The Regular Meeting of the Mayor and Council of the City of Milton was held on
November 7, 2016 at 6:00 PM, Mayor Joe LockWood presiding.

the City Council.) Motion and Vote: Councilmember Longoria moved to approve the
15355 Hopewell Road Development. Councilmember Hewitt seconded the motion. The
motion was denied (4-3). Councilmember Thurman, Councilmember Kunz,
Councilmember Lusk and Councilmember Mohrig were opposed.

This plat approval was previously considered on October 17, 2016. There was a motion to
approve by the council and it was defeated by a vote of 4-3. It is now back in front of you
tonight for further consideration. Based upon a law that is set up both by Georgia general law
which anticipates that municipalities that have subdivision regulations , such as the City of
Milton , before a plat can be recorded in the office of the clerk, it must be ratified by the
governing authority and that same rule is embodied in the city's code .

Intergovernmental Agreement for the Provision of Fire/Police Services by the City of
Milton within Forsyth County, for the Cottages at the Manor Subdivision.

As you know, my law firm represents the City of Milton and Forsyth County. We have been
informed that the re is a subdivision in Forsyth County in the northern part of the intersection of
the City of Milto n an d Forsyth County. The subdivision is called the Cottages at the Manor and
the primary m eans of vehicular access is Watson Bend Road which is from Milton into Forsyth
County. The sub divis ion doe s not have access to it directly from Forsyth County, therefore, the
best way to provide fi re and police services to this subdivision would be from the City of Milton.
Under the Georgia Constitutio n, the only way that Milton can provide these services is through an
Intergovernmental Agree ment. I am asking for your approval of this conflict of waiver so that I
can handle the re quire d intergovernmental agreement.
Motion and Vote : Councilmem be r Lusk moved to approve Agenda Item No. 16-26 1.
Councilmember Mohrig seconded the motion. The motion passed unanimousl y ( 4-0). Mayor Joe

You previously ap proved an IGA for the provis ion of Election Services between Fulton County
and the city . Since that approva l, Fulton County agreed to wai v e any fees associated with the
election. Therefo re , Fulto n County modified the original agreement to re fle ct this change. So,
the IGA that you previo usl y ap proved needs to be ratified tonight since the terms have changed.

project recommendations.

We are honoring our Veterans on Veterans Day, November 11th with free coffee at four
locations throughout the city Mugs in Crabapple , Scratch on Hwy. 9 , Wilbur and Rudy 's, and
White Tail Bicycles and Coffee Shop in Crabapple . Our literary festival is also this weekend.

This Saturday, Providence Park will open at 9:00 am. We sent invitations to all the nearby
neighbors who have been helping us during the past year. In the pol ice department, the Explorer
Program has begun very we ll. In a state competition, our young explorers received 2nd place.
