The vote passed unanimously. APPROVAL OF PAST MINUTES Upon review of the minutes from the March Meeting, Mr. Hill indicated that there was an error and that he attended the meeting. However, Mr. Hill was, in fact, not present at the March Meeting. A motion was made by Mr. Cranmer and seconded by Mr. Hill to approve the March 2019 minutes with the modification that Mr. Hill is not indicated as having been in attendance. The vote passed unanimously. Upon review of the minutes from the April Meeting, a motion was made by Mr. Cranmer and seconded by Mr. Yonson to approve the April 2019 minutes. The vote passed unanimously. PUBLIC COMMENT None COMMITTEE REPORTS 1. Eagle Stix o The Spring 2019 season has ended, with no apparent issues. The season was very successful, and the surveys have been sent out to the public. UNFINISHED BUSINESS 1. Proposed Financial Aid Program o Mr. Tom McKlveen requested feedback and commentary on the proposed Financial Aid Program. There was some discussion regarding the parameters of this program, o The program would cover any Parks and Recreation program. o Through this program, residents will apply online and the city will approve them to receive the financial aid. o The desire is to remove the paragraphs that include the specific types of programs, so that residents cannot pick and choose what they are hard shipping. o A motion to approve the Financial Aid Program with the amendments to remove paragraphs containing specific programs was made by Mr. Shannon and seconded by Mr. Hill. The motion passed unanimously. 2. Lacrosse Issues o Mr. Stachowski indicated that he is collecting the questions that each PRAB member has submitted. Proposed New Football Program Provider, Structure and Pricing- o Speaking on behalf of Mr. Brant Allen, the President of the North Atlanta Football League (NAFL), Mrs. Stephanie Butler requested to become a joint football program provider for the City of Alpharetta and the City of Milton. There was an open discussion regarding the parameters of the program. o First, the program is currently struggling to find enough field space for all of their teams. With this structure, the program could use IGA Fields and Fields 1 /7, and IGA fields if needed. o Second, there was some discussion about the program's fees. When the resident pays the fee, there is a 15% commission, where 1 /3 of the fees go to the City of Milton and 2/3 of the fees go to the City of Alpharetta. Also, Staff is to work with Alpharetta to equalize the out of city fee for non -Milton and non -Alpharetta out of city residents. o Third, the new program would have no out -of -city fee for Milton and Alpharetta residents. Ms. Butler does not foresee any issues with the proposed structure. o A motion to approve the NAFL proposal under these considerations was made by Mr. Cranmer and was seconded by Mr. Shannon. The vote passed 4-0-1, with Mr. Yonson abstaining. 2. Wall of Fame Presentation- o Mr. McKlveen explained the Wall of Fame Nomination Ballet. o All nominations have been vetted and are in the stage of the voting process. o Voting will take place next month and Mr. Cregge will reach out to two principals for their votes. 2006 Heritage Walk Milton, GA 30004 P: 678.242.25001 F: 678.242.2499 info@cityofmiltonga.us I www.cityofmiltonga.us May 22, 2019 Page 5 of 6 o Scoring is to be completed with 15 being the highest score an individual can receive and 1 being the lowest score an individual can receive. o The ballots are due by June 30th to Mr. Cregge. o For an individual to be inducted into the Wall of Fame, they must get 60% of the possible points that are available. No two individuals can receive the same number. o Mr. Cregge and Mr. McKlveen will resend the voting rules to the Board Members. CITY STAFF REPORTS AND COMMUNICATIONS 1. Jim Cregge o As of 4:00 PM on May 22nd, 2019, the City has the clearance to open the pool on Memorial Day to the public. o Mr. Cregge has fixed the broken emergency phone and the pool has been resurfaced, making it ready for public use. o A survey will be sent out to the public for feedback on what to do with the Milton Country Club. o Mr. Cregge also invited the Board to attend a Memorial Day event at Deer Park. 2. Tom McKlveen - Mr. McKlveen introduced Ms. Abbie Priel to the Board and discussed preparations for Camp Joyful Soles, which starts on June 3rd OTHER BUSINESS 1. PUBLIC COMMENT None WORKSHOP The PRAB moved into an open public forum workshop to discuss issues associated with Lacrosse in the City. Specifically, the current structure, the field allocation and the Lacrosse Wall. Minutes were not kept however the meeting is recorded and is available online. Representatives from Milton Boys Lacrosse, EagleStix, Cambridge Youth Lacrosse and North Georgia Recreation attended and addressed the PRAB. Kings Ridge Lacrosse was invited but did not attend. Grandfathering Request for Advanced Level Teams - Mr. Juan Salas requested that advanced teams with non -Milton residents be grandfathered as constructed. The expiration of the MOU with Alpharetta puts the existing teams in a difficult situation as the teams were constructed with Alpharetta players considered as Milton residents. The desire is to not break up the existing teams due to a policy change. There was discussion on the parameters of the grandfathering. First, that the existing ratios of Milton and Alpharetta participants must be maintained t the actual participants could change. Second, If the opportunity to increase the Milton participation percentage is available, the advanced level teams should do so. Third, the Alpharetta residents must pay the out of city fee. Fourth all new teams must comply with the 50% or better requirement of Milton only residents. A motion to grandfather the existing teams under these considerations was made by Mr. Yonson and seconded by Mr. Alberici. To be considered for Financial Aid, a parent or guardian must complete the application form and attach all required documentation for each participant. The criteria for eligibility and the application process are listed below. CRITERIA FOR ELIGIBILITY: The criteria for eligibility in the financial aid program are as follows: 1. The applicant must reside within the taxpaying boundaries of the City of Milton, Georgia. 