Approval of September meeting minutes Motion to approve minutes: Hodge Patel 2nd: Brenda Hampstead Vote: 4-0, Ken Sisson, Don Curt abstained 6. Consideration of Primary Variances a. V18-005, 3505 Bethany Bend Request(s): • To allow a monument sign to not be located at the entrance. • To allow a 90 degree sign. Motion to approve with conditions: Brenda Hampstead Conditions: o The sign shall include a masonry base, equal in width to the sign panel, at least two feet in height. The masonry material shall match the primary material of the buildings. o The total exposed height of the sign shall not exceed six feet from grade of the road. o Any necessary erosion control shall be installed prior to construction and grading. o The location is approved per the site plan dated 12/18/2017; minimum 10 feet from the right of way of Morris Road, and minimum 25 feet from the Bethany Bend right of way o A planting plan around the base if the sign shall be approved by the City Arborist. 2nd: Kim Keller Vote: 6-0, Motion approved b. V18-007, 790 Landrum Road Request(s): • To allow a guest house to be located in the front yard. Motion to withdraw: Ken Sisson 2nd: Brenda Hampstead Vote: 6-0, Motion approved c. V18-014, 2660 Bethany Church Road Request(s): • To allow a guest house to exceed 1,500 heated square feet. Motion to approve with conditions: Jason Cole Conditions: o Maximum heated square footage shall be 2,150 square feet. o No additional heated square footage shall be allowed outside of the existing footprint 2nd: Brenda Hampstead Vote: 6-0, Motion approved d. V18-015, 2790 Bethany Bend Request(s): • To allow a non-monument ground sign. • To reduce the 50 foot undisturbed buffer to a 25 foot undisturbed buffer along the West property line. • To reduce the 60 foot front setback to 20 foot along Bethany Bend. • To reduce the 40 foot side adjacent to street to 20 foot along Cogburn Road. • To delete the 75% requirement of brick and provide Board and Batten. • To delete the 25% requirement of accent building materials and provide Board and Batten. Motion to approve with conditions: Brenda Hampstead Conditions: o Per revised site plan date 10/10/2018, subject to changes to the entrance by DOT. o Design of the building and materials to be approved by the City architect. o Provide a septic maintenance agreement detailing internal best management practices and clean out schedule to insure the health of the septic system. o Move 4 board horse fence to outside of landscape strip, to within 3 feet of the right of way. 2nd: Hodge Patel Vote: 5-1, Don Curt voted no.
