HomeMy WebLinkAboutMinutes - PRAB - 12-19-2019 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, December 19, 2019 Council Chambers, Milton City Hall CALL TO ORDER Meeting was called to order by Mr. Stachowski at 6:32 PM. ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Scott Stachowski Dave Shannon Jason Alberici Phil Cranmer Joey Costanzo Sean-Michael Yonson OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Thomas Rhodes, Parks and Recreation Specialist Quorum was announced by Mr. Stachowski. PRAB - December 19, 2019 Page 2 of 5 APPROVAL OF MEETING AGENDA A motion to approve the meeting agenda was made by Mr. Cranmer and seconded by Mr. Shannon. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion to approve the October 17, 2019 meeting minutes was made by Mr. Alberici and seconded by Mr. Shannon. The vote passed unanimously. PUBLIC COMMENT Ron Hill – A plaque of appreciation was presented to Mr. Ron Hill, who left the PRAB in August 2019 after 8 years of service. Mr. Hill commented on the importance of the work that the PRAB does, and the pleasure he had working with the board. COMMITTEE REPORTS 1. Hopewell Youth Association o Registration: Early registration has over 400 kids o Projected 70+ teams (similar to last year) 2. Eagle Stix o Field space meeting went well o Merry Laxmas donated 300 toys 3. NAFL o New vendor for uniforms o Working on marketing o Finding more board members PRAB - December 19, 2019 Page 3 of 5 UNFINISHED BUSINESS 1. Discussion on the strategic planning of future programming of the City of Milton Parks and Recreation Department. o After short discussion, the board made a recommendation to City Council in the form of a motion. The motion was made by Mr. Cranmer to recommend approving reimbursement for 2020 programming for youth softball and senior programming outside the Alpharetta Adult Activity Center; and reallocating the remainder for hardship cases of which will be defined “select” sports programs. It was seconded by Mr. Alberici. The vote passed unanimously. o Future program needs were discussed at length, then listed. A motion was made by Mr. Alberici to prioritize youth softball, gymnastics, summer camps, basketball, indoor lacrosse, baseball and year-round classes as programming to pursue. It was seconded by Mr. Yonson. The vote passed unanimously. o Facility needs were re-addressed • The tennis court needs are addressed in the Former Milton Country Club Master Plan • For the baseball program, 4 more fields are needed to support the growth of registration • Basketball is in need of 4 more courts, or one court with unrestricted access. • A motion was made by Mr. Cranmer to recommend to Council that we address the Former Milton Country Club Master Plan to build two more tennis courts, increase baseball field capacity by four fields, and increase gymnasium capacity by four with one of those four having unrestricted usage. The motion was seconded by Mr. Shannon. The vote passed unanimously. PRAB - December 19, 2019 Page 4 of 5 2. Discussion on the Appointment of Program Partner Liaisons. o Tabled to the next meeting NEW BUSINESS 1. 2020 Calendar and Meeting Start Times o Meetings will continue to begin at 6:30 PM. 2. Proposed Ordinance Change o A motion was made by Mr. Alberici to approve Appendix A, adding rental fees for the Cox Road Athletic Complex. The motion was seconded by Mr. Cranmer. The vote passed unanimously. CITY STAFF REPORTS AND COMMUNICATIONS a) Introduction of Thomas Rhodes b) Cox Rd. Acquisition @ 170 Cox Road. The facility has one small artificial turf field and two full-size grass rectangular fields. c) Providence Park Update – working on getting the ADA trail bid documents completed. Still in the early stages of the bathroom and fishing pier. d) FMCC Pool Pump House, Deck Resurfacing and Furniture – The bid was submitted to procurement for review and release. e) FMCC Exercise Equipment and Redesign Update – Bids are out and due at the end of the month. f) Special Needs Think Tank – Milton, Alpharetta, Johns Creek, Roswell and the Ed Isakson YMCA have joined forces to help promote services available to families with a special needs’ member. The City of Milton is hosting a “Town Hall” meeting in 2020 to gather additional needs of the families. g) Weather Equipment | Lightning and Tornados – The City is installing a tornado detection system at the Cox Road Athletic Complex in 2020, that PRAB - December 19, 2019 Page 5 of 5 will tie into a network of systems in the state. It is a new product that has systems at the Tellus Science Museum and on campus at Georgia Tech. h) Tri-Scapes Change Order 3 – There will be a third change order to the Tri- Scapes contract that will include some alterations to the scope of work at the former Milton Country Club as well as new services at the Cox Road Athletic Complex. OTHER BUSINESS None ADJOURNMENT A motion was made to adjourn by Mr. Alberici. The motion was seconded by Mr. Shannon. The motion was approved by a unanimous vote. The meeting was ended by Mr. Stachowski at 8:56 PM.
