Official Meetings are audio and video recorded. The Work Session of the Mayor and Council of the City of Milton was held on April 21, 2014 at 6:00 PM. Councilmembers Present: Councilmember Karen Thurman, Councilmember Matt Kunz, Councilmember Bill Lusk , Councilmember Burt Hewitt, Councilmember Joe Longoria, and Councilmember Rick Mohrig. Mayor Joe Lockwood: • Work Sessions are an informal setting to update Council on business items. • No votes will be taken during these sessions. • There are two (2) items on our Agenda tonight. • Public conunent is allowed that is germane to an Agenda Item. • If you wish to speak you are required to fill out a comment card and tum it into the City Clerk staff. • Public conunent will be allowed for a total of 10 minutes per agenda item and no more than 2 minutes per person. • Public conunent will be heard at the beginning of each Item. • Once the item is called, no other conunent cards will be accepted. Agenda Item #1 was read. 1. Discussion of City Hall Programming -Site Design. (Chris Lagerbloom, City Manager) Chris Lagerbloom, City Manager Tonight, I would like to start the dialogue of the build out of our new City Hall. We are fortunate to have Bob Buscemi, our City Architect, on site to help us go through this process. He has put together some preliminary drawings and concepts for your review. We would like to get your feedback, thoughts and ideas, about the new City Hall. We are on schedule to move into the new facility in April of2017. I would now like to turn the presentation over to Kathy Field. Kathy Field, Community Development Director As you know, we have $10 million allocated to this project. Land acquisition will be just under $1 million . We are beginning to look at each staff member in City Hall to see what their work space needs will be. We will be sending out a survey to all of you to obtain your ideas on the architectural style for the exterior of the building, the height and number of floors, types of materials used for the exterior, the building layout and your ideas for the design of the council chambers. The site plan in front of you is the result of the work of a landscape architect who is a student at UGA getting his master's degree. For a class project , he asked if he could design the landscape exterior for the new City Hall. In order for him to develop a landscaping plan, we had to create a layout for the buildings at City Hall. This plan is to be used as an example to help generate creative ideas for City Hall. We visualize a three building campus. The Administrative building would have two floors. The first floor would have approximately 14,000 square feet and the second floor would be 8,000 square feet. The building next to the Administrative building would be the Council Chambers. This building would not connect to the Administrative building so that you would not have to go through the Administrative building to get to it, therefore, it could be used after hours and completely separate from the administrative offices. We would like your input on how you would like the Council Chambers to be set up , i.e. formal, auditorium style, casual, removable chairs, the ability to use it for other events , etc. The third building is a visitor's center which could serve as a place to have community meetings. There will be two types of parking; traditional and overflow. The overflow parking area can also be utilized for special events. We are currently in the pre-design phase of this project which started on March 15th and will continue until May 1st . The next phase will be the schematic design phase . Lastly, Carter is in the construction document phase of the storm water facility storage project. The construction documents should be completed by July 1 st. So, from a scheduling perspective we are on schedule. Agenda Item #2 was read. 2. Discussion of "Welcome to Milton" City Signs. (Michele McIntosh-Ross , Principal Planner) Michele McIntosh-Ross, Principal Planner I would like to give you an update on the "Welcome to Milton" signs that will be put at Highway 9 and Webb Road. The sign company confirmed that the signs will be ready by the first week in May . The large sign is 11 feet wide and 5 feet high. The large sign will be appropriate in certain areas of Milton and other areas will need a smaller sign. So, we have to conduct a survey to detennine where there is sufficient right-of-way to put 'the signs. If it is detennined that there is sufficient right-of-way, then we can put a sign in that location. If there is not sufficient right of way, then we will have to begin the process of acquiring easements. Since this is a lengthy ' process, we thought we could implement a temporary solution by placing the small "Welcome to Milton" sign on top of the metal poles that already exist. 18x36 inch size diamond grade aluminum sign Brown cut vinyl logo background with white text and logo 1.7S"size W In Welcome 4.90" size M In Milton 1.2S" size E in Established The sign is 3ft x 2.5ft and may need additional posts . . This would be an interim solution until we get pennission to put up signs on the horse fencing as originally planned. The temporary signs would cost approximately $7,000. The council agreed not to spend funds for temporary signs and wait until the process of acquiring easements is completed then put up the pennanent signs. The City Manager asked for an update of this project in 120 days.
