There is a project that has been approved but has not been started yet that backs up to my property. It is
The Parkview Townhomes. I have talked to the Mayor about this and I thank him for that, but I have
been attempting to get with the developer and find out how they would like to resolve my issues.
Although I have had a meeting with the de ve loper , I tried to contact him twice last week and have not
had him call back. Here is what I am looking for. . .I am looking to sit down with someone from Milton,
(that has decision making power), the developer and myselfto discuss the issues that I have and not just
talk about them but actually resolve these issues while we are all together. Thank you.

Good evening. We are here tonight to give the Public Due Notice. The city is pursuing an Impact Fee
study to assess the feasibility of implementing an Impact Fee Program. We have hired a consultant, Bill
Ross , who is with Ross Associates to perform the study.

This public hearing is actually a required public hearing by the state. If you do move forward with
Impact Fees, then Capital Improvements Element will be adopted as an amendment to the
Comprehensive Plan. Therefore, this comes under both the state 's Comprehensive Planning
requirements as well as the Impact Fees acts.
The purpose of this public hearing is to brief the community on :
• The process being used to develop an impact fee program ,
• Opportunities for public participation in development of the program , and
• To obtain input on the proposed planning process .

PUBLIC COMMENT

Good evening. I am not going to say I am against or for the Impact Fee. But what I would rather do is
to have a little bit more of a kick off meeting where the community can interact with the consultant to
really talk about and understand all these elements. First, I think having it at this meeting, as you can
see , not many people are standing up and talking perhaps because they are not very informed on what is
occurring. Second, when you do create an Impact Fee , as the consultant said, you have to develop what
plans you need to improve, roads , bridges , etc. I think we are jumping the gun a little bit. I know we
have got plans for doing a transportation study that would much clearer define what needs to be done.
We need to have a clear vision on what we are spending the money on. Until we really do that , I think
again we are just really getting very quick input from staff and not getting a lot of input from the public
and what is considered high priority or any priority to the process. That is a very critical element in this
methodology and I think the consultant would agree to that as well. To not have those elements really in
a document that has been really well vented to the community is kind of a disservice . I think if you do
the Impact Fee, having that information is going to be very important. Having traffic studies , having
understanding where you are having growth and growth potential is important. Not just in our own
community but what impacts are occurring regionally , Cherokee County, Forsyth County, Alpharetta,
and how they affect our businesses. Again, having a very clear understanding of what we are trying to
collect fees for is going to make a big difference in how much money you are going to potentially raise.
And lastly on Impact Fees in general , I would just say from my experience from working with the City
of Roswell as their City 's Engineer for Public Works , we did collect Impact Fees but the problem is it
takes a long , long time to collect the money to where there is a significant amount to actually do a lot of
things with it. It is almost quicker doing things with a Bond Referendum , having a clear idea collecting
the amount of money you need , define that bond and go ahead and get the money and get the project
completed. I am not saying Impact Fees is not a tool to help build that money but again I think it is a
very slow building tool that really takes a lot oftime to get monies accumulated to get something taken
care of. Thank you very much. I appreciate what you do for us.
Councilmember Thurman
Based on Mr. Rekuc 's comments , I assume there will be plenty oftime during this process that the
public can give us their input on the projects we feel need to be done and how Impact Fees can help us
accomplish them, is that correct?
Bill Ross
Yes , absolutely. The purpose ofthis meeting tonight is to make people aware that you are thinking
about Impact Fees. The next big step will be to produce this Methodology report , which is in draft form
now. This will become a public document with a briefing with the Planning Commission on June 24.
The report lists all the projects that are being considered . In reference to the bonds Walter mentioned ,

