SECTION 5: PROPOSED SYSTEM SCOPE AND PHASING
SYSTEM
Perconti Data Systems, Inc. is proposing a CD-Plus software implementation. CD-Plus is a complete community development solution comprised of the primary workstation
software used in the office, a SQL database server, mobile applications, web and online services, an API for third-party vendor or other departmental interfaces, and superior
service from PDS. CD-Plus is a custom solution that can be tailored to the design and needs of the City of Milton. Details on these components follow below.
The CD-Plus system meets or exceeds all of the stipulations contained in PART III:Scope
of Services of the RFP.
SQL DATABASE
CD-Plus is created as a client/server application the relies on the database server providing data to clients as they need it. CD-Plus can run on any ANSI-92 compliant
SQL Server. Most of our clients are running Microsoft SQL Server, however we have clients on Oracle SQL as well. PDS will script the database to setup the tables for use by
CD-Plus and will be happy to work with your staff to load previous data from previous systems for use in the CD-Plus system. Ongoing database administration such as
backups and optimization is the responsibility of the City, so we recommend choosing a database and platform that the City can adequately support.
APPLICATIONS
The CD-Plus system is made up of multiple applications. The primary application is a
Windows application that runs on any computers running Microsoft Windows. The primary application is compatible with the latest versions of Windows from Windows 7
through Windows 10. Mobile applications are designed for use on touch screen tablets in the field by inspectors or officers that require system access in the field. The Mobile
Applications can be run on touch screen tablets running iOS, Android, or Windows. Web and Online Applications are typically run on an IIS Server and provide access to
data using the internet or through some online application. These services also allow the interfaces between other applications and systems.

PRIMARY APPLICATION
The CD-Plus primary application is the most common way most users will access the system. There are also applications for User Administration and Security, Table
Maintenance, and Reporting, but the primary application is where users will perform their daily work and processing. CD-Plus is an address/parcel based application, we can
load an address table for use in our system, or utilize an existing address/parcel table. The application has a primary menu at the top which utilizes windows standard menus,
icons and buttons to access task specific screens such as: Addresses, Permits, Code Cases, Business Tax Receipts, Development Applications and many others. Because the
system is primarily a data entry system, we have created keyboard shortcuts so that mouse usage, while fully functional, is not necessary.
In order to use the system, users are required to login which will determine their settings and security profile about what information and screens they can access, edit, add or
delete. The application allows users to customize their size, look and numerous settings so they can maximize personal efficiencies.
MOBILE APPLICATIONS
CD-Plus Mobile Applications are a tremendous asset to field personnel. We currently
have Mobile Permit Inspections, Mobile Code Enforcement, and an Address Search application that allows any field users to search for any type of CD-Plus records, based
on an address. All the applications are designed to work in both Online and Offline modes, and switch and update automatically. If users are online, updates are made in
real time. If users are offline, their work is saved and automatically updated when connectivity is reestablished. A significant amount of design work has been done on
these applications to make them easy to use in their field environment. High contrast colors and large buttons as well as data entry screens are just some of the areas that
have been tested by years of use and design. The wealth and organization of information available to the field staff will enable them to complete their work quickly
without needing to contact office staff for additional information. Printing can be done using a number of solutions designed for field use. The Mobile Applications are native
applications (not web pages) that can run on iOS, Android, or Windows. All the mobile applications access the CD-Plus system using a standard Web Services API so that all the
system rules and stipulations are followed in the same way as the primary application. When changes are made to rules, they are made in one place and inherited by all the
applications automatically.

ONLINE / WEB APPLICATIONS
Online access to your system has exploded in use and scope over the past several years. What used to be simple data lookups and inspection scheduling, now includes Permit
Application, Online Plan Review, Business Tax Renewals, Credit Card Transactions, and many other functions. All our Online/Web Applications are applications that run under
Microsoft IIS. We can create a complete web application that integrates with your existing web presence and even inherits CSS formatting. Like our Mobile Applications,
the Online / Web Applications utilize the same system tables / rules / and stipulations so that the same process is followed regardless of where the request originates. Our
Online Plan Review and Submittal application is a tremendous asset to any City. Not only does the online plan review speed your plan review times and provide access for
your customers, but the submittal portion allows you to move forward with truly online permit or development review application. A convenient walk through application
handles document/plan submittal, but also data validation and application completion using the Adobe Acrobat standard. Once applications are submitted, staff are alerted
via an online queue and can process validated applications in a single click.

