INVOCATION Rich Austin CALL TO ORDER Mayor Joe Lockwood called the meeting to order. ROLL CALL Councilmembers Present: Councilmember Jamison, Councilmember Kunz, Councilmember Bentley, Councilmember Cookerly, and Councilmember Longoria. ORDINANCE NO. 19-01-387 (Agenda Item No. 18-339) (First Presentation at December 17, 2018 City Council Meeting) (Rich Austin, Police Chief Motion and Vote: Councilmember Bentley moved to approve Agenda Item No. 18-339. Councilmember Kunz seconded the motion. The motion passed (7-0). NEW BUSINESS 1. Consideration of a Resolution of the City of Milton, Georgia to Set Qualifying Fees for the 2019 Municipal Elections. RESOLUTION NO. 19-01-501 (Agenda Item No. 19-013) (Ken Jarrard, City Attorney) Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 19-013. Councilmember Jamison seconded the motion. RESOLUTION NO. 19-01-499 (Agenda Item No. 19-014) (Mayor Joe Lockwood) Motion and Vote: Councilmember Kunz moved to approve Agenda Item No. 19-014 appointing CHARLIE ROBERTS as a member of the Design Review Board for District 1 / Post 1. RESOLUTION NO. 19-01-500 (Agenda Item No. 19-015) (Mayor Joe Lockwood) Motion and Vote: Councilmember Longoria moved to approve Agenda Item No. 19-015 appointing JEFF DUFRESNE as a member of the Design Review Board At -Large. Councilmember Cookerly seconded the motion. The motion passed (7-0). MAYOR AND COUNCIL REPORTS STAFF REPORTS Department Updates 1. Community Development 2. Police 3. Finance Parag Agrawal, Community Development Director We conducted stakeholder workshops to get citizen feedback to improve our TDR program. It was attended by 15 stakeholders. We received a lot of very good feedback both from citizens who want to sell TDR and those who want to buy them. We are in the process of organizing a land conservation workshop in March to discuss CUVA, conservation easements, and TDR's. We have several speakers organized for the event but if you have additional topics you would like discussed, please let us know. We will be recognizing Arbor Day on February 15th and will open the Mark Law Arboretum at that time. The city has not received any new rezoning or use permit applications for the December 261h deadline. We are working on a text amendment to eliminate vape shops in the city. We will be applying for a grant through the Atlanta Regional Commission for the Livable Centers Initiative for the Deerfield Corridor. This grant was last received in 2012. Rich Austin, Police Chief We were down an additional 3% in Part I crime last year. Our traffic accidents were down by 2%. We noticed a trend last year regarding private property crashes which, if we remove those from the statistics, traffic accidents would be down by 6%. Our closure rate for the criminal investigation division was 43%; up 7% from last year, which is well above the national average. We had a very successful event, "Cocoa with a Cop." We raised almost $5,000 for St. Jude's Children's Hospital. We participated in "Shop with a Cop." We were very involved in the Milton High School Football Team State Championship game. We escorted the team to the Mercedes Benz Stadium and helped with the parade. Once they have completed their review, we will begin to file the CAFER. Amendments to the FYI budget will be presented toward the end of the March. We mailed approximately 937 occupational tax renewal bills in December and they are due March 31 st. We have collected 96.5% of real property taxes and 92% of personal property taxes. We will be following up with delinquent notices.
