1 Company History:
Our company Sages Networks Inc. was founded in the year 2000. For the past 18 years our company has been
providing software and services to the public sector. Our company’s core capabilities include a comprehensive
spectrum of services to cater to the Community Development needs of cities and counties ranging from Business
Process Analysis, Business Process Reengineering, Business Process Automation, Data Conversion, Solution
Architecture, Solution Development, Solution Implementation, Training, Go-Live Support, to Maintenance and
Upgrades of software modules and systems. We have a very good track record of successfully completing

2 Project Team:

the company to serve as the Project Manager for this project. This signifies the importance we are placing on the
success of this project to our company.
Solution Architect [60% of Project Time]: The Solution Architect will be responsible for determining the
necessary configuration and then coordinating the configuration of our product SagesGov to meet the needs of the
City. In addition to coordinating the configuration, the solution manager will also coordinate with our Quality
Assurance team to ensure that the work we perform for the City meets an important level of quality before it is
handed over to the city for testing and acceptance.
Senior Software Architect [20% of Project Time]: The Senior Software Architect will work with the Solution
Architect and the Integration, development, configuration and QA teams to ensure that the work being done for
the City follows the best practices established via numerous engagements with other customers

3.1 Experience in providing equivalent products & services
Our company specializes in the provision of Electronic Plan Review, Permitting & Inspections solutions to cities,
counties and regulatory agencies. Numerous experiences implementing Electronic Plan Review, Permitting &
Inspections solutions with various customers gives us a deep bench of talented resources that can be quickly
brought into the City’s implementation, if the need arises. We believe in employing a very hands-on approach to
implementation. From our experience, meaningful implementations can be achieved only by engaging with the
issues at hand, early, at the right depth and level of detail. Our implementation approach involves conducting rich
discussions in the language used by community development staff (Electronic Plan Review, Permitting &
Inspections, Submittals, Review Cycles, Markups, Comments, Checklists, Permit Issuance, Fees, Inspections and
Certificates) and then mapping decisions that are taken via those discussions to building blocks/functional
components in the SagesGov system. Our leadership style uses an Iterative/Agile approach to implement
solutions. This approach is in direct contrast to implementing solutions via a Waterfall based approach which
entails a much higher risk. To sum it up, our implementation process values getting things done that are relevant
to our customers over anything else.

Electronic Plan Review, Permitting & Inspections solution for City of Marietta, GA
This project entailed providing a Plan Review solution for 30+ plan reviewers - encompassing various
departments: Building Department, Fire Marshall Dept, Planning and Zoning Department. We recently received
accolades from the Marietta City Manager about how successful this system has been over the last year. Our
company successfully implemented the solution by integrating our Electronic Plan Review module with their
existing Permitting and Inspections system - Superion/SunGard.
Electronic Plan Review, Permitting & Inspections, Permitting and Inspections at Fayette County, GA
The first phase of the project (Phase 1) with Fayette County, GA involved the implementation of the SagesGov
Electronic Plan Review, Permitting & Inspections solution. After successful completion of Phase 1 the county
decided to replace Tyler EnerGov Permitting and Inspections system with SagesGov Permitting and Inspections
in Phase 2 of the project. We successfully migrated EnerGov Permitting and Inspections data over to SagesGov.
Electronic Document Review solution for Hartsfield Jackson Atlanta International Airport, GA
The project entailed providing the Electronic Document Review solution to 75+ Plan Reviewers and 25+
additional users who were involved in the process (Ex. Coordinators, Supervisors, Project Managers etc.). As
part of the implementing the solution multiple training sessions were conducted where each training session was
customized to users’ roles. The Airport’s Plan Review department often receives very large plan files (in the 100s
of MBs) and our solution smoothly handled plans files of this size.

