'' September 7, 2016 Statement of Jon McPhail regarding Milton Grows Green I have come here tonight to tender my resignation as Board Member and Chairman Emeritus of the Milton Grows Green Committee. I have been a part of this group of committed individuals from the very first organizational meetings in the Spring of 2008 , and was its first Chair. I was also the Chair of the Land Use and Building Standards Subcommittee for its fir st five years. I have been involved in almost all of its programs to some extent, and have actively run or managed a number of activities and locations on many different occasions . I apologize to you that I have been unable to carry out all of the ambitious goal s we se t out to accomplish, with Council 's constant guidance and advice . As you may recall , in the authorizing ordinance, 08-10-46 , a copy of which is attached, this Council stated unanimously that it "would like to promote and encourage environmental responsibility and the efficient use and conservation of natural resources" in the City of Milton. Counc il also recognized the Committee 's "purpose of recommending actions for the City with regard to environmental matters." The Council chartered Milton Grows Green to carry out its "stated goals cons istent with the mission and values of the City of Milton including to: preserve and enhance the City of Milton's rural character consi stent with its stated mission; encourage appropriate and sustainable growth for present and future generations; identify standards and incentives for greener, more sustainab le building practices ; promote sound public policy by providing research and information on practices that protect natural resources; develop a framework for evaluating and recommending and/or implementing appropriate initiatives; and, raise awareness and influence personal choices in ways that improve the health and quality of life for residents." The Resolution also provided that the "Governing Board shall meet at regular intervals to perform the tasks and duties of recommending actions to the city staff and c ity council, and carrying out other activities of the Committee ." The Georgia.gov website stated at the time that "Milton is a di stinctive community that embraces small-town life and heritage while preserving and enhancing the city 's rural character. Known for its pastoral landscapes and tranquil spaces, Milton offers its residents both easy access to the conveniences of Atlanta and the beauty of rural living." In a post on the City 's webpage dated September 11, 2014, apparently designed for newcomers to Milton (https://www.cityofmiltonga.us/residents/about-miltonl), it states the City's mission: "The City of Milton will provide opportunity and value in a responsive and responsible environment through active partnerships with the community and its stakeholders" and Vision: Milton is a distinctive community embracing small-town life and heritage while preserving and enhancing our rural character." By contrast, a Jetter that I received earlier this year states (on pre-printed City stationery) the City's MISSION : "We take responsibility together to provide the best quality of life to those we serve_ Through excellent service to our neighbors, we strengthen our cherished sense of community ." Under the heading VISION: "Milton is a preferred city where strive to: • Promote a high quality of life • Create a strong sense of community and place • Respect our heritage while guiding our future • Be the best place to call home" The mission statement and value statement had also gone through a previous short-lived pronunciation of so-called ideals that were bureaucratized from the original forested vision of the City , but were somewhat less Orwellian than set forth in this year's version. There is currently a move afoot, as 1 understand it, to revise them to say something even more like consultant-speak, and less like natural writing, to reflect the de-emphasis of natural influences and lack of goals related to nature, preservation or conservation. It has recently come to the point in City Council meetings where "'adherence" to AG-1 zoning is to be upheld in the face of anything that is "different" from all one-acre lots laid out like a suburban checkerboard , without the possibility of saving forests , streams, hills and valleys, or even, it seems, trees. Some City Council members have been overheard muttering that they will never vote to change AG-I zoning, and dismissing any ideas to strengthen Milton 's conunitrnent to preferable environmental solutions (once believed to be one of our strengths). Saving forests and streams has suffered the ultimate indignity: being dismissed as a "liberal notion." To those 1 would point out that that the words "conserve," "conservative" and «conservation" all come from the same root--conservation is the antithesis of liberalism. It just shows how far some will twist language to demonize and demean ideas that they do not understand, and refuse to examine or investigate. "Condemnation without investigation is th e highest form of arrogance." To view the kind of "conservation " some approve, you need look no further than the new subdivision going in on Bethany Bend, across from Cambridge High School. First cut down all the trees, then scrape off all topsoi l , level the site and prepare for checkerboard platting and storm sewera ge trenched into an empty wasteland, devoid of anything natural. 1 thought that Milton could find a way to do better than that, and I regret that I could not argue persuasively enough to convince a majority of council.members otherwise . Since the City of Milton has officially moved away from its initial goals, purposes and ideals in favor of "consultant-speak" and complete subdivision of "Suburban Acres," I must in good conscience resign. 1 apologize once more for my utter fai l ure to hold you to your aspirations as promised to the citizens of North Fulton, and as my final suggestion offer the idea of dissolving Milton Grows Green as a committee, since that vision is no longer what you want for Milton. Thank you for the opportunity to be of service. 1 have enjoyed working with you on the many projects we were able to accomplish successfully. P.S. As a final note, I implore you to please ignore anonymou s posts, writings and statements from those who seek to control public discussions yet remain unidentified and unvetted , and seek unstated goals for secret reasons. and this citizens committee has met more than 20 times since its inception creating a mission statement, a logo , establishing five subcommittees and initiating a variety of value added projects; and WHEREAS, the City of Milton environmental citizens committee is hereby named the Milton Grows Green Committee (MGG); I contend t ha t segment of Wood Rd with the average measurement of 13 1 width where two vehicles passing are straddling the broken side pieces of asphalt should in no way be considered a paved road .. I ask you to Remember the history of that asphalt layering 15 years ago. When due to Safety considerations Fulton County approved our request to place a layer of asphalt on that hill side only so to eliminate our slipping and sliding in poor weather into the Birmingham Hwy then due to the pressuring of one neighbor on the county workers they illegally poured Asphalt in front of his home until it was stopped by our calling Commissioner Bob Fulton. We, the residents of Wood Rd, are determined to carry this issue further. It is not on tonight's agenda. So I ask when will this issue be addressed by the Council? A layer of Asphalt does not a paved road make .......... Wood Rd is a gravel road from Philips Circle to the Birmingham Hwy You Must come and walk that section of Wood Rd . I am not a NIMFY ........ as my front yard is the Milton Trail. .. A Front yard that is shared by hundreds of citizens of our city. Many Walking, Running, Biking, Driving too fast, Horseback riding, FourWheeling ... all enjoying the beauty of the outdoors. Gravel roads are the heart of this city. It has come to our attention that a parcel of land on the northern end of the road has been surveyed and given approval by the Community Development Department as two lots. On that survey, the engineer noted that there was a 15' strip of asphalt on the Wood Road side . Consequently, the road at that point was considered a paved road and two lots of less than 3-acres each , were permitted . Since one lot fronts entirely on a gravel road , we protest that division . I would ask that the City of Milton own up to the fact that a mistake has been made , that Wood Road is , in its entirety from Philips Circle to Birmingham Highway , a gravel road and only three-acre lots, minimum , are permitted . By allowing the label of a paved road to continue to haunt that section of gravel road , you are putting at risk the viability of the rest of the road , and status of other gravel roads in the city. If a portion of another gravel road needs to have a strip of asphalt laid , perhaps for a bridge, or to prevent erosion , or for safety reasons , then the status of that road , too , is in jeopardy . Please correct this administrative error and allow us to rest assured that gravel roads are a priority in Milton and will remain with us.
