Permitting A record of every permit issued is inserted into a normalized table within the database. Versioning ensures that even if a correction is made, the original and all working versions remain accessible along with a comprehensive audit trail. Standardized, custom, and Ad-Hoc reporting ensures that data is available in any format required. During the implementation and configuration phase of deployment, an idtPlans project manager works to generate document templates for any permit documents required. At the time of issuance, an administrator clicks to create a document, selects the appropriate permit, and the document will display in preview mode with project specific information already filled out. On confirmation the system automatically generates a pdf document, saves the document to the project, and automatically attaches the document to an email pre- addressed to the applicant. Once all required fees have been paid either online or offline, the permits (and if configured to do so, any stamped plans) are released to the applicant automatically. Import/Export Functionality Custom documents such as comment or approval letters, notices of violation, or other correspondences are a common part of the review process but can also take up the largest portion of time each time they need to be created. Utilizing our custom document creator, users can populate project specific information into the preformatted document templates available to your team members, in just a few clicks. All documents created as part of a project are automatically saved to the project page for future reference. Likewise, all document versions are stored to the project database, and whether it’s version one or four, it’s easy for an administrator to export the document to another system for reference, without the need for specific coding or otherwise. Reporting All information is collected electronically and stored in searchable format within a SQL Server database. Choose from our standard built in reports, create your own customized reports, or connect to our read replica database in your favorite reporting tool (SQL Reporting Services, Crystal Reports, Jasper Reports, or any ODBC utility) to create your own ad-hoc reports. Additionally, we provide unlimited support as part of the base pricing. We want our clients to be able to get the assistance they need to be successful without having to be concerned about support cost overruns. Additional expense is incurred only when writing custom scripts to the base application or if on-site training or support is requested. Because idtPlans is a hosted SaaS model solution, as such the system is warrantied throughout the contract life- cycle and all subsequent renewals. Support idtPlans agrees to provide support and issue resolution for technical problems related the idtPlans suite of applications. Support for non-technical issues such as how to answer a question on an application form shall be directed to the client for resolution. Support Hours Standard support hours are conducted between the hours of 8:00am to 4:00pm Arizona Time (excluding holidays). Toll free phone assistance is available 24x7 for issues that are considered to have a severity of 1 (Critical). Support Channels The following support channels are provided under the terms of this agreement. Support Portal: https://support.idtplans.com Knowledge Base – Use for quick answers to common questions. Support Ticket – Use to report an issue that is not critical in nature and can wait a few hours for a response. Live Chat – Use for immediate assistance regarding simple questions. Phone Support – Use when immediate assistance is needed, and the issue is too complex to type out. Levels of Service The service levels offered by idtPlans are described below. It is the goal of idtPlans to meet, and even exceed when possible, the levels of services documented in the client’s case management guidelines. Any variation from the coverage defined below can carry a premium add-on cost to the application requesting variance. There is likely an acceptable workaround to the problem. 8 hours or next business day Maximum of 90 business days Training The idtPlans Project Team ensures end users have proper training, documentation, and support to perform the primary functions of the system unassisted. At a minimum, internal user will receive four (4) hours of training in both the idtPlans portal and Bluebeam PDF software, but dependent upon required skills may receive as many as six (6) hours. Training is provided in a virtual environment via webinar as a standard practice, however onsite training is available as an additional option, should the client request it. idtPlans is not responsible for additional training of employees who do not attend their scheduled training sessions (virtual or onsite). idtPlans recommends the implementation of an electronic plan review system be addressed by individual disciplines, onboarding each group and their existing workflows and processes in a sequential manner. With this methodology in mind, our approach is tiered in its nature. Each discipline not only takes ownership of their own process but is also involved in the development of its electronic version. Further internal testing and training courses will occur prior to any official go-live events and users will be grouped into training classes with team members who handle similar roles, further customizing the training to their needs. Implementation Methodology As part of the quality management process, all project deliverables will be vetted against the following prior to be presented for acceptance by the client: Was the Test Approach followed in development of the deliverable? Are requirements of the deliverable correct, complete, and do they accurately reflect the needs of the client? Is the deliverable within scope, budget, and on schedule? Adequate testing will, at a minimum, include internal testing by members of the idtPlans Project Team, followed by release to the client for internal testing by project team and end users, and concluding with “live” testing by designated applicants with existing projects. Variances from acceptance criteria will be noted in the Deliverable Acceptance Log and agreed upon by all parties. Testing will be phased in conjunction with the phased departmental roll out. Acceptance is received at either milestone below: Sign off in writing by the Executive Sponsor; or When payments are received at payment milestone points, as outlined in the Statement of Work and elaborated upon in the schedule narrative, they will be considered acceptance of the deliverable in lieu of a signature. To ensure a successful launch, all applications go through user acceptance testing to identify any blocking issues that could keep us from going live. This also helps to identify improvements to the process. This includes City of Milton, Georgia – RFP Response idtPlans P a g e | 15 idtPlans at build, the client at initial testing and training, and finally volunteer applicants as the first “live” test. Everyone is a part of this process and their input is vital to the long-term success of the project. Once a volunteer applicant successfully completes a live test, with no blocking issues identified (in other words, no issues were identified that stopped the project), that test is ready to go live, and all applicants can begin using it going forward. Remember that the more often someone uses something, the more comfortable they become. Application Security All idtPlans Systems are verified to be PCI Compliant. This assures our clients they are operating in a secure financial grade environment of the highest standards. Our system architect and technical lead, JW Jung, is highly qualified and was previously a system architect in charge of designing online systems for the banking and financial industries. All financial data is stored in normalized tables within a MS SQL database and we have integrated with many other 3rd party financial systems in a variety of ways (REST, SOAP, ODBC, CSV, HTTPS POST, etc.). In addition, the idtPlans portal requires that all activity be conducted following a log in procedure, allowing for automated date/time stamping of any activities related to a project – be it something on the applicant side, or the reviewing side. Implementation Schedule Using Project Management Institute (PMI) core principals, idtPlans will guide the client through discovery, development, implementation, and deployment of an electronic plan review (EPR) platform. An idtPlans Implementation Manager will be assigned as the primary contact for all project related correspondence during this period. All project deliverables will adhere to generally accepted practices of both Software Development Standards as well as Construction and Code Review Best Practices. The project will be considered a success when the deliverables outlined in the Statement of Work (SOW) are met and accepted by the end user. idtPlans anticipates that in using the process outlined above, online submittals may begin as early as twelve weeks (12) in the implementation process. A standard implementation takes approximately six (6) months to complete, assuming that client resources are made available in a timely manner and regular meetings are held between the client and the Implementation Team. Note that integrations with other software providers and systems may vary from this timeline. Upon award, a customized timeline will be provided based on the Statement of Work as defined and agreed upon by both the City and idtPlans. A sample project timeline has been provided for your review as part of Appendix B. Data conversion and additional integrations (Tyler Incode Versions 9 & 10, Accella GoEnforce) must be assessed for cost proposal information.
