Mayor Joe Lockwood called the meeting to order.

Our current contract with Astra Group is for one synthetic turf field and one natural grass field. The
incremental cost to change the natural grass field to a synthetic turf field is $380,000.

• For a typical High School field, grass is a better solution
• BMP will be higher utilization due to multiple sports and activities .
• Don't justify a turf field on reduced maintenance costs
• No natural field can stand the same amount of use as a synthetic field

• Most professional turf managers agree the cost for grass maintenance is $50,000 but most high
schools spend far less
• While a turf field can theoretically host more than 365 events, it's unlikely that we would. The
more events hosted, reduces the per event cost.

Note: Grass costs presented are estimates based upon data provided by our experience at IGA fields and
infonnation provided by other local agencies . Turf costs are estimates provided by local service
providers.
Disposal of Synthetic Turf Fields
• The two primary components of a turf field that gets discarded are the ground up rubber pellets
used for infill and the carpet itself.
• The carpet is not considered hazardous waste.
• The rubber infill is considered hazardous waste .
• St. Pius X Catholic High School just replaced their turf field after 8 Y2 years of usage at 360 days
a year. Cost $50,000 for disposal and $310,000 for replacement carpet (Tony Stephens, Director
of Operations)
Other Costs and Factors to Consider
• Implementation during initial construction will cost $380,000.
• Retrofitting at a later date can cost between $480,000 -$600,000.
• The layout of BMP will make a retrofit more difficult and is likely to impact the other turf field ,
the trail and the woods on the northern side.

Utilization Differences
Natural Grass
• To prevent excessive wear and tear, field use must be limited
• Grass must have a recovery period
• Rain creates uncertainty of usage, both the day of the event and in the subsequent days
Synthetic Turf
• Turf permits usage every day.
• Turf is a heat magnet. During excessively hot periods of the summer, the field may be too warm
to use
• Rain does not create an uncertainty of usage.

The following is a direct copy from an email from Jeff Knighton, Roswell's Superintendent of Athletics
on July 17,2014:
From our Soccer Coordinator ...
We moved 18 games off of Grimes Bridge to play on turf fields this season that would have gotten
cancelled. We were able to keep 2 Saturdays and 1 Sunday on Waller Lower that would have gotten
cancelled, about 25 games. We were able to keep many nights of practices on due to the turf fields too, I
cannot count how many those are.
From our Lacrosse Coordinator ...
Days we have been able to still practice despite rain -17 (plus 2 additional Saturdays we could practice
prior to games starting) Saturdays we have been able to play games despite rain -4
On average we have 6 - 8 practices a night on the 3 turf fields at RAP.
On average we have 4 - 6 games a day on the 2 turf game fields at RAP.
Using those averages we saved about 102 -136 LAX practices this spring.
Using those averages we saved about 16 -24 LAX games this spring.
Keep in mind, there were still 3-4 weeks left in the spring season for both sports when these statistics
were compiled.

This is the third and final public hearing that we are required to hold according to the official code of
Georgia 48-5-32. The next item on the agenda will be consideration of an ordinance to approve the
millage rate. Taxes are still projected to be mailed around the first of September.

We are requesting that you approve a 4.731 millage rate . It is the rate that our budget is based on and
the information we have presented in our three public hearings.
Motion and Vote: Councilmember Lusk moved to approve Agenda Item No. 14-194. Councilmember
Thurman seconded the motion. The motion passed unanimously (5-0). Mayor Joe Lockwood and
Council member Kunz were absent from the meeting.

MAYOR AND COUNCIL REPORTS
ST AFF REPORTS
Chris Lagerbloom, City Manager
I just passed out a staff report that is generated from Forsyth County that we border near Shirley
Industrial Boulevard near Francis Road on the eastern side of Milton. There is a request to increase the
size of an existing waste facility that is located there. I would like to know if you would like to bring
forward a resolution in either support or in opposition of this. In the Forsyth County report, it is
indicated that the requested use would be suitable based on the surrounding zoning. I don't believe that
is true. When you take a heavy industrial use such as this and put it next to our agricultural use, it does
not seem suitable. If you will please review this information and let me know if you would like to bring
forward a resolution. If the resolution is adopted, then it will give our staff the authority to speak
publicly at the Planning Commission meeting. This is the only way we are able to comment on this
issue if we choose to do so.
