Company History
Integrated Digital Technologies specializes in electronic plan review software for government agencies and 3rd
party engineering firms. We created the world’s first electronic plan review system for municipalities over 17
years ago and have been evolving and improving ever since. We built our system from the ground up with a
focus on developing elegant solutions to complex problems. Our intuitive approach to software empowers
users to work more effectively and automate many routine tasks.
Today, idtPlans Review is used more than ever spanning more than 60 jurisdictions across 13 states. When it
comes to experience, guidance, and recommendations for best practices, idtPlans is the clear choice.
Project Team
idtPlans believes that in order to transition an organization to an electronic review process in a timely and
successful manner, it is ideal to have a dedicated team in place who will act as liaisons for the duration of the
project. As such, we do not typically use sub-consultants for standard implementation projects.

Development teams as the liaison for custom integrations, ensuring successful deployments and customizations
suited to our clients’ needs.
Jace has an open-door policy for all clients should they have questions or concerns about their implementation

Project Understanding and Proposed Solution
Understanding of Objectives as Proposed
The RFP seeks a digital solution to the time consuming and tedious process of reviewing paper building plans for
conformance to local building and safety codes. In addition to this core purpose, the City wishes to integrate the
solution with other existing and intended management applications such as:
Laserfiche
ESRI ArcGIS
In responding, idtPlans confirms our understanding the letter and intent described within the RFP provided by
the City of Milton and that our solution will conform to each and every condition without exception.
idtPlans will provide the required solution as a vendor hosted application (SaaS model). This offer includes all
design, configuration, implementation, hosting, training, maintenance, and support required for a successful
implementation. Additionally, the offer includes an unlimited number of user accounts, as well as an unlimited
number of projects and data storage for all project documents.
Proposed Solution
idtPlans is a fully-hosted, user-friendly electronic plan review, permitting, and mobile inspection platform
designed for web-based use. Features and benefits of the system are outlined below for reference.
City of Milton, Georgia – RFP Response idtPlans P a g e | 10
idtPlans Review
The idtPlans Review platform can create unlimited numbers of applications and corresponding workflows, each
with their own unique set of business rules. Using established client processes and best practice modeling,
idtPlans Review is customized to meet an individual clients’ needs.
Included within the idtPlans Review module is our optional web form builder and client submission portal. This
feature allows the applicant to fill out custom application forms, upload documents, and pay fees in an easy 3
step process. The information collected though the client submission portal is used throughout the full, end-to-
end range of the project life cycle. This includes but is not limited to pre-application processes and conferences,
code interpretations, design review, peer review, exemption and exception requests, fee payment, application,
screening for completeness, document acceptance, routing, review and re-submittal, public notice, public
comment, appeal of decisions, conditions of approval (and inheritance), “time in possession” tracking, final
approval tracking, and post-issuance submittals (revisions, shop drawings).
Throughout this life cycle, email updates, project alerts, fee calculations and collections, automatic reviewer
assignments, document archiving and versioning, comment tracking, custom document creation, and
information gathering are all triggered by the intended workflow status and/or project stage as established by
the client.
Improved Departmental Performance: Administrators will be able to quickly view which projects are
under review and check their status. Easily spot bottlenecks before they become problems.
Standardization: The ability to save, reuse, and share common text comments allow departments to
standardize responses and improve correspondence with the applicant.
Flexible Reporting: Leverage built-in reports and customized reports to meet department needs. Easily
connect to the database back end with the reporting suite of choice for ad-hoc reports.
Document Generation: Designed letter templates will automatically merge the project information into
an easy to read pdf document complete with a list of open issues that need to be addressed.
Management Tools: More robust tools for building, address, and property information management.
Collaborative Tools: Applicants can work at their own pace and have accessibility even from remote
locations. Applicants can invite others to submit their portion of the documents and respond to
comments that lie in their area of responsibility.
Seamless Integrations: Integrations with external systems achieved by leveraging software industry-
standard approaches such as REST web services and published APIs.
Automation: Electronic document routing accelerates the process by avoiding lost time shuffling folders
and files between staff members.
Improved Customer Service/ Productivity: Workers will be empowered to quickly answer questions and
make decisions based on the latest information without having to retrieve paper files or navigate
through multiple disconnected systems.
Increased Transparency: All stakeholders have access to real-time project status, conditions, and
requirements. Eliminating confusion and unnecessary visits or phone calls.
