The Regular Meeting of the Mayor and Council of the City of Milton was held on October
22, 2018 at 6:00 PM, Mayor Joe Lockwood presiding.

FIRST PRESENTATION
Consideration of ZM18-02/ VC18-08 - Located at the Southeast quadrant of
Birmingham Hwy and Birmingham Road by OHC Birmingham LLC, 22.12 acres in 2/2,
Land Lots 379, 380, 413, and 414.
(1) Request to modify ZM14-06 Condition 2.a. to the revised site plan received on
September 18, 2018.
(2) Request to modify ZM14-03 - To delete Condition 6.c., the reference to the village
green.
(3) A Concurrent Variance to delete the 75 foot undisturbed buffer and 10 foot

NEW BUSINESS
Consideration of a Project Agreement between the City of Milton and the State of
Georgia Department of Natural Resources for the Construction of an ADA accessible
Trail at Providence Park.

This is a project agreement between the city and the Department of Natural Resources Recreation
Trail Grant Program. In November 2017, we requested your approval of a pre -application which
committed the city that, if selected, would honor our side of the agreement which was to provide
the minimum funding requirement. Through the hard work of Michele McIntosh -Ross and Bob
Buscemi, we have been given a grant of $200,000 through the Trail Grant Program with the
Department of Natural Resources. This agreement requests that you approve the project agreement
between the city and the DNR. We will use these funds to modify the red trail at Providence Park
to make it ADA accessible.

2. Consideration of a Resolution of the City of Milton Authorizing a Pre -Application for
a Land and Water Conservation Fund Grant with the Department of Natural Resources.

This time last year, we asked for your approval of a pre -application for a grant with the Department
of Natural Resources Land and Water Conservation Fund. We are still waiting for the final
notification of last year's application, however, we are now in the cycle of the 2019 application.
This would be a $100,000 grant matched by $100,000 of city funds. Working with Michele
McIntosh -Ross and Bob Buscemi, we have created a plan to use the funds if the grant is awarded
to us. We want to use the funds to add a fishing pier with shade and a small pavilion for catch and
release fishing in the lake at Providence Park.
Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 18-297.
Councilmember Jamison seconded the motion. The motion passed (6-0).

Community Development — Carter Lucas, Assistant City Manager
We have a couple of zoning modifications that will be coming to you in the next few weeks. The
first one is located at the southeast quadrant of Birmingham Highway and Birmingham Road. This
is the development we saw about six months ago and it is coming back for reconsideration on a
few items on the site plan. This will be on the November 5h meeting agenda. The second zoning
modification is the Park at Bethany which is located directly across from Cambridge High School.
They are requesting a couple of modifications to the site plan. This will be on the November 19th
meeting agenda. We have also received a rezoning request for property on Hopewell Road. They
are requesting to change the zoning from AG -1 to R3 -A. Currently the site plan shows 73 lots on
this property. This will be on a December agenda.

Finance — Bernadette Harvill, Finance Director
I am happy to report that the City of Milton's Fiscal Year 2017 Comprehensive Annual Financial
Report received the GFOA's Certificate of Achievement for Excellence in Financial Reporting for
the 10th consecutive year. Submissions began in 2008. FYI audit preparations are underway.
Our auditors will be on site for preliminary procedures on December 19-20. And, they will return
at the end of January for field work. Our FY 19 budget cycle has begun and we have submitted
our recently approved budget for the GFOA Distinguished Budget Presentation Award for the first
time. We are anxious to see the review and feedback we will get from the Budget Book. We have
begun interviewing for the part-time revenue specialist who will help process tax payments,
alcohol beverage licenses, and occupational tax certificates. Taxes are due November 14th. ABL
renewals are due November 15th and the occupational tax certificates are due on March 31 St
