The application includes project pages detailing the documents associated with the project, a communication link for the project to improve collaboration between designers and reviewers, reporting capabilities for project reports, checklists, and versioning for document management. The documents reviewed can be of any file type; however, ePs recommends the Adobe PDF. Redlines can be performed using Bluebeam Revu, Adobe Reader X or later, or Adobe Pro most versions. ePs was founded in 2009 with the purpose of providing digital plan review services to government permitting agencies. Teaming with Douglas County, Georgia, ePs released version 1.0 of e Plan Review and began receiving digital design documents to be reviewed by the Douglas County’s staff. The City of Milton will also benefit from the experience and knowledge that the ePs team has gained working with multiple jurisdiction and thousands of applicants throughout Metro Atlanta. Since our inception, we have striven to provide a standardized process for digital submissions for applicants to make the process efficient and simple for all users. ePs is company that has a vision, knows our direction and adapts quickly to technology advances. We truly believe in the end-user experience. Before building our applications, we consulted the needs of local government from inspectors and permit administrators to department heads. We wanted to create a solution that truly fulfilled the needs of local government leaders. This development doesn’t stop upon the sale, as we incorporate additional functionality based upon the request of our user base to truly tailor a solution for our customers. We see each engagement as a partnership with government staff and the public users of ePs and considers ourselves as plan review, permit and inspection facilitators more than software providers. We are confident that this approach will ensure success at the City of Milton to increase your operational efficiency and ensure your position as leaders in government thought and action. Support hours are stated as 8:00 a.m. to 8:00 p.m. EST. General System Requirements e Plan Solution as a cloud based SaaS (Software as a Service) allows for unlimited users and projects. With constant monitoring of the hosted solution, ePs can assign additional resources to the dedicated servers for the City of Milton allowing the service to scale with the City at no additional cost. Integration with ESRI, Tyler and Laserfiche will be based upon integration requirements developed by the City and ePs. It is expected that the current integration with Government Window will allow us to process payments and deliver financial information meeting the existing requirements of the City of Milton. ePs recommends the use of dual monitors with the primary monitor having a minimum size of 24 inches and a pixel density of 3840 x 2160 using the current Microsoft Windows operating system. For plan review software recommendations see Note 1 below the Software Requirements table. The digital review of plans can be done with Adobe DC (formally Reader), Adobe Pro, Blue Beam Revu or Blue Beam Extreme. Many times, the current software allocated to users within a jurisdiction is sufficient to perform the review. ePs has also developed custom pdf tools to allow government users to perform their plan review task efficiently. The ePs software is based on open-source Java software technology, and utilizes Hibernate (http://hibernate.org) to abstract the underlying database architecture; this allows the system to utilize many different database products. The current production ePs Software implementation is based on MySQL 5.1, but has been tested in a variety of other database environments including Oracle 11g and Postgres 9.4. Thru multiple ReST endpoints for project creation, payment management, file uploading etc. ePs can easily allow data importing/exporting or control actions within the system such as triggering notification or transitioning workflows. The ePs system contains many dedicated REST-based web services for allowing data to be imported or exported. Any municipality or end user information is available from these web services Electronic Plan Review, Permitting & Inspection Software RFP-18-CD02 This page is proprietary information and is deemed confidential by e Plan Solutions, Inc. e Plan Solutions, Inc. 2490 Copper Mill Trail Cumming, Georgia 30041 http://eplansolution.com 5 ePs will refund the applicants fees if they are unable for access their project for 24 hours after written notification. The implementation methodology is a framework of phases, tasks and milestone dates based on best practices and the PS team’s depth of experience. There are four key phases: Planning and Data Collection (Weeks 1 -4) - The planning and data collection phase sets the parameters of the system. This includes the permit types, government users, departments, administrative users, and defines the integration specifications. Development Phase (Weeks 2 – 8) - The development phase consists of ePs configuring the system to the variables as defined in the planning phase. This also is the time when ePs will work thru the integration with other systems. Testing Phase (Weeks 5-10) - The testing phases allows government users with the system to evaluate the work performed to date and to request any modifications. ePs completely supports the users and all do not need to be identified at this time. We understand that changes may occur after the Go Live date and will accommodate those changes when they occur.