3.4 Some Innovative features of our product
Some Innovative features of the SagesGov software includes:
● Full Submission automation including application forms (with data validation), drawing files and all
supporting documents upload.
● Validate location data such as Parcel, Address with GIS for all application submissi ons. Capture site
location information during submission. Ex, Corner of 5th and main
● Configure rules for making certain file types mandatory during submission, Ex., require a site plan to be
uploaded for certain work types.
● Configure rules for "Auto-Adding" review agencies, permit types and inspection types based on
application data. Ex. Route plan review to Fire Marshal if application has sprinklered selected as "yes".
● Store all Plan Review markup and comments made on the PDF drawing in the SagesGov cloud. No more
managing comments in excel or looking for latest version of drawings etc. Burn in markup and comments
when project is completed.
● Cascade rules, conditions and holds on a project from the early planning stages all the way to
construction.
● Pre-Defined comments tool that allows City to define plan review comments from any building code
reference and apply these comments via a single click during plan review.
● Automation based on business rules for every action in SagesGov Ex. auto approve review cycles, auto
issue permits (for epermits), auto place holds (when a revision is submitted), auto remove holds (when
certain fees are paid) and more.
● Configure dependency rules for "pre-action" and "post-action" actions for all entities. Ex. Do not allow
scheduling a Building Final Inspection when a Framing Inspection is required. Add a Re-Inspection Fee
record when an inspection is disapproved.
● Inspection App on iOS and Android has capability to take pictures, enter comments, capture signatures
and reject inspections with choice of re-inspection fees. A local database that the App comes with, helps
when cell tower connectivity is not available, inspector can perform inspections and sync.
● Inspector can indicate arrival time to contractors and an automatic email is sent to contractor. This is a
huge time saver for both the city and contractors.
● Contractor can put in inspection notes such "Lockbox code 3345" while scheduling to help inspectors
when they go on-site.
● Display Alerts on the header bar when the parcel has Fees due or open permits on them.
● Create as many tabs or data forms as needed. These data forms can contain as many data fields as needed
and can be made department specific.
● Extremely configurable solution. Maintain application forms, data fields, data types, file types, mark
fields as required, configure business rules, configure pre and post actions, manage users & roles,
configure email, letters, approval documents, permit documents, inspection ticket, prerequisite checklists,
intake checklists, review checklists and pre-defined comments. Define complex fee calculation formulas
and if needed we can make the application forms behave dynamically via JavaScript (Ex. Show certain
data fields/questions to user when a question is answered a certain way).
4 Project Understanding and Proposed Solution:
We understand that the City of Milton is seeking an electronic plan review, permitting & inspections software
system to submit, accept & process permit applications online, process payments associated with review and
permit fees; Review plans and related construction documents for code compliance; Issue permits and submit
requests for inspections. We also understand that the City seeks full integration with ESRI’s ArcGIS version

10.5.1, Laserfiche, and Tyler Incode financial software. Our software, SagesGov, can cater to every single one
of these needs.
4.1 Response to scope of services
Training Sages Response
The vendor should provide on-site training to City personnel that covers all
aspects of the software, including but not limited to configuration, data entry,
workflow/notifications, querying, reporting, administration functions and
technical functions.

The vendor should supply to the City all necessary documentation to allow the
City to independently operate, administer and maintain the system. Fully Comply
The implementation team should receive high level familiarization training at the
beginning of the project to enable the implementation team to make informed
decisions regarding system configuration and use that to
meet the needs of the City.

administrators can perform required software maintenance and successfully

General Requirements
a. On site or cloud-based solutions will be accepted
We are proposing a cloud-based solution hosted in the Microsoft Azure cloud.
b. If utilizing a cloud solution, indicate where the cloud data is stored and provide information on how the center is
secure as well as the data
The SagesGov software application is hosted on Microsoft Azure cloud. We use Azure Geo-Redundant
Storage (GRS) replication to ensure data is replicated multiple times within the same data center run by
Microsoft and replicated multiple times in more than one geographic sites operated by Microsoft. Going
with this replication scheme and using Microsoft Data Centers ensures that the data is secure. All data is
stored in SQL Server.
c. System built using responsive design
The SagesGov product has been designed and developed using latest .NET technologies from Microsoft.
The design of the application is intuitive and responsive.
d. Provide a feature rich API enabling up to Bi-directional integration between permitting systems and plan review
software and other required city systems
Using a combination of REST based push notification and custom REST based web service extensions
SagesGov provides a quick and straightforward way to integrate with external systems.
e. Migration capabilities from the City’s current Permitting System, Meritage and Impact Fee Calculation

Program. Shortlisted vendors will be given the opportunity to evaluate the databases to provide a cost to migrate
the data.
We have a well-established data migration process at Sages Networks. We use SQL Server Integration
Services tool to map and transform data from legacy databases (Meritage & Impact Fee) to a staging
database. From this staging database we have scripts that migrate data into the SagesGov database. We
look forward to the opportunity to evaluate your current database and provide a cost proposal to the City.
f. Ability to accommodate twenty (20) concurrent users.
SagesGov web-based application will comfortably be able to support 20 concurrent users.
g. ARC GIS customizable
SagesGov uses Arc GIS online REST web services for address validation, geocoding and generating a
map. We can point these web services to the City of Milton’s ESRI GIS.
h. Fully customizable permissions for common and individual users, including dashboards, workflows
SagesGov is a role-based product. Permissions are fully customizable by creating as many roles as
required and assigning privileges to these roles.
i. Provide dashboards with customizable work queues
SagesGov has Dashboard and Worklist (Queues) that are customizable.
j. Ability to set up specific business rules
SagesGov has powerful business rules feature for controlling various aspects of the project such as
required files to be uploaded, plans routing, and permit issuance based on application form data, etc.
k. Ability to provide for parallel workflows to other departments simultaneously
SagesGov has powerful workflow capabilities. The system is specifically built to cater to scenarios where
work is performed by departments parallelly/simultaneously. Work between departments can be
efficiently coordinated via automatic emails to alert them that something needs their attention.
Departments can be auto included based on business rules and sequencing of work can be coordinated via
dependency rules. Our solution maintains a detailed history of all actions performed on any project
through various stages of the workflow.
l. Ability to provide for workflow check off sheets for customers and users with required fields
SagesGov has extensive features to support check off sheets. We can define check off sheets during
submission for users and have check off sheets for staff during Intake & Routing, Plan Review or Project
completion.
m. Ability to provide for user password reset function based on security questions
SagesGov supports this feature