2. The applicant's child/children must qualify for the Fulton County School lunch program (full or reduced). 3. If the applicant's child/children are not involved in the Fulton County School lunch program, the applicant's TOTAL monthly household income must meet current Federal Poverty Guidelines. The City reserves the right to adjust income guidelines or reduce the allotted amount per child as deemed necessary and without notice. 4. The Financial Aid Program applies only to school -age children (age 18 and under). Adults are not eligible to enroll in programs under the financial aid program. The employee is responsible to review all applications and required documentation, determine whether or not applicants meet the City's criteria for eligibility, and either approve or deny the application for financial aid based on the information presented by the applicant. The employee is responsible to maintain accurate records of applications, approvals, denials, and lists of approved applications. Employees involved in the financial aid application process are responsible to maintain the confidentiality of the applicants and store information provided by applicants in a secure location. The Financial Aid applicant is responsible to complete and submit all required documentation to assigned employee and/or facility at least five (5) business days prior to the end date of registration or before the requested program begins. Incomplete applications will not be considered and will be returned promptly to the applicant for corrections. Assigned employee is responsible to schedule meetings with financial aid program applicants to review and verify required documentation including but not limited to the following: residency verification, hardship affidavit, income verification, dependency verification, verification of participation in the Fulton County School lunch program, etc. Employee is responsible to communicate findings and decision with the financial aid applicant within three (3) business days after the meeting, provided all documentation was presented to the employee during the meeting. If additional information is requested of the applicant, the employee shall allow the applicant ample time to obtain additional documentation. Once a decision on the application has been made, the employee will sign and date the application where indicated, noting whether or not the application was approved or denied. If approved, the employee will note the expiration date on the application. If denied, the employee will note the reason for denial of the application. This information will be provided in writing (via email or U.S. mail) to the applicant. The employee shall maintain a list of active financial aid recipients and shall provide this list to other City staff as deemed appropriate for others to carry out their job duties. If an applicant is approved, the employee will notify the program provider of financial aid approval. Space in programs is not guaranteed by financial aid approval. Supply fees, equipment fees, trainer fees, family pool passes, etc. are not included in the financial aid program. Applicants may be approved for a maximum allowance of 2 activities per child per six (6)month approval period. Applicants must re -apply for financial aid program every six (6) months. Misuse or abuse of this privilege as determined by the City may result in temporary and/or permanent suspension of financial aid eligibility, and removal from the recreation program(s) pertaining to financial aid. Examples of misuse or abuse may include but are not limited to: failure to show up for a program without advance notification to the program provider, failure to pay program supply fee (if applicable), misrepresentation of income and/or residency, etc. Hardship affidavits are executed under penalty of perjury. Providing false affidavit can result in criminal consequences, including possible incarceration. If it is discovered that the information provided by the applicant was altered, false, fabricated, or otherwise misleading or untrue, applicant is responsible for reimbursement of any financial aid funds received and is subject to all applicable criminal and civil claims. WHAT DOCUMENTATION IS REQUIRED? 1) Eligibility Verification - If applicant's child/children qualify for the Fulton County School lunch program (full or reduced), applicant must provide a statement/letter/card from Fulton County Schools. 