Elimination of On-Site Plan: The paperless nature of the EPR allows the department to recover
previously used plan room storage space for better and higher use.
Enhanced Document Security: Varying levels of security prevent unauthorized access and manipulation
of data.
City of Milton, Georgia – RFP Response idtPlans P a g e | 11
Improved Document Accessibility: Authorized users can quickly locate and access archived documents
using a wide variety of search tools.
Disaster Recovery Plan: Business essential information is backed up and recoverable in the event of a
disaster.
idtPlans Mobile Inspections
idtPlans Mobile Inspections extends the electronic plan review started in idtPlans Review to provide expanded
tracking of a project from initial inspection application to certificate of occupancy. Contractors can schedule
inspections from the field 24/7 with a simple form application. Customizable checklists standardize inspections
and mobile functionality allows attachment of photos to comments. Offline technology allows inspectors to
work outside of wi-fi compatible areas and continue their inspections without issue. Results are uploaded when
they return to the office or wi-fi capable areas.
When tied in with idtPlans Review, project data and documents are available with a single click to Inspectors in
the field. Additional inspections tracking options provide a tally of required inspections and progress tracking in
one location.
Improved Departmental Performance: Administrators will be able to quickly view which projects are
under review and check their status. Easily spot bottlenecks before they become problems.
Standardization: The ability to save, reuse, and share common text comments allow departments to
standardize responses and improve correspondence with the applicant.
Document Generation: Designed letter templates will automatically merge the project information into
an easy to read pdf document complete with a list of open issues that need to be addressed.
Improved Customer Service/ Productivity: Workers will be empowered to quickly answer questions and
make decisions based on the latest information without having to retrieve paper files or navigate
through multiple disconnected systems.
Increased Transparency: All stakeholders have access to real-time project status, conditions and
requirements with inspection tracking kept in tandem with the project overview page. Eliminating
confusion and unnecessary visits or phone calls.
Improved Document Accessibility: Authorized users can quickly locate and access archived documents
using a wide variety of search tools.
Improved End User Experience: Contractors can request multiple inspections in a single request from
any smart phone or tablet, meaning they don’t have to leave the field to make their request.
Flexible Technology: Inspectors can complete inspections in the field regardless of their wi-fi status and
without the use of large data plans to cover hot spots.
Permitting
A record of every permit issued is inserted into a normalized table within the database. Versioning ensures that
even if a correction is made, the original and all working versions remain accessible along with a comprehensive
audit trail. Standardized, custom, and Ad-Hoc reporting ensures that data is available in any format required.
During the implementation and configuration phase of deployment, an idtPlans project manager works to
generate document templates for any permit documents required. At the time of issuance, an administrator
clicks to create a document, selects the appropriate permit, and the document will display in preview mode with
project specific information already filled out. The administrator can then perform quality control and make any
City of Milton, Georgia – RFP Response idtPlans P a g e | 12
manual edits required before confirming the document. On confirmation the system automatically generates a
pdf document, saves the document to the project, and automatically attaches the document to an email pre-
addressed to the applicant.
Administrators can create permit documents but withhold them from the applicant. Once all required fees have
been paid either online or offline, the permits (and if configured to do so, any stamped plans) are released to
the applicant automatically.
Import/Export Functionality
Custom documents such as comment or approval letters, notices of violation, or other correspondences are a
common part of the review process but can also take up the largest portion of time each time they need to be
created. Utilizing our custom document creator, users can populate project specific information into the
preformatted document templates available to your team members, in just a few clicks. All documents created
as part of a project are automatically saved to the project page for future reference. Likewise, all document
versions are stored to the project database, and whether it’s version one or four, it’s easy for an administrator
to export the document to another system for reference, without the need for specific coding or otherwise.
Reporting
All information is collected electronically and stored in searchable format within a SQL Server database. Choose
from our standard built in reports, create your own customized reports, or connect to our read replica database
in your favorite reporting tool (SQL Reporting Services, Crystal Reports, Jasper Reports, or any ODBC utility) to
create your own ad-hoc reports.
Figure 1.1) idtPlans Standard Project Reporting
Report, Letter, and Ticket Templates
If you find that our built-in reports don’t meet your needs, you can use our flexible report builder to create on
screen reports and save them for future use or take advantage of the ad-hoc reporting options noted above.
