Meeting was called to order by Mr. Shannon at 6:38 PM.

A motion to approve the meeting agenda was made by Mr. Alberici and
seconded by Mr. Cranmer. The vote passed unanimously.
APPROVAL OF PAST MINUTES
A motion was made by Mr. Yonson and seconded by Mr. Alberici to approve
the February 2019 minutes. The vote passed unanimously.
PUBLIC COMMENT
None
COMMITTEE REPORTS
1. Hopewell Youth Association
o Mr. Yonson reported that the season is now in full swing and
everything is going well.
o Some mild drainage occurred die to the heavy rain however the
Parks and Recreation department have been working to address
the mild issues.
2. Eagle Stix
o The season is going well, lots of rain but no issues.

UNFINISHED BUSINESS
1. Financial Aid
o Tom McKlveen has been working towards setting up a financial aid
program for the Milton programing.
o The PRAB was not prepared to give input so the discussion has been
pushed to the next meeting.
NEW BUSINESS
1. Halftime Sports Open Gym Proposal
o Mr. Kim Coleman presented his new program idea; Open Gym.
Open Gym will run one night a week for 12 weeks. It focuses on
providing a safe pickup basketball environment.
o The PRAB discussed the idea, asking a few questions. In all the PRAB
came to agreement that the new program is a good idea.
o A motion was made by Mr. Cranmer to approve the Open Gym
proposal. It was seconded by Mr. Alberici. The motion passed by a
unanimous vote.
2. Pool Pass Fee Schedule Addition
o Jim Cregge proposed an expansion to the current Fee Schedule at
the Former Milton County Club.
o The PRAB asked a few questions to further clarify the addition.
o A motion to approve the new fee schedule was made by Mr.
Alberici and seconded by Mr. Cranmer. The PRAB motion passed
by a unanimous vote.
CITY STAFF REPORTS AND COMMUNICATIONS
1 Jim Cregge
o New Football Program Provider -North Atlanta Football League was
the only response we received.

o The 2027 Master Plan has officially passed.
o The Former Milton County Club pool repairs are underway and we
have received the pool provider bids.

o The Hall of Fame nominations are in, and we have received 12.

A motion was made to adjourn by Mr. Alberici. The motion was seconded by Mr.
Yonson. The motion was approved by a unanimous vote. The meeting was
ended by Mr. Shannon at 7:24 PM.

the January 2019 minutes. The vote passed unanimously.

COMMITTEE REPORTS
1. Hopewell Youth Association
o Tom McKlveen and HYA are working on getting batting cages and
parking set up at BUMC Field.
o There are over 680 participants and 70 teams which is a 20%
increase from last spring.
o HYA is requesting an indoor lighted batting facility.
2. Eagle Stix
o Excessive rain has created flooding conditions at Northwestern
Middle School. Eagle Stix would like access to the artificial turf
fields.

UNFINISHED BUSINESS
1. Discussion of Comprehensive Master Plan for Parks and Recreation
o A presentation was delivered by Mr. Steve Provost of Barge Design
Solutions.
o Mr. Scott Sawyer spoke and offered several constructive comments
regarding recently acquired land and other greenspace bond
issues.
o Ms. Judy Burds expressed her satisfaction with the direction the
report takes in regard to Birmingham Park. She also asked for a Dog
Park.
o A motion to accept the report was made by Mr. Shannon and was
seconded by Mr. Costanzo. The motion passed by a vote of 6 - 0 -
1 with Mr. Hill abstaining.
NEW BUSINESS
1. Discussion of a proposed Financial Aid Program
o Mr. McKlveen distributed documents related to an idea he is
working on to create a financial aid program to assist families in
need to participate in the City of Milton Parks and Recreation
programs.
o The plan was reviewed by the DRAB members and it was agreed
that they will review it at the next meeting.

o Camp Joyful Soles registration is now open, and all paid positions
have been staffed.
o The Hall of Fame nominations are open, and four nominations have
been received so far.

Hill. The motion was approved by a unanimous vote. The meeting was ended by

WHAT IS THE OPEN
COURT PROGRAM?
The USA basketball/halftime sports open court
program connects children to local facilities with
the goal of encouraging open play in a fun and safe
environment.
This free -play atmosphere provides a unique
experience as children decide how to engage with
the game under the supervision of usa basketball
licensed coaches.
Participation points are earned for every session
attended and traded in for prizes at program
conclusion!
HOW DO I PLAY?
- Open Court is FREE for children ages 6-17
- If you attended our Hoops City Basketball
Camps, participated in our Travel Basketball
program or registered for forthcoming Winter
Recreation Basketball League, you are eligible
to participate in this exciting program.
- Open Court program will hold 12 sessions for
each age group throughout the program.
- All participants must bring a parent or legal
guardian to the check -in table the first time
they attend a session to sign the participant
waiver and provide a contact email before
taking the court.
- Each time a child checks in and attends a
session, participation points will be earned
which can be traded in for prizes at program
conclusion.

WHAT TAKES PLACE DURING
THE SESSION?
The purpose of each session is to encourage free play,
development and fun through basketball.
®pen Court sessions are designed to emphasize the concept
of playground basketball, where children decide how to
experience the game within their time block.
Each ®pen Court program is supervised by USA Basketball
licensed coaches.
Participants may choose from many different basketball
activities, such as stations, 3x3 and small -sided games, five -on -
five competition and other basketball -related games.
Sessions are divided into time blocks by age as follows:
1-hour time slot: 6-9-year-olds
2-hour time slot: 10-13-year-olds
2-hour time slot: 14-17-year-olds

ABOUT THE PROGRAM
HOW DO I EARN
POINTS?
- Each time a child comes out to play at an
Open Court session participation points
are earned at check -in. Bring friends, make
a post on social media or have perfect
attendance to earn even more!
- USA Basketball will email all participants
at the end of the final session with a prize
ordering form and prizes will be mailed to
Halftime Sports for pick up on a scheduled
date.
- Participation Points Scale:
• Attend a session -100 points earned
each time
• Bring a buddy- 50 points earned per
buddy (up to 10 buddies)
• Perfect attendance - 300-point bonus
• Social media shout out -50-point bon
HOW DO 1 REDEEM
MY PRIZES?
- Each participant will receive an email from
USA Basketball to the email address provided
on the check -in sheet at program conclusion.
- This email will state the overall amount of
points earned as well as contain
an online ordering form for prizes.
- Using the total points earned, participants
will select their prize(s).
- Prizes will be mailed to the facility and
information on the prize pick up date and
time will be provided to all participants.
Participants earn points by attending sessions
and can earn bonus points when a participant
brings a friend, makes a post on social media
or has perfect attendance. At the end of the
session, participants use their points to
redeem prizes.
