ViewPoint Government Solutions is pleased to submit this proposal to the City of Milton for a new
Electronic Plan Review, Permitting & Inspections Software system.
We understand that the City seeks to implement a new plan review, permitting and inspections
software solution with the objective of increasing the efficiency of tracking, managing, reporting,
recording, sharing and archiving permits and related data. This project is being pursued in
response to a growing population, tightening budgets and increasing regulatory standards.

Project Understanding and Proposed Solution
Training:
ViewPoint will provide on-site training to City of Milton personnel that covers all aspects of the software,
including but not limited to configuration, data entry, workflow/notifications, querying, reporting, administration
functions and technical functions.
ViewPoint staff will supply the City all necessary documentation to allow independent operation, administration
and system maintenance. ViewPoint’s implementation team will receive high level familiarization training at the
beginning of the project to enable them to make informed decisions regarding system configuration and use
that to meet the needs of the City.
ViewPoint will provide appropriate and adequate knowledge transfer, including supporting technical reference
materials, to ensure that system administrators can perform required software maintenance and successfully
install system patches and future software upgrades.
General System Requirements:
ViewPoint will provide Milton a system that includes all software, firmware, and software licenses for an operable
and acceptable electronic plan review and document submittal system. ViewPoint Cloud allows for concurrent
internal users. There are no limitations on the number and types of users and, and no additional costs
associated for multiple users. ViewPoint Cloud is capable of full integration with ESRI’s ArcGIS version 10.5.1,
Laserfiche, and Tyler Incode financial software.
ViewPoint’s proposal includes full implementation of the software, including all labor, project management,
installation, and basic training. The proposal includes user manuals/materials, on-going support, maintenance
services, and warranty information.
ViewPoint Cloud will be fully compatible with the City’s existing LAN, WAN and standard local and networked
printers. The City will require a Plan Review software and document markup tools, which will natively integrate
with ViewPoint Cloud.
Software:
Listed below are items to be provided with the system. Proposals shall acknowledge and describe all that are
included, not applicable, or other.
The system should have the following types of abilities and characteristics:
1. General
a. On site or cloud based solutions will be accepted | ViewPoint Cloud is a cloud-based Solution
b. If utilizing a cloud solution, indicate where the cloud data is stored and provide information on how the
center is secure as well as the data | ViewPoint Cloud’s data is secured on the Microsoft Azure Cloud. Visit

c. System built using responsive design | ViewPoint Cloud features fully mobile responsive design.
d. Provide a feature rich API enabling up to Bi-directional integration between permitting systems and plan
review software and other required city systems | ViewPoint has reviewed the City’s requirements, and finds
that bi-directional integrations are available for all of the City’s required software systems.

e. Migration capabilities from the City’s current Permitting System, Meritage and Impact Fee Calculation
Program. Shortlisted vendors will be given the opportunity to evaluate the databases to provide a cost to
migrate the data. | ViewPoint has the capability in-house to migrate all of the City’s existing data from the listed
systems.
f. Ability to accommodate twenty (20) concurrent users. | ViewPoint Cloud supports an unlimited number of

g. ARC GIS customizable | ViewPoint Cloud features a full suite of customizations for integrated ARC GIS.
h. Fully customizable permissions for common and individual users, including dashboards, workflows, etc. |
ViewPoint Cloud features customizable permissions for both common and individual users, including but not
limited to dashboards and workflows.
i. Provide dashboards with customizable work queues | Users can quickly and easily customize their individual
dashboards to filter only information and workflows relevant to their personal day-to-day operations.
j. Ability to set up specific business rules | Users can quickly set up specific business rules in ViewPoint Cloud’s
system settings.
k. Ability to provide for parallel workflows to other departments simultaneously | The functionality to have
parallel workflows simultaneously between departments is core to ViewPoint Cloud.
l. Ability to provide for workflow check off sheets for customers and users with required fields | Both
customers and internal users can be provided workflow check off sheets with required fields.
m. Ability to provide for user password reset function based on security questions | This is standard security
functionality within ViewPoint Cloud.
n. Ability to bring the department to a paperless capability | ViewPoint Cloud allows municipalities to go
completely paperless if they desire.
o. Provide information if there are any operating system version compatibility issues | As a fully web-based
solution, there are never any operating system version compatibility issues.
p. Provide information if there are any issues operating on any mobile devices (Android, Apple etc.)
Proposed system shall operate on IOS and Android platforms. | There are no issues for operating on mobile
devices. Users will enjoy full functionality on their mobile device as they would on a desktop computer.
q. Ability to phase software and processes into production over a time period defined by the City | As a best
practice, ViewPoint adheres to a phased implementation approach. This time period may be defined by the City.
2. Application Submission & Payment
a. Electronic application, plan, and supporting document submission | At its core, ViewPoint Cloud is a
platform for electronic application, plan and supporting document submission.
b. Ability to have the upload portal integrate with the City’s website | ViewPoint will seamlessly integrate with
the City’s existing website under a unique subdomain, ie, “viewpointcloud.cityofmiltonga.us"

