.
As of yesterday, we have been awarded a $200.000 grant to begin the concept studies associated with
sidewalk connection in that corridor.
Our matching contribution is $50,000 which we can fund from our current sidewalk allocation budget.
We are also looking at pursuing partnerships with Alpharetta and the CID to move this project forward.

We put this budget together to extend our operations for a few months.
We are in the final negotiations for LOST funds; however, this budget does not contain those funds.
As always, this is a conservative budget and if we receive LOST funds we will modify the budget in the
next few months.
Total anticipated revenues are $18,828.400.
Total expenditures are $20,241,309.
That is the difference of $1.4 million.
We believe we will end FYI with $1.4 million.
We have been able to negotiate a decrease in our healthcare plans which will decrease our total
healthcare costs by almost $69.000.
We included in this budget election costs of $103,642 which will be reduced to $12,000 because we did
not need an election or run-off.
All of the budgets for each department have remained relatively the same as FYI 3.
The Public Safety Communication System is funded in phases but it may be able to be totally funded by
the end of FYI 4.
We have accounted for the aging of Public Safety vehicles and equipment to be funded without accruing
debt.
The Severe Weather Warning Siren will be fully funded and deploy at 100% to cover the entire City of
Milton versus deploying it in phases.
Pavement management is budgeted at $1.9 million.
We are still able to provide the agreement we have with the City of Alpharetta's Parks and Recreation
Department to waive non-resident fees.
I am also considering the idea of creating a City Architect position so architectural requests will be
completed in-house instead of contracted out.
We will have about $160.000 in our General Fund that we can use to build sidewalks.