2) Residency. Verification - Applicant must supply proof of residency by submitting one of the following with the application: a) Current letter from Fulton County Housing Authority b) City of Milton property tax receipt c) Current City of Milton utility or sanitation bill with applicant's name d) Current rental lease that lists names of individuals living in household e) Current letter from a state or federally funded agency f) Current Section 8 letter 3) Income Verification - Applicant must supply verification of income by presenting one of the following with application: a) Current income fax return b) Current W2 forms c) Current pay stub(s) - one month 4) In addition to one of the above, applicants may submit documentation such as a current statement/letter/card from a local, state or federally funded agency including: a) TANF card b) Section 8 c) DFCS d) Social Security e) INS f) Unemployment Office 5) Dependency Verification - Applicant must supply proof of dependents by presenting one of the following with application: a) Birth Certificate b) Certificate of Adoption (or other official order of the court) c) Letter of Guardianship (or other official order of the court) 6) Hardship Affidavit - Applicant must submit a notarized hardship affidavit with application a) Hardship Affidavits are executed under penalty of perjury. He always emphasized good sportsmanship and always worked on skill & character development with ALL his players, making sure everyone was working up to their potential. For Lee, it was always best for his players to do the right thing, on and off the field. He encouraged and worked with each of his players. He was such a great role model for his athletes. Sarah M. Sarah distinguished herself at the Atlanta Junior Rowing Assn. throughout high school and was recruited Hudnall by the University of Michigan to row on their varsity team. She graduated from UM in 2017, having rowed in the boat that won the Big Ten Championships and placed third in the nation at the NCAA Championships, as well as many other top medals throughout her four years there. She continues to support rowing as a coach of the Varsity Women's team at AJRA. Michael When Michael was 10 years old he told me, he was going to play professional Lacrosse, I said you need Nugent. to focus on school and stop dreaming a near imposable dream. Well Mike did play professional lacrosse and it's a message for me and all parents never ever doubt what your son or daughter can do. It's their dream and where there's a will there is a way! So, the story goes, Michael played for Milton High School lacrosse program as the goalie and was part of the State championship team when he was a Junior. Mike then was recruited to West Point prep school, where he thought he was going to play lacrosse. The army however had a different plan. Mike then decided to leave the Army and was recruited by Mercer University where he was the starting goalie and received many accolades and awards for his goalie skills. Mike was then recruited to play professionally lacrosse for the Denver Outlaws and then transferred to the Boston Cannons. Mike was also asked to play for team England (as he is a duel citizen), but it would mean he would have to live in the UK for six months out of the year, and he loves America way too much to do this. Mike also coaches a high school team in the Baltimore area, where he currently resides. Unfortunately Mikes career is at an end, as he has dislocated his shoulder numerous times andwill behavingsurgery thisyearto-hopefully-fix-the shoulder so thatitdoes not come out., again. Mike Loves this sport and knows that if it were not for living in Milton and attending Milton high Scholl his dream may have never happened! Evan Evan played baseball out of Hopewell for 4 years before he decided to focus on basketball. He also Nolte played in numerous Rec basketball programs. Evan was very fortunate to have played on some very, very good teams and with some great players. During his high school basketball career, he started four State Basketball championship games, the Milton Eagles won 2 state championships and won 114 games while Evan was in High school. He accepted a scholarship to the University of Virginia where the Cavaliers won 112 games while he was there, won the ACC regular season champions in 2015, ACC Tournament Championship in 2014, sweet sixteen in 2014 made it the elite eight in 2016. Evan graduated from UVA in 2016 with a degree in Economics Parker J. Throw out his dozen state championships Godby at the high school level, the 100's of girls he's sent to college or the national rankings his teams always achieve, and you have a man who loves to teach. I don't care if the player is a senior going to play D 1 college lacrosse next year or a Ist grader picking up the stick for the first time- Tim has the same dedication and passion to instruct either. Thousands of kids have passed through the Eagle Stix program - not all will play for him at Milton HS- but just by playing in his program he's made them better players and athletes. His time and dedication are second to none- he spends countless hours on the field and just as many behind the scenes organizing leagues, scheduling games, working with coaches and helping other administrators. I've known Tim for over 17 years- first as adversaries on the field (continue to be) and now as league administrators. I'm proud to nominate Tim Godby for the Hall of Fame for the City of Milton Parks and Recreation. Lydia Lydia started playing at Alpharetta North Park at the age of 8. I was fortunate to coach her at the rec. Witkowski level and on the Alpharetta Attack travel team. Lydia was one of the best players to come out of North Park. Lydia's on base percentage when she played for me was close to 1.000. Lydia rarely got out and had the ability to take over a,game with her speed and athleticism. Practically every time she got on base I would have her steal 2nd, 3rd and when I needed a run, home. I'll never forget the day she came up to me to let me know she wanted to play for an "A" level travel team. I gave her my blessing and knew she had a goal of playing in college. Lydia received a scholarship to play softball at Georgia Southern University where she led the team with a .324 batting average as a redshirt freshman. Lydia hit 5 triples that year and became tied for 3rd in Georgia Southern program history. Lydia posted 21 multi -hit games that season and reached base safely in 39 total games. Lydia's sophomore season at