APPROVAL OF MEETING AGENDA
A motion to approve the meeting agenda was made by Mr. Yonson and
seconded by Mr. Shannon. The vote passed unanimously.
APPROVAL OF PAST MINUTES
A motion to approve the September 5, 2019 meeting minutes was made by Mr.
Alberici and seconded by Mr. Shannon. The vote passed unanimously.
PUBLIC COMMENT
None
COMMITTEE REPORTS
1. Hopewell Youth Association
o Full season is in full session.
o The fall registration is up about 20% over last fall.
2. Eagle Stix
o Registration numbers are up 25 girls over last fall.
3. NAFL
o No report
UNFINISHED BUSINESS
1. Future Program Offerings
There was extensive discussion on the voting results from the
program offerings of the surrounding communities. The following

activities were identified as programs which may be considered
next month as the highest priorities to provide in 2020:
a) Safety Related Classes such as CPR, First Aid and
Babysitter Training
b) Senior Programming that incurs an out of City fee
c) Girls Spring and Fall Recreation level Softball
d) Recreation Level Gymnastics
e) Recreation Level Dance
f) Instructional Summer Camps
No formal vote was taken at this time and the topic will continue to
be discussed next month. Staff was requested to research the cost
impact of the above list of programs.
NEW BUSINESS
1. Future Growth Plans of Our Existing Program Partners
A discussion was held reviewing the results of individual discussions
between each member of the PRAB and the leaders of each of our
current program providers. This information will be used in future
meetings to help shape a report to council on the near -term future
needs to support our existing programs. No formal vote was taken
on the item; however, staff was asked to invite the NAFL to appear
before the PRAB at the December meeting.
2. Discussion on Program Partner Liaisons
There was a discussion on the need to expand the program partner
liaison support from the PRAB. The previous project on identifying
the 5-year growth needs for the program partners identified this.
Being that the entire PRAB membership was not in attendance, this
item was deferred to our next meeting.

CITY STAFF REPORTS AND COMMUNICATIONS
1. Shade Structures - Mr. Cregge reported that the shade structures at Bell
Park are finally complete and displayed a picture of them.
2. Providence Park - Mr. Cregge reported that the recent construction at
Providence Park was not a City project but was in fact work being done
by Crown Castle in support of the cell tower on the premises.

1. Hopewell Youth Association
o Opening day for games will be 9/7.
o The fall registration is around 500 participants.
2. Eagle Stix
o The IGA fields at the schools are in much better shape this year, vs.
years past.
o Registration numbers are good.

UNFINISHED BUSINESS
1. Wall of Fame
o 6 individuals will be inducted this fall. They are Collin McHugh, Tim
Godby, Evan Nolte, Ryan Gridley, Michael Nugent and Lydia
Witkowski
NEW BUSINESS
1. Future program offerings
o After discussion, the Parks & Recreation Advisory Board will vote to
decide which programming the city should offer in the future. This
will be discussed in greater detail at the next Parks & Recreation
Advisory Board meeting. The four options for each recreational
program are:
A. Offering it now and possibly make it eligible for possible
reimbursement if we go down that road. Score = 3
B. Should aim to get this program in the next 3 - 5 years.
Score = 2
C. Maybe we offer this sometime in the distant future.
Score = 1
D. Should not pursue the program. Score = 0
CITY STAFF REPORTS AND COMMUNICATIONS
1. City Email Discussion -Mr. Cregge asked that all board members
discontinue use of the City emails until further notice.

Attached is a file containing two tabs. The first outlines potential registration by season and year over the next five
years. We assumed a 10% growth rate year over year also assuming not capacity constraints.
The second tab helps define Kim's ideal state needing 3-4 courts and unlimited access. This clearly is far from reality as
we are using schools and churches, however gives us a sense of what court space is needed to accommodate the
numbers Kim suggests he can grow to.

Thank you for the opportunity to provide input here. Forecasting our numbers for the
next five years is a bit difficult given:
A. The current state of youth football (declining 20% YOY nationally)
B. Changes we need to make to address problems with have within our organization
(i.e. flag) for 2020 and beyond
Our previous 5 year projections were a low of around 220 (2015) and a high of 450
(2018). We aimed for growth of 20% year over year but were not able to achieve that
this season. Now that we have some new members on the board we can dedicate
few of us to work on a 2020 marketing plan to get our numbers back up. With that
said, I just don't see the enthusiasm in our community for youth football that Isee for
youth lacrosse and youth baseball. I know Forsyth is dealing with similar issues.
As a board, we are considering eliminating flag after the K-1 level to focus on our tackle
program. We are the only program in the area that runs a competitive flag league for
our participants and frankly it's been taken advantage of by parents in our area. If we
were to eliminate flag, it would increase our tackle numbers but my gut tells me our
overall numbers would decline. We still haven't made this decision as a board and need
to discuss in detail. The reason for eliminating flag is A.) Parent Behavior B.) Impact on
our tackle registration C.) It's an extra burden on our board that we don't have
resources for (we don't have a single volunteer on our board that has a kid playing flag
after 1st grade, yet they are their coaches and parents are the biggest complainers
about officials, uniforms, field space, rules, ect... )
Every Saturday, we host tackle teams at North Park and our other teams play at Sharon
Springs, Lanierland or Midway. For flag, we have 40 teams in the league that we put at
Bell, North Park 2, Northview High School, Kings Ridge and Chattahoochee High School.
We have to find 4 officials per field to place on those fields and officiate 2-4 games per
week. It's becoming harder and harder to staff those fields, so having more field space
in the community would be a huge plus. In addition to this, while have an extra field at
Bell has been a huge additive to our program, as you can attest it's pretty crowded at
North Park, especially on Thursdays. Having the ability to have 2 fields in Milton and 2
in Alpharetta would allow us to give our teams adequate field space to practice on.
Overall the feedback on using Bell has been nothing but positive. I've been over to a
few practices see there and the kids and coaches are having a great time. Nitcha-I
know you are new, but feel free to add anything.

I based these numbers off of spring and fall 2019 numbers. We really don't have any room to grow the program without
more field space and coaches. We are currently maxed out on field space. Or if we have turf fields with lights we can
double up practice sessions.
As it stands now, our spring numbers may drop without the use of turf and lights. The Northwestern fields were not
playable much last spring season.
Also, these projections will depend on wither programs such as Kings Ridge and Cambridge choose to not participate
with eagle stix and have their own program.

able to promise residents that change will happen soon but time is a issue. I already lost two teams because of the
courts in bad shape and the bathroom situation. If that is not addressed soon. I could lose a lot of teams and that would
severely change the numbers.