Walter is absolutely correct. You do not collect the last Impact Fee until the last house or business is
built. Meanwhile, you need the money sooner than that so you have to decide how you are going to pay
for it all. You may need alternative funding such as bonds , notes, whatever it may be, and during this
process we will be talking to you about how to go about financing all the projects.
Councilmember Lusk
I believe there are a very few discreet areas that we can use the Impact Fees: roads , parks, fire and
police. When we brought up using Impact Fees several months ago , I think we decided which areas we
were going to use these Impact Fees. Is that your understanding?
Bill Ross
Yes, that was in the Assessment report where we went through all the various categories and indicated
which ones you had information for , projects for , which ones made sense with Impact Fees and which
ones did not (such as water, sewer).
Councilmember Lusk
So at the kick off meeting, we are going to start out with the identified specific areas that we are
anticipating using Impact Fees?
Bill Ross
Yes. We are getting all this information from projects that have been documented previously.
Councilmember Thurman
Is there flexibility with this once we know what projects are out there?
Bill Ross
Yes. There are two things that we have one being a minor change and the other a major change. If we
are shifting one project to another that may be alright or we cut one in half or expand another one on the
list. When the study was done previously, everything was based on the fixed prices at that time so every
four or five years you need to redo the study because of inflation changing the prices. You will need to
file an annual report (CIE Update) with the state , if you do get in the Impact Fee business.
Councilmember Kunz
What has been your experience in regards to public enthusiasm or interest with Impact Fees?
Bill Ross
The idea you need to remember is nobody wants to pay anything. Our experience in other communities
with Impact Fees has been acceptable because it keeps the tax rate down. Also, with this you have the
ability to adopt certain exemptions with ordinances where the state says it either has to be for
extraordinary economic development or affordable housing. Most communities in Atlanta have Impact
Fees and have had them for a good amount of time.

How do you generate interest in this public vetting process when those who are truly impacted are the
developers?

I would like to jump in here. This meeting is a formality to introduce Impact Fees and to put on the
record that we are considering them for the future. I would not expect the public to have too much input
or questions until we start having more discussions. We will get the word out so the public can
participate.
Bill Ross
We will generate information out to the public on the Website , newspaper, etc. You also appointed a
Citizen Advisory Committee that includes a number of representatives (50 %) from the development
community and we have met with that group twice . We expect the members of the Advisory Committee
to report back or talk to their friends which will generate interest on their own.

Mr. Mayor and Council , it is my pleasure tonight to introduce Phil Cranmer and recommend him for the
open position/post. Phil has been with Hal yard Health, formerl y, Kimberly Clark, for the last 15 years .
He is currently a Senior Product Manager. He is a graduate of St. Joseph 's Uni versity out of
Philadelphia, Pennsylvania. He also received his MBA from Kennesaw State University. He is
originally from southern New Jersey. He and his famil y have lived in the Milton area for over ten years
now. He is married to his wife , Christina, for seven years. He is here tonight with his wife and his two
daughters , the apples of his eyes , Isabella and Felicity. Phil has been involved in his community and he
has served on his HOA board for a number of years. He loves sports and outdoors. He currentl y is still
playing competitive soccer. I think he will be a strong addition to our parks and recreation advisory
board. I would like to ask the Council 's approval of Phil Cranmer for the open position.

Georgia 's Powers of Eminent Domain in the Acquisition of Certain Interests in Property (Parcel
No. 12) Situated in the City of Milton, Georgia and in Fulton County, Georgia, for Public Road
and/or Other Public Transportation Purposes.

Good evening Mayor and Council. The ne xt four items all represent the same property owner. Through
this process , they have asked that we lump these four particular pieces of property in together through
the discussions . I would like to do the same with this discussion. While each item has to be read
individually aloud and into the record , I would like to gi ve my presentation on the first item and any
questions related to these four items , I will answer at the end.
The properties we are dealing with are owned by John Wieland Homes. The properties represent four
individual pieces of property: Parcels 12 , 24 , 22 , 22A. Combined these represent a little over one half
acres in right of way acquisition and a little over a half acre in easement acquisition. Since 2012 , we
have been working with the property owner to develop the location of the right of way and the roadway
so that we would impact the properties and the development plans as little as possible. We feel like we
have placed the road exactly like they have asked us to do and on January 26th of this year, we
transmitted our fmal offer over to John Wieland homes regarding the overall property and at this point
we have offered and been able to extend a combined amount of $545 ,180. The counter offer received
was $1 ,582 ,578. All of these properties have gone to an appeal agent. The appeal's agent heard the
discussion last week. The result was he upheld our offer of $545 ,180 and they have up until this Friday
to respond back to that. What you are hearing tonight , the combination request , we will continue to
negotiate in good faith with the property owner up until the point that they respond back to the appeals
officer. At that point , if the y choose not to accept that offer, we will continue on with the filing of the
condemnation to get this project back on track and under schedule for later this year.

What costs are going to be associated with this transaction?
Carter Lucas
The initial condemnation would be based on our initial offer of the property which was $454 ,300. We
can always negotiate throughout the entire process . Our initial condemnation goes back to the original
appraised value ofthe property.
Councilmember Longoria
So , it is to their advantage to respond fa vorabl y to our request on the condemnation because they will
recei ve our initial offer?
Carter Lucas
Correct. And , during the condemnation process it may be determined that our value is too low and we
could end up paying their offer or somewhere in between.