o. Provide information if there are any operating system version compatibility issues
SagesGov works on all operating systems as it is a browser-based application that works with all leading
browsers supported by the operating system (PC or Mac). Bluebeam Revu is installed on the reviewer’s
desktop computer and works on both the PC and Mac operating systems.
p. Provide information if there are any issues operating on any mobile devices (Android, Apple etc.) Proposed
system shall operate on IOS and Android platforms.
SagesGov provides native mobile applications that works on both iOS and Android platforms.
q. Ability to phase software and processes into production over a time period defined by the City
SagesGov is modular and supports a phased implementation. Example: We can implement the Electronic
Plan Review module in phase I and Data migration, Permitting and Inspections in Phase 2. Or if the City
chooses, another approach would be to implement a single process all the way through Planning,
Permitting and Inspections - for example the Commercial Building Permit process. Once this is
successful, the City can choose to move on to other processes like Residential Building Permits, etc.
Application Submission & Payment
a. Electronic application, plan, and supporting document submission
SagesGov supports all aspects of a project being submitted online including application forms, plans,
supporting documents, application pre-requisites and check off sheets.
b. Ability to have the upload portal integrate with the City’s website
SagesGov web application can be integrated via a link from the City’s website.
c. Ability to require a valid email address for setting up user requested login
In SagesGov all external users must register for an account with full contact details including an email
address. The City can approve/deny this request for each user.
d. Ability for users/customers to reset own password
SagesGov supports this feature.
e. Automated verification of application pre-requisites, such as: i. Address Verification ii. Code enforcement
issues are associated with address. For code enforcement issues the City uses Accela, GoEnforce iii. Current
property tax payment. For tax payments the City uses Tyler Incode
i. Address verification: SagesGov is integrated with ArcGIS online for Address validation and
geocoding. During application submission we make a call to the City’s ESRI GIS REST web service
to validate and geocode an address.
ii. Code Enforcement issues verification: During project submission SagesGov has the capability to
make a REST Web Service all to the Accela’s GoEnforce web service and validate if an address or
parcel has any code enforcement complaints on it.

iii. Property Tax & Biz License verification: During project submission SagesGov has the capability to
make a REST Web Service all to the Accela’s Incode web service and validate if an address or parcel
has property tax due on it or has a valid Biz. License.
f. Provide easy collaboration between permit technicians and applicant (i.e. email notifications, automatic
comment issuance, etc.)
SagesGov has powerful, configurable email notifications that are triggered by user actions such as submit
application, accept intake, route project or complete plan review. We can also configure emails to be sent
automatically by the system as reminders to complete actions by a due date. We also provide a powerful
Intake and Routing module that will allow permit technicians to reject or accept intake for plan review.
g. Provide ability for application review prior to payment. System shall provide for multiple types of fee
calculations.
In SagesGov the application can be reviewed prior to payment. We have powerful fee calculation features in
SagesGov. Fees can be based on application forms fields such as work type, heated square footage, cost of
construction etc. We can also perform other complex math calculations.
h. Accept electronic payments
The SagesGov fee module provides several features that would allow the City to Accept electronic payments.
We have integrated with Forte payment and ACI payment gateways if the City desires to use an integrated
solution where customers can pay fees online for their plan review, permits & inspections. We also c an
collect fees at the counter and continue with your current payment gateway and methods. Our fee module
keeps track of payments, refunds, credits and voids.
Integration with Laserfiche – For document archival SagesGov will be integrated with Laserfiche document
management system using the Laserfiche SDK’s .NET API.

Our field inspections App is a native application that runs on the iOS & Android platforms. This allows field
inspectors and code enforcement personnel to perform activities such as create, schedule, cancel, reschedule, roll,
approve, disapprove, approve as noted, and enter comments in the field. Your users will also be able to view a
map of the addresses and take pictures with their smartphones and tablets when entering results. The Inspections
App has a local database that allows inspectors to use the App without an internet connection in the field.
Automatic or manual sync, keeps the inspections App in sync with the Web application.

SagesGov is hosted on the Microsoft Azure platform
and can be easily scaled up and scaled out. The
solution can grow with the City’s needs on a per-user
subscription cost basis.

Adding users in SagesGov is easy. There is no impact
on the performance of the system. We are hosted on
Azure and can scale easily to handle demand.

*** Our integration effort with Tyler and Accela assumes that Milton I.T will make available Tyler & Accela
REST based web services endpoints for integration with SagesGov.
*** Our integration effort with Laserfiche assumes that Milton I.T will make available Laserfiche SDK to the
Sages team and will allow Sages to host a REST web service on Milton I.T network to receive completed projects
from SagesGov. This web service must be publicly available. Since this web service will be hosted on the City’s
infrastructure, the City’s IT team will work collaboratively with our support staff should/when any issues arise.