City of Milton, Georgia – RFP Response idtPlans P a g e | 13

unlimited support as part of the base pricing. We want our clients to be able to get the assistance they need to
be successful without having to be concerned about support cost overruns. Additional expense is incurred only
when writing custom scripts to the base application or if on-site training or support is requested.
Because idtPlans is a hosted SaaS model solution, as such the system is warrantied throughout the contract life-
cycle and all subsequent renewals.

Training
The idtPlans Project Team ensures end users have proper training, documentation, and support to perform the
primary functions of the system unassisted. At a minimum, internal user will receive four (4) hours of training in
both the idtPlans portal and Bluebeam PDF software, but dependent upon required skills may receive as many
as six (6) hours.
Training is provided in a virtual environment via webinar as a standard practice, however onsite training is
available as an additional option, should the client request it. idtPlans is not responsible for additional training of
employees who do not attend their scheduled training sessions (virtual or onsite).
idtPlans recommends the implementation of an electronic plan review system be addressed by individual
disciplines, onboarding each group and their existing workflows and processes in a sequential manner.
With this methodology in mind, our approach is tiered in its nature. Each discipline not only takes ownership of
their own process but is also involved in the development of its electronic version. Further internal testing and
training courses will occur prior to any official go-live events and users will be grouped into training classes with
team members who handle similar roles, further customizing the training to their needs.
Implementation Methodology
As part of the quality management process, all project deliverables will be vetted against the following prior to
be presented for acceptance by the client:
Was the Test Approach followed in development of the deliverable?
Are requirements of the deliverable correct, complete, and do they accurately reflect the needs of the
client?
Is the deliverable within scope, budget, and on schedule?
Adequate testing will, at a minimum, include internal testing by members of the idtPlans Project Team, followed
by release to the client for internal testing by project team and end users, and concluding with “live” testing by
designated applicants with existing projects. Variances from acceptance criteria will be noted in the Deliverable
Acceptance Log and agreed upon by all parties. Testing will be phased in conjunction with the phased
departmental roll out. Acceptance is received at either milestone below:
Sign off in writing by the Executive Sponsor; or
When payments are received at payment milestone points, as outlined in the Statement of Work and
elaborated upon in the schedule narrative, they will be considered acceptance of the deliverable in lieu
of a signature.
To ensure a successful launch, all applications go through user acceptance testing to identify any blocking issues
that could keep us from going live. This also helps to identify improvements to the process. This includes
City of Milton, Georgia – RFP Response idtPlans P a g e | 15
idtPlans at build, the client at initial testing and training, and finally volunteer applicants as the first “live” test.
Everyone is a part of this process and their input is vital to the long-term success of the project.
Once a volunteer applicant successfully completes a live test, with no blocking issues identified (in other words,
no issues were identified that stopped the project), that test is ready to go live, and all applicants can begin
using it going forward. Remember that the more often someone uses something, the more comfortable they
become.
Application Security
All idtPlans Systems are verified to be PCI Compliant. This assures our clients they are operating in a secure
financial grade environment of the highest standards. Our system architect and technical lead, JW Jung, is highly
qualified and was previously a system architect in charge of designing online systems for the banking and
financial industries. All financial data is stored in normalized tables within a MS SQL database and we have
integrated with many other 3rd party financial systems in a variety of ways (REST, SOAP, ODBC, CSV, HTTPS POST,
etc.).
In addition, the idtPlans portal requires that all activity be conducted following a log in procedure, allowing for
automated date/time stamping of any activities related to a project – be it something on the applicant side, or
the reviewing side.
Implementation Schedule
Using Project Management Institute (PMI) core principals, idtPlans will guide the client through discovery,
development, implementation, and deployment of an electronic plan review (EPR) platform. An idtPlans
Implementation Manager will be assigned as the primary contact for all project related correspondence during
this period.
All project deliverables will adhere to generally accepted practices of both Software Development Standards as
well as Construction and Code Review Best Practices. The project will be considered a success when the
deliverables outlined in the Statement of Work (SOW) are met and accepted by the end user.
idtPlans anticipates that in using the process outlined above, online submittals may begin as early as twelve
weeks (12) in the implementation process. A standard implementation takes approximately six (6) months to
complete, assuming that client resources are made available in a timely manner and regular meetings are held
between the client and the Implementation Team. Note that integrations with other software providers and
systems may vary from this timeline. Upon award, a customized timeline will be provided based on the
Statement of Work as defined and agreed upon by both the City and idtPlans.
A sample project timeline has been provided for your review as part of Appendix B.