Police Department -Chief Steven Krokoff
Milton is a great place to be beginning with the men and women in our Police Department. The people
in the community, city employees and the council have made me feel very welcome. This has been a
great experience and I am looking forward to my family joining me . You have been given the stats from
the first quarter. We are forecasted to be directl y in line with where we were for 2014 as far as the crime
rate. I do not see this as a positive feature. We are going to be setting internal goals within the police
department to create strategies to reduce the crime rate. In addition, property damage and personal
injury rates need to be reduced. We need to look at what we are trying to achieve. Those things need to
be reviewed on a day to day, week to week, and month to month basis and improvements need to be
rewarded. We want to ensure that we are reducing accidents , improving traffic safety , improving
pedestrian walkability and bicycling, etc. I am in the process of creating a strategic plan for the
department. Additionally , the stats jump significantly from March to February in the Code
Enforcement. That was not a tremendous increase in Code Enforcement it was the result of a new data

collection system that was created. I am in the process of taking a survey from our citizens and forming
it around the needs of Milton through the Department of Justice. The survey will tell us what our
citizen 's view as important to our city.
Public Works Department-Carter Lucas, Assistant City Manager
One of the big projects that we are finishing up right now is the Birmingham Highway Providence/New
Providence roundabout. We are hoping it will be completed in the next 3-4 weeks. Another project that
we are working on is the State Route 372 Crabapple Project which is our northwest connector; the new
road through the Crabapple area. We are hoping to acquire right of way properties and GDOT can begin
their work in September. The project will then take approximately 18 months to 2 years from that time
to complete. The next project is the Hopewell Road and Birmingham Road roundabout. We are hoping
to finalize all of the paperwork and begin construction in late June. The estimated time of completion is
9-12 months. Another intersection project is at Deerfield Parkway and Webb Road. We have had a lot
of accidents at that intersection. We are looking at installing some left turn improvements. We are also
working on improving pedestrian mobility around intersections. We are working on Mayfield Road
sidewalk improvements as well. We are also looking at improving the Freemanville/Providence and
Freemanville/Birmingham intersections. The Highway 9/Bethany Bend intersection will also receive
some improvements. The trail and sidewalk construction will go from North Park to Windward
Parkway. We are also working on the Big Creek Greenway connection. We are finalizing our concept
report for GDOT on that project. We are replacing three bridges on Birmingham Road between
Hopewell and Freemanville.
Parks and Recreation Department -Jim Cregge, Director
We received the bids for re-sodding the fields at Hopewell School , Cogburn Woods School , and
Friendship Community Park and we were very pleased that the low bidder was $1 ,200 less than we
budgeted. We are also excited that we have put out a bid for work at Northwestern Middle School. It is
a project that we have been working on for two years and it is finally coming together. We have also put
together a new Facility Use Agreement for our larger programs which are parent run . I hope to have that

Canton, Georgia. We will be hosting the GRPA North Metro Directors Meeting. We will have 30
different agencies represented at the meeting. The meeting occurs twice a year and is held at different
agencies. This is the first time Milton has hosted it. I am pleased to let you know that the grass at
Freedom Park is beautiful and is ready for our Memorial Day celebration. We have designed a modest
sandwich board that will let people know that the Broadwell Pavilion is rented during events. We will
put it out the day before an event. Lastly , we are anticipating getting Providence Park very soon. I have
put together a 30-day plan for improvements to the park to make it safer in which fencing will be
installed.

We completed the amendments to the Form Based Code for Crabapple and Deerfield . We have had two
information meetings regarding the Conservation Subdivision Ordinance (CSO) and we are planning to
have three more. In July , we will give you a methodology report. In June , we will have the Arnold Mill
Corridor Form Based Code ready for your review.

I have been getting to know the partners and the people we work with to let them know that Milton is
open and available for the right opportunities. I was asked to participate in the ARC Millennia!
Advisory Council which is a group of 18-35 year olds who will help dictate the direction that the ARC

takes for young people in Atlanta. I helped facilitate a meeting between the Milton Business Alliance
and Better Together to get them to work together to accomplish their goals. We will have the North
Fulton Economic Summit which is being spearheaded by Progress Partners on September 23rd at
A val on. It will bring together businesses , real estate agents and other interested parties together to tell
them about everything that North Fulton has to offer. This will be the first time anything like this has
been held.