c. Ability to require a valid email address for setting up user requested login | Valid email addresses are
required for setting up a user requested login in ViewPoint Cloud.
d. Ability for users/customers to reset own password | All users can reset their own password via a familiar
process in ViewPoint Cloud.
e. Automated verification of application pre-requisites, such as:
i. Address Verification | Supported
ii. Code enforcement issues are associated with address. For code enforcement issues the City uses
Accela, GoEnforce | Supported
iii. Current property tax payment. For tax payments the City uses Tyler Incode version 10. | Supported
iv. Valid business license. For Business licenses the City uses Tyler Incode version 9. | Supported
f. Provide easy collaboration between permit technicians and applicant (ie. email notifications, automatic
comment issuance, etc.) | ViewPoint Cloud features a native, bi-directional communication tool, including email
notifications, comment issuance, and more, for collaboration between permit techs and applicants, as well as
others.
g. Provide ability for application review prior to payment. System shall provide for multiple types of fee
calculations. | ViewPoint Cloud can be configured to require review prior to payment, and can provide for any
number of types of fee calculations.
h. Accept electronic payments | ViewPoint Cloud accepts electronic payments natively via Stripe.
3. Plan Review
NOTE: All responses assume the City will obtain pricing from ViewPoint Partner BlueBeam Revu. ViewPoint
Cloud features a native integration with this software. ViewPoint will assist the City in obtaining this pricing and
integrating the software with ViewPoint Cloud. Alternatively, the City can use any number of other Plan Review
software systems currently on the market. After making this integration, all functionality would be performed as
requested directly within ViewPoint Cloud.
a. Provide concurrent document review | Concurrent document review within ViewPoint Cloud is supported via
our native integration with partner BlueBeam Revu.
b. Communicate markups and comments with permitting software | Markups and comments can be
communicated within ViewPoint Cloud via our native integration with partner BlueBeam Revu.

d. Ability to batch convert unlimited windows files, CAD or other drawings to PDF | Batch conversion to

4. Permitting & Inspections
a. Projects searchable by address, PIN, or permit number | Projects are searchable on these as well as many
other criteria.
b. Ability to provide workflows for all of Milton’s permit types and inspections. | ViewPoint Cloud can facilitate
an unlimited number of workflows, supporting all of Milton’s permit and inspection types.
c. Easy to build process rules for permit types | ViewPoint Cloud is designed to make changes as intuitive as
possible, even for non-technical users. Process rules for permit types are quickly and easily built.
d. File name convention that preserves City of Milton’s current permit number format | This is configurable
within ViewPoint Cloud.
e. Ability to relate city assigned numbers for preliminary plans, LDP plans, building plans, grading plans, and
plats to each other from an address or PIN number. | This criteria is fully supported in ViewPoint Cloud.
f. Migration capabilities from the City’s current permitting system Meritage | ViewPoint can migrate all data
and processes from the City’s current permitting system (Meritage).
g. Ability for applicants to assess status of permit through City web page | Applicants are able to track the
progress of their permit applications through the City website.
h. Easy access of plans through inspection process until a CO is issued | This is supported in ViewPoint Cloud.
i. Ability to place a hold on a Property and all associated permits and activities (ie. c/o’s, permits, bond
releases, etc.) | Holds can be placed on a Property and all associated permits/activities for any reason.
j. Ability to track various types of construction bonds. | Construction bonds of various types are trackable
within ViewPoint Cloud.
k. Ability to track citizen issues and complaints. | Citizen issues and complaints are trackable using ViewPoint
Cloud.
5. Reporting
a. Provide an overview of the system’s reporting capabilities. | Reporting in ViewPoint Cloud is designed to be
as powerful, simple and straightforward as possible. Users can generate an unlimited number of reports on any
data object in the platform, and save them for future use, as well as export the results and send them to
colleagues. Several standard dashboards are available for high-level metrics across departments. ViewPoint
Cloud’s reporting engine is native to the platform. Reporting features allow users to flexibly organize their data as
they see appropriate, save customized reports by user, and export data into CSV or Excel files for further analysis..
ViewPoint recognizes that the City desires for the Electronic Plan Review and Permitting Software to be fully
integrated with its GIS, and will facilitate that integration. ViewPoint Cloud features a native integration with ESRI
ArcGIS. ViewPoint Cloud works with or without access to the City’s GIS database.