MODULES
Now that we have defined the system in terms of the applications that are the components of the whole system. It is helpful to understand the modules, which are
generally how the software splits and services the different departments.
ADMINSTRATION
The administration module controls user and workstation security within the CD-Plus system. Only a limited set of users will even have access to the administration program.
The administration program follows best login and password practices and is configurable by the customer. Security supports groups where users can simply be
added to groups and inherit the security of the group. Security can be both positive and negative, meaning users can default to all security and explicitly remove certain
security, or users can default to no security and explicitly grant certain security. User settings and configuration are saved in the user records and apply to wherever the user
is logged in. Workstation configuration is required on any cash location and paired with the appropriate user security.
MAINTENANCE
The maintenance module is where most of the configuration tables are found. As much
as possible, we want you, our customer, to be able to make updates and changes to your tables so that it isn’t necessary to contact us for changes. Access to maintenance
tables is controlled by security and will be a limited number of users.
ADDRESS/PROPERTY
The Address/ Property module is the hub of the CD-Plus system. Typically, this information is loaded from combinations of Property Appraiser, 911, and GIS systems.
Many of our customers use and update this table on a regular basis to make sure the information is as accurate as possible. Other customers have provided access to a
central address table that we reference instead of our own tables. We will work with the City to make sure we can utilize accurate addressing data and are happy to provide
updates to other complimentary agencies.

PERMITTING AND INSPECTIONS
The Permitting and Inspections module provides a complete building management system from pre-application to post-certificate of occupancy or completion. The P & I
module also includes a complete contractor/architect/engineer submodule that tracks, maintains, and renews certificates and seals in coordination with permit application,
issuance, and completion. Permitting and Inspections includes: Pre-application Packets, Permit Applications, Plan Review (online and offline), Inspections, Revisions, Final
Inspections, TCO’s, CO’s, CC’s, and Post CO activities. This module allows for an unlimited number of Permit Types and allows you to define both standard and allowable
reviews, inspections, fees, and checklists. Model permits also allow you to further define specific permits that may be often and quickly duplicated. Perconti Data Systems has
been a supporter of the Building Officials Association of Florida for over 30 years.
CODE ENFORCEMENT
The Code Enforcement module is being provided as a replacement to the existing Acella GoEnforce Code Enforcement package as per Addendum #1. CD-Plus’ Code
Enforcement is a complete solution that includes complete complaint and case tracking, code board, special magistrate, citations, fine calculations, and notices and letters. The
mobile component offers field officers everything they need in the field to manage their daily visits, as well as start new actions – even when they are offline.

REPORTING
The CD-Plus comes with over 100 standard reports and is highly customizable. We currently utilize two reporting tools, Crystal Reports and Report Builder Pro. Crystal
Reports is the most popular reporting tool in the world and PDS can provide training to users for Report modification and creation to greatly enhance your reporting
capabilities. Report Builder Pro provides some reporting capabilities that are not found in Crystal Reports and are used in CD-Plus. Users can access reports from within the
CD-Plus main application or as a separate application. The reports module also has a feature called Custom Exports which allows the configuration of custom data exports to
handle the need to export data into spreadsheets.

IMPLEMENTATION PLAN
The Project Understanding and Approach section of the proposal identifies the necessary, and some optional, services which will be involved in the successful
completion of this project. These services are as integral to implementing a successful project as the selection of a strong application package which closely approximates the
department’s needs. A critical issue to be identified early in the project implementation process is that of strong Departmental Involvement. As each step is summarized, we will
identify areas of critical user involvement. While a system can be installed with a minimum of user participation, a successful implementation requires a committed,
involved user. The essential steps are as follows, though they do not necessarily follow chronologically:
• Finalize Project Plan
• Functional Review
• Hardware Review
• Application Installation
• Systems’ Acceptance
• Data Conversion
• Training
• Production Implementation
FINALIZE PROJECT PLAN
The first step will be to meet with the department and review the project
implementation plan. The department will identify a project coordinator to facilitate communications on the project. Each area of the project will be reviewed with the
appropriate staff and a detail schedule will be finalized. Decision points will be identified with deadlines to allow maximum flexibility without sacrificing the selected production
date. Any issues which could impact the final production date will be identified for tracking and follow-up. Notice that the same steps must be followed for each Phase, if
multiple phases are required. There would undoubtedly be some overlap between the phases. Each phase would have a step called Project Plan Review which will be like this
step, but allowing for only minor adjustments.