Georgia Southern University saw her start 49 games and bat .306. Lydia posted 45 hits, including eight doubles and two home Tuns. Lydia drove in 20 runs -and -batted .348 in Sun Belt Conference games. Lydia transferred to - Hofstra University for her final two years of college softball. Lydia was a 2014 graduate of Milton High School where she played four seasons of varsity softball. Lydia was a two-time offensive player of the year and First -Team All -Region selection. Lydia was named team MVP as a senior at Milton. The one thing I will remember about Lydia is how she had a passion for the game and had a goal at eight years old to play at the next level I'll never forget being the third base coach at a travel tournament in Dublin, Georgia after Lydia had just hit a triple. I heard the opposing coach in his dugout yelling out to Lydia that he would be seeing her in the big leagues one day while I observed another travel team coach talking to Lydia's mom on the bleachers doing his best recruiting pitch to steal Lydia away from the Alpharetta Attack. Doing my best not to get distracted while coaching third I just smiled. Juan Satas He spends all his non -working hours at Bell, coaching multiple teams, making sure all is up and running over there and gives 110 percent! Collin As far as I can remember Collin starting out playing baseball at Hopewell. Collin played at Hopewell for McHugh a good 3 or 4 years before moving and going to Providence Christian. Collin was a dominating pitcher at Hopewell. I will never forget being in the old cinder block Hopewell dugout when a parent came in and told Collin that we would be seeing him on ESPN one day. Collin was a great kid looked up to by his fellow Hopewell players and always displayed outstanding sportsmanship. I never realized Collin had made it to the big leagues until I was attending a Rockies game in Colorado with my son Greg who used to pitch with Collin on the same team at Hopewell. My son texted me from another part of the stadium where he was sitting with the BT cross country team he coaches and said in the text, Dad, Collin McHugh is pitching for the Astros. Icouldn't believe it but deep down I knew if anybody would make it to the big leagues from Hopewell it would be Collin. As a youth pitcher Collin always pitched ahead in the count and won most of his games. Collin was a special player who always encouraged those around him to do their absolute best. Lack Flowers is an Alumni of Florida State University— World Class :) — Educator — Mentor "Jack" Sportsman and Athlete — Equine Master and Trainer — notably World Class! Flowers Robert Bob has been coaching, assistant coaching baseball teams associated with BMP for at least a dozen years "Bobs' having three boys all come up through the baseball programs. Bob coached BMP rec and travel baseball teams. He threw more BP than any other coach I worked with during my many years assistant coaching Woods or helping with BMP rec or travel ball teams. He still brings energy and enthusiasm to every game and practice. Bill Bill coached BMP spring and fall season baseball teams for at least three years, but probably more. Hosmer Additionally, Bill formed `All-star' teams to play summer ball and in tournaments. Bill brought a passion for baseball and learning to play the game right that enabled his players and teams to excel. He organized extra practices, skills development programs and a desire to win that instilled a love of baseball in every player he coached. Without a doubt, every player, no matter their innate athleticism, was a much more skilled and better baseball player at the end of his or her season when on a Bill Hosmer coached team. Jeff Fester Jeff coached my son Brandon in baseball for nine years, from 2007 to 2017. Jeff was an assistant coach on the 2007 6U spring team where I first met him. Jeff continued assistant coaching with Bill Hosmer during both the fall and spring seasons for the next three years. After that, Jeff formed the Hopewell Hawks travel team where he was the head coach for the next six years. Jeff taught and developed baseball plus mental toughness skills from his own vast experiences playing and umpiring baseball, as a youth and into pro -baseball. Many of the players on his Hawks travel teams are now playing on local HS teams. Jeff also served on the Bell Memorial Board for multiple years. I am nominating Jeff not only for his long-standing commitment to the players, BMP and families of the teams he coached, but for going well beyond the call of volunteering. Jeff mentored the players on the teams he coached, bought from his own fund's extra tools (batting devices, weighted balls, etc.), brought in expert baseball coaches, handled the challenges of player families, and generally gave fully of himself and his time at a level few have surpassed. *N_-FL* CITY OF ALPHARETTA + MILTON JOINT FOOTBALL PROPOSAL For the 2019 season, the North Atlanta Football League (NAFL) will serve as a joint provider of youth football and cheerleading for the cities of Alpharetta and Milton. In return, the NAFL will redeem a commission fee of fifteen percent off each registrant from those cities and divide the fees 2/3 to Alpharetta and 1/3 to Milton. 2019 Program Proposal: 1. The NAFL will redeem a fee of 15% off each registrant from Alpharetta and Milton. At the end of the season, the NAFL will submit 2/3's of the fees collected to Alpharetta and 1/3 of the fees to Milton. 2. The NAFL will be the official provider of cheerleading, flag and tackle football for the 2019 season 3. The NAFL will have access to Bell Memorial Park and North Park for practices, storage, games and camps 4. The NAFL will work with both cities to promote the joint program and drive registrations