ViewPoint recognizes that the City of Milton desires that the Electronic Plan Review and Permitting Software is
fully integrated with Laserfiche. ViewPoint Cloud features a native integration with Laserfiche, which will be
established by ViewPoint before go-live.

Support Maintenance and Inspection:
ViewPoint recognizes that the City of Milton desires to enter into a contract, automatically renewable for a total
of five years, for software upgrades and support.
Warranty:

The database shall be built on a SQL server platform. Describe how our data can be imported to or exported
from the system. | ViewPoint Cloud is built on Microsoft SQL. ViewPoint Provides the CIty with a full data set of
every record in the database in Microsoft SQL Server format. All data belongs exclusively to the City. There is no
cost associated with getting data back. At any time, upon request, we can provide a full archive of your
ViewPoint Cloud data in CSV or SQL formats. If the contract were terminated, all data would be returned to the
City of Milton and any copies/ backups deleted.
Specify the number and types of users who can use the system, along with cost breakdowns for different
numbers (if applicable). Based on current staffing levels, City of Milton sees a need for twenty (20)
concurrent users. | ViewPoint Cloud supports an unlimited number of concurrent users at no additional cost.
Describe the types and hours of support available to users. Identify minimum response times for major
problems (e.g., on-site support within 4 hours). Support shall include but is not limited to free software
upgrades, patches, scripts, etc. | Support is available from 9:00 am EST – 5:00 pm EST via phone, and 24/7 via
web and email. Our Average Response Time is 10 minutes, and guaranteed at one hour. ViewPoint uses
Intercom as its Ticketing System. Support includes, but is not limited to, free software upgrades, patches, and
scripts. All support is capable of being handled remotely from our Headquarters in Boston, MA.
Describe the system’s ability to grow in size as Milton grows, For example, what changes would be needed
in the future as the City’s population and associated staff and assets grows? Note if there is an upper limit
that would require a substantial upgrade. | As a SaaS technology deployed via an agile implementation
methodology, ViewPoint Cloud is easily scalable, and as such, we work well with customers of all sizes. Our
customer base ranges from populations of 2,000 on the smaller end, to over 1 million, all of which are fully
customizable to the needs of each community and their specific size. Pricing changes on large ranges of
population (ie, not typical of the increase in population seen over a five-year period in a given municipality) and
on the number of departments using ViewPoint Cloud. The City would expect to pay more then, only in the
event that additional departments desired to come onboard, barring the event that City’s population
experienced a massive explosion in size.

Describe the amount and type of training included in the proposal. Provide line-item costs for training
activities and options. It may be desirable to have a kick-off training session and then a follow-up several
weeks or months into use. Identify support numbers, emails, on-line references, training manual etc. that are
available. Describe successful implementation processes used in similar sized municipalities. | Although the
ease of deployment and training leaves 95+% of ViewPoint Cloud customers ready to fully operate and self-
administer the platform, ViewPoint does offer on-going, online training. All training is done using a blend of
vendor and City resources, and a robust knowledge base is available online with training and implementation
documentation. These resources can be found online via viewpointcloud.zendesk.com/hc/en-us
If ever the City has a complex issue or needs additional help, ViewPoint staff is always happy to work with you to
find a quick and easy resolution, and leave the team in a position to tackle similar issues on their own in the
future. Given the close proximity to the City of Milton, ViewPoint staff may be able to perform in-person trainings
as well, based on availability.
As a best practice, ViewPoint employs a phased approach to the training and implementation process.
ViewPoint’s Community Project Manager will gather application forms and permit documents to prepare pilot
communities to launch ViewPoint Cloud. The ViewPoint Implementation Team will provide administrator training
to the CPM, and will work with the CPM to create templates for all permit application forms and permit
documents within ViewPoint Cloud.
In Phase 2, the community’s CPM and the ViewPoint Implementation Team will document all workflows, fee
schedules, and inspection processes. These will then be configured within the ViewPoint Cloud environment.
In Phase 3, the CPM and ViewPoint Implementation Team will provide training to all City administrators and end
users. Users will gain familiarity with the system and ensure accuracy of system configuration. The department
will then launch ViewPoint Cloud and begin realizing the benefits of cloud e-permitting.
Describe the security features associated with the system. | Hosted on Microsoft Azure, ViewPoint Cloud
guarantees security and reliability, ensuring 99.99% uptime with no scheduled downtime for maintenance. Our
online payment system is PCI-DSS compliant, and all interactions are secured with 256-bit HTTPS encryption,
making it simple and safe to pay and transmit data in ViewPoint Cloud. All of the City of Milton’s data and
