Call to Order - The meeting was called to order at 6:00 P.M..
Public Comment -- There was no public comment.
Approval of Action Minutes
a] March 28, 2018 Planning Commission Meeting
A motion was. -made by Dred Edwards and seconded.by Chris
Doty to approve: the minutes with a correction. The motion
passed unanimously 7-0.
Preliminary Plats
ci} 15060 Freemanville Road by Mike Kendrick — A proposal to
develop 9 single family homes on 31.336. acres on AG -1
(Agricultural) .zoned property..
Staff presented the proposed preliminary plat. The applicant
explained. and answered questions regarding the planned
subdivision. There were no other comments for this item.
A motion was made by feather Sparkes and seconded by
Ron Gilbert to close the public hearing. The motion passed
unanimously 7-0.

Rezonings and Use Permits
aj 1118-04/VC18.05 - 3665 Cog burn. Road. zoned 1-2 by Daufy
Adult. Community Services for a Use Permit for Alternative
Senior. Housing (Sec 64-1844) within an existing single family
residence with an expansion of. 2,0.00 square foot with 4
bedrooms for a total of 8 residents and construct a new 1,500
square foot guest house and detached..garage. A
concurrent variance to reduce the 60 foot primary setback to
.50 feet where. the house encroaches (Chapter 64., Art:20
TO.bie 11.f.1). (The concurrent variance has .been requested.
to be withdrawn by the applicant.)
Staff presented the proposed Use Permit report. The applicant
made their presentation. There was one public comment on
the item. There was further discussion and questions. for bath
the applicant and .Staff.
A motion was made by Fred Edwards and seconded by Ron
Gilbert to recommend Approval with Staff Recommendations.
.After further discussion it was proposed to add. the words
"persons served" An amended motion was made by Heather
Sparkes and seconded by Fred Edwards to amend Condition
1:c. to add "persons served". The amended motion passed
unanimously -7-0.
bj 1118-06 -.85 Green Road zoned T-4 Gpen by Little Sunshine
Daycare for a Use Permit for a 9,700 square foot day care
facility (Sec. 64=1809) .
Heather Sparkes stated that her husband worked for the
engineering firm and therefore would. recuse herself from the
item and left the chambers.
Staff presented the Use Permit report. The. applicant made
their presentation. There were six public comments regarding
the request. There was further discussion by the Planning
Commission.
A motion Was made by bred Edwards to recommend Denial
of U 18-06 and seconded by Ron Gilbert. The motion passed
unanimously 6-0.

7. Text Amendments to the Zoning Ordinance
a) 8717-12 - Text Amendment to Article XIX - Crabapple Form
Based Code, 1..6.4.b as it relates to lodging (This item was
deferred from.the February 28, 2018 Planning Commission
.Meeting.)
A motion was made by Ron Gilbert and seconded by Fred
Edwards to recommend Approval as recommended by Stat'
with an exchange rate of 3 hotel rooms per unit. The motion
passed unanimously 7-0.
b) RZ17-13 - Text Amendment to. Articie XX -:D eerfi eld Form
Based Code, 1.6.4:16 as it relates to lodging. (This item was
deferred from the February 28; 2018 Planning Commission
Meeting.)
A motion was made by Ron Gilbert and seconded by Fred
Edwards to recommend Approval as recommended by Staff
The motion passed unanlmously 7-U.
cj RZ18-04 - To amend Article XIX.Crabapple Form Based Code
to amend Table 8B Building Unit Function Exchange late as it
relates to Lodging. (This item was deterred from the February
28, 2018 Planning Commission Meeting:)
A motion was made by Ron Gilbert and seconded by Chris
Doty.to recommend Approval as recommended by Staff
with an exchange rate of 3 hotel rooms per unit The motion
passed Unanimously 7-0.
d) RZI8-05-- To amend Article XX Deerfield Form Based Code. to
amend fable 9B Building Unit. Function Exchange Rate as it
relates to Lodging. (This item was deferred from the February
X8.2018 Planning Commission Meeting.)
A motion .was. made by Ron Gilbert and seconded key Mark
Bittner to recommend Approval as.recommended by Staff

e). RZ18-09 -To amend Article XIX Crabapple Form Based Code
to amend Article 3.2 General Requirements to prohibit gates.
A motion was made by Heather Sparkes and seconded by
Ron Gilbert to recommend Approval with the addition of
"excluding single family lots ". The motion passed
unanimously 7-0.

8. Adjourn - A motion was made by Fred Edwards and seconded by
Ron Gilbert to adjourn the meeting at 9:35 p.m. The motion passed
unanimously 6-4.
