The Regular Meeting of the Mayor and Council of the City of MiJton was held on April 28, 2014 at
6:00 PM, Mayor Joe Lockwood presiding.

Mayor Joe Lockwood called the meeting to order.

Councilmembers Present: Councilmember Thurman, Councilmember Kunz, Councilmember Lusk,
Council member Hewitt, Councilmember Longoria, and Councilmember Mohrig.

APPROVAL OF MEETING AGENDA

Motion and Vote: Councilmember Hewitt moved to approve the Meeting Agenda with the following
change:
• Remove Agenda Item 14-050 under New Business "Consideration of the Acceptance ofa 0.2406
Acre Tract of Land with the Arcaro at Triple Crown Subdivision". Applicant has withdrawn
dedication acceptance request to the City of Milton in a letter dated March 27, 2014.
Councilmember Thurman seconded the motion. The motion passed unanimously (7-0).

This item is a change to the agreement that we currently have with the City of Alpharetta.
This is simply rearranging the payment terms.
This was formerly based on census and had a split cost.
We have now changed it so that the cost is based on the 911 wireless fees that we are currently
collecting.
We collect the fees and then give them directly to the City of Alpharetta.
The City of Alpharetta approved this change at their last council meeting.
We are now asking for your approval.

Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 14-113.
Councilmember Mohrig seconded the motion. The motion passed unanimously (7-0).
3. Consideration to Accept an Application for the Abandonment of a Portion of Public Right of
Way on Thorntree Run within the Tullamore Subdivision.

Under our current privatization and abandonment ordinance, each application that is submitted to our
office receives an initial hearing before the Mayor and City Council.
At the meeting, the council may decide to accept the application for further review or deny it without
any further action on the applicant's behalf.
Tonight, we have an application to abandon a small section of Thorntree Run in the Tullamore
Subdivision.
This is a small piece of the right-of-way that was initially included in the original subdivision plat to
provide for a connection to future phases of the subdivision.
Those phases were never built.
There is a completely different subdivision under construction on the adjoining property right now.
The application is to abandon a small piece of the right-of-way from the end of the existing cul-de
sac over to the property line.
Acceptance of this application, does not determine whether or not the right-of-way is abandoned or
not.
This is just an acceptance of the application so that we can continue the process.
At this point, staff has not made any determination on the validity of the application.
If the application is accepted tonight, that will be part of the process going forward and the
abandonment request will be brought back to you at a future date .
Motion and Vote: Council member Mohrig moved to approve Agenda Item No. 14-114.
Councilmember Hewitt seconded the motion. The motion passed unanimously (7-0).
MAYOR AND COUNCIL REPORTS
STAFF REPORTS
1. Discussion on Conservation Initiative and its Mission, Vision and Principles.

With the weather approaching tonight, I am guessing that someone will ask the question when our
tornado warning sirens will be installed throughout the city.
The ten preliminary sites that maximize the warning capabilities in Milton have been decided upon.
The sirens will be placed on black poles to match our design standards.

The radios and sirens have been ordered and we anticipate that within the next two weeks they will be
assembled and begin to be installed.
We are about one month away from having the system up and running.
In regards to the City of Milton ' s conservation initiative , tonight we would like to share with you some
of our thoughts to ensure we are going in the direction that you would like to see.

We have put together our initial Conservation Initiative.
A copy of this initiative is in front of you tonight.
As you recall , a lot of emphasis has been placed on establishing a green print; a plan that would
emphasize green space and conservation space in the city.
I have been talking to the Trust Republic Land Services who are known for doing these types of plans.
I have also been examining the city's Comprehensive Plan as well as the Milton Trail plan.
I would ideally like to save us from having to purchase an entirely new plan.
Therefore, I would like to find someone within the Trust Republic Land Services group who could
complement all the plans that have already been established and present us with a revised plan.
This newly revised plan would include the entire city and would give us detailed information about how
to preserve green space.
It would not only identify specific land to preserve but would also tell us how to appropriately preserve
it as well as how to maintain the rural feel of developed land.
I would like to find avenues to distribute information regarding our conservation initiative such as the
Earth Day Festival.
The more knowledgeable our citizens are about land conservation, the easier it will be for all of us to
accomplish our goal of maintaining the rural feel of Milton.

Councilmember Kunz seconded the motion. The motion passed unanimously (7-0).
After no further discussion the Regular Council Meeting adjourned at 7:02 p.m.
