for Electronic Plan Review, Permitting & Inspection Software and our subsequent discussions.
CityView provides a detailed cost breakout on the following pages. The document is designed to provide
detail when evaluating CityView’s software and implementation approach.
We are committed to providing a fair and reasonable price quote that is competitive for products and services
of this kind and quality and is a true reflection of the effort involved to meet your requirements. Having
reviewed your requirements in detail, we are confident CityView is the best solution to meet your needs
today and well into the future. Our price proposal valid for 120 days.

2. Revised Cost Proposal
2.1 CityView - summary of investment fees (on-premise)
The following table provides our price proposal for an on-premise CityView solution comprising software
and licensing, implementation, comprehensive training, and support & maintenance costs.
Our proposal includes the following assumptions:
Data conversion – we have removed the services related to the data mapping and conversion of historical
data but provided an estimate as an option for the City’s consideration.
Property integration for parcel, address and owner data assuming a single source of data , estimate to be
confirmed upon review of the data.
Configuration of 42 letter templates
Our implementation is based on the following number of departments per solution – Permits and
Inspections (1 department), and Planning (1 department).
Configuration of out of the box workflows to meet the City’s needs, and no new unique workflows will
be configured unless agreed to through a formal change order.
Integration/interface estimate for support for batch update of InCode financials has been included.
(Should any third party’s require additional licensing or services for integration, the customer will be
responsible for those costs charged to CityView or the customer by the third party provider for
integration.)
Integration estimates for the integration with InCode for Tax and Business Licensing, and integration with
GeoForce have been included as optional for the City’s consideration.
This proposal includes the CityView preferred 3rd party payment processor extension (InvoiceCloud or
Paymentus). Should the City utilize a different 3rd party payment processor for online payments
additional charges will apply.
Standard travel policy - Travel and expenses are billed on a cost recovery basis and billed as incurred. The
price proposal presents an estimate of these costs based on our experience and reasonable costs of
economy flights, rental car, hotel, other direct expenses, a per diem meal (no receipts provided) rate of
$55/day week days and $110/day for weekend days and a travel time rate of $75/h and mileage charges
consistent with the Internal Revenue Service published guidelines.

Bluebeam, third party software, license price is valid for 30 days. Bluebeam annual maintenance fees are
payable on execution of contract or order.
An annual subscription to Bluebeam Studio Prime level 1 (up to 100 users) is required.
A training program that ensures your end-users are fully trained to maximize adoption and value from
the software, your advanced users are equipped to contribute meaningfully to its evolution after go -live
as changing requirements demand and your system administrators are empowered to support and
manage the system.
Ongoing support and maintenance, providing unlimited technical support, software upgrades and
updates for all licensed software and much more, including the Harris Software for Life Program (if RFP is
not issued).
By Proposer/s submission of its proposal, Proposer agrees to negotiate in good faith the terms and
conditions of a resulting agreement(s) that reflects fair and balanced provisions in line wit h both parties’
key objectives and industry standards.
Notes: Please note we do not provide hardware; no proprietary hardware is required for the operation and
use of CityView.

The following represents a summary of the prices for the implementation of CityView Property Information,
Permits and Inspections, Planning, and Cashiering. CityView extensions include CityView Mobile (for permit
inspections), CityView Portal, CityView Electronic Plans Review, CityView MS Outlook Add-In, CityView MS
Word Add-In, CityView GIS Integration (assumes ArcGIS Server or ArcGIS Online subscription is available),
CityView preferred 3rd party Payment Processor (InvoiceCloud or Paymentus) and CityView EDMS extension.
Below is a more detailed breakdown. This fee is based on our understanding of the City’s requirements from
the RFP, related addenda and our further discussions.

Support for Esri, EDMS, Bluebeam and batch export to Incode GL
Detailed costs
The following details the elements of our proposal for CityView software and services following our Select
delivery model including:
CityView Property Information, CityView Permits and Inspections, CityView Planning, CityView
Electronic Plans Review, and CityView Cashiering.
CityView Mobile for Permits & Inspections (up to 8 concurrent users) (browser-based, device-
agnostic application for handheld devices such as iPads, iPhones, Windows Mobile phones, Androids,
Playbooks etc.) for in-field building inspections resulting.
CityView Portal (for Property Information and Permits & Inspections, and Planning) for
online, 24/7 convenient access to service deployed to the Web, including registration, property and
permit lookup, status checks, inspection requests, permit application, fee payment (requires a 3 rd
party payment processor such as Paymentus or InvoiceCloud), meeting requests and more. Should
the City decide to use Government Window for online payments, additional charges will apply.
Access for up to fifteen (15) concurrent users to CityView. CityView monitors only concurrent
users, so the “total” number of users is not limited. We also don’t limit what licensed applications
are accessed by those users. This ensures you every opportunity to maximize your license use and
return on investment. Additional concurrent licenses may be purchased for $2,000 each (each
adding $440 to the annual maintenance fee).

CityView GIS, comprising ArcGIS Server or ArcGIS Online-based integration with your GIS.
Additional CityView extensions included are CityView MS Outlook Add-in, CityView MS Word
Add-in, and CityView EDMS extension.
CityView’s enterprise server software for administration and management of your CityView system.
An implementation based on our CityView Select delivery model as described earlier in this proposal
which includes
o Configuration changes to the out of the box workflows
o Configuration of 42 letter templates
o Integration/interface estimates for support for batch export to Incode financials, (should any
3rd party’s require additional licensing or services for the integration, those costs would be the
responsibility of the City.)

No custom reports are included. CityView provides out of the box reports for each module, as well
as a user friendly reporting tool, and the ability to link SSRS reports to the users catalogue that allows
City staff to develop any necessary reports needed

will be configured unless agreed to through a formal change order.

City’s consideration. These costs would be confirmed upon review of the historical data and final definition
of the integration requirements.