FUNCTIONAL REVIEW
A functional review will take place during each phase to identify all essential departmental functions against the base system. Departmental staff will be required to
review the system and provide input. Staff will also be responsible for providing copies of all form letters, checklists, fee structures, and forms currently used.
Then the functions will be correlated with the system functions of the CD-Plus system. A
review will then take place with the staff indicating how the departmental functions will be performed using the CD-Plus system. We will identify which functions we feel can be
used unmodified and which will require customization. Staff will also be heavily involved in the second portion of this step.
Lastly, all data which is to be converted is identified. Data formats are acquired and
sample data obtained. City personnel will provide all existing data formats, data samples for conversion, and finally full production files.
As a result of the functional review process, we will provide a detailed implementation
schedule for the remainder of the implementation. An initial estimate, based on the scope of this system, would project completion timeframe of 9-15 months.
HARDWARE REVIEW
This portion of the project is used to identify, by functionality, workstation requirements.
Issues such as, workload, type of transactions (inquiry or update), amount of reporting or graphing, and other (non-utopia) functions are all taken into consideration.
Alternatives such as dedicated or shared workstations, even a workstation pool, are considered at this point in the project. Support workstations, automated inspection
workstations, and indexing machines are identified during this step. Existing workstations are reviewed and evaluated for applicability to the identified needs. Any
mismatches are identified for City's review and action. A final consensus is developed, and recommendations compiled which identify numbers and locations of workstations,
as well as, the configuration of the workstation itself. All hardware considerations will be reviewed to ensure they meet the manufacturers and developers recommended
specifications, especially with regard to the database server and Internet Information Server.

APPLICATION INSTALLATION
Once the customization is completed and any hardware adjustments are made, the City will be able to accept the installation of the application. The application will be installed
on the City's hardware, where all final testing and Systems Acceptance will occur. Some tuning of workstation software, network software, and application software may be
required at this time to obtain the maximum efficiency possible.
SYSTEMS ACCEPTANCE
This short step of each phase of the project is one of the most critical. This step is the user's verification that the system delivered meets the specifications required. Since the
system will be on maintenance after going "live" , this may not seem that important. However, it is critical since what is accepted at this point, is the system upon which all
users will be trained. Clearly it is to the department's benefit to have the system as accurate as possible to ease the learning, or relearning burden of the staff. This step
takes place at the City's offices on City equipment.
DATA CONVERSION
This step begins shortly after the functional review, which identifies all data to be converted to the new system from the existing WATS system

TRAINING
The development of a solid training plan is critical to a successful implementation. The training plan must be finalized. This plan will identify the sessions, the students, and the
subjects of each session. Sessions can be taught by subject or by functional area, depending on the specific requirements.
Creation of a suitable classroom for the training is essential. This is the City's
responsibility, however, we will assist in planning and setting up the classroom which may entail temporary relocation of workstations and printers, as well as, temporary
network wiring, hubs, power, and desks. We will provide training software, if required, which allows the teacher to demonstrate the system on multiple PCs at the same time.
Sufficient disk space must be planned for on the file server to allow for the creation of a
training system. This is a system which mirrors the new production system but which will allow the users to "play” or practice without fear of harming the system or recording any
false information. This practice system, which will be available to anyone on the network, is essential in helping the users feel comfortable with the new system prior to going
"live". A parallel system is necessary because while users are practicing on the test system, certain users will be updating the production system tables in preparation for
actual production. Your current system will be reviewed to ensure space for such an implementation.
Perconti Data Systems is proposing 18 days of training and on-site assistance. This may
seem like a lot of training. In reviewing the current staff and allowing for the department functions to continue to operate during the training periods, the primary staff will have
to be split and trained in at least 2 groups. This adds approximately 30% to the training costs. While the final training schedule will determine the exact breakdown of training
time, we anticipate something like:
3 days for System / Tables / Letters 5 days for Permitting and Inspections
2 days for Electronic Plan Review 3 days for Code Enforcement
5 days on-site Installation and Implementation Support
As soon as the training and production schedules are finalized, vacations will have to be
adjusted to ensure that staff is available during key time periods.

PRODUCTION IMPLEMENTATION
The actual production implementation is the process which we have referred to as going

MAINTENANCE
We have attached our maintenance pricing sheet in the agreement. Maintenance
agreements can be paid for on a fiscal year (Oct-Sept) or calendar year (Jan-Dec). Platinum level maintenance is including in the implementation pricing until December of
2018. We would recommend Platinum level pricing and have proposed that in the RFP.
HOURLY RATE
Our current hourly rates are posted on our website support page (www.perdasys.com/support.html). Currently those prices are:
For our maintenance customers, $125.00 per hour.
All others, $175 per hour.
