ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Scott Stachowski Dave Shannon Todd Townes Jason Alberici Phil Cranmer Ron Hill OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion to approve the agenda was made by Mr. Shannon and seconded by Mr. Hill. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Shannon and seconded by Mr. Hill to approve the February 2018 minutes. They requested that it remain passive for the city to enjoy. COMMITTEE REPORTS 1. Hopewell Youth Baseball o No report, all programming is going well 2. Eagle Stix o Season is going well. Practices and games have begun 3. Milton Steelers o Mr. Hill met with the Milton Steelers. He is looking to keep that strong relationship with the program. UNFINISHED BUSINESS o Wall of Fame o There will be a new process proposed by the sub -committee. o That new subcommittee will be comprised of Mr. Stachowski Mr. Alberici and Mr. Townes. o Inception of Park Memorials - Teresa McAree o She is a North Fulton Hospital nurse o She and her family were friends with a local resident who suddenly passed o Looking to add a memorial at Bell Memorial Park for this particular resident o City staff is reaching out to a local boys scout working on benches for Providence Park. They will ask if he can do a bench at Bell Memorial Park in place of one at Providence. Jim Cregge o Providence Park o No money left in contract for additional work. Pricing is being negotiated. o Proposal will be back with the necessary hours to complete plan by the end of March o Another public meeting will be required to ensure the public needs are met o Master Plan o Asking for more hours from the contractor o Milton Country Club Master Plan o All bids have been received o Scheduling interviews for consultants o Milton Country Club Pool o There will be a swim team, along with public usage of the pool for this summer o Long term decisions will be decided as part of the master plan process o Discussion on field capacity issues o At this time, lacrosse is not having more than 48 kids on the field at once o Mr. Alberici agrees that the field is not being overfilled with lacrosse players. Age and team separation are key factors to keeping the capacity numbers in the safe zones. o A sub -committee will be formed to come up with policy recommendations o Meeting with Tim Lester with Milton Steelers will be on 3/14/18 to discuss capacities. PRAB has approved the idea of putting up temporary fencing. OTHER BUSINESS None ADJOURNMENT Motion made to adjourn by Mr. Hill. The motion was seconded by Mr. Shannon. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Alberici and seconded by Mr. Cranmer to approve the January 2018 minutes. Hopewell Youth Baseball o Advanced level teams (travel) had tryouts for teams 2. Eagle Stix o Contract was submitted, but more information is needed from the organization. 3. Milton Steelers o Allen Brock (board member for Milton Steelers) came to speak. They had issues with kids not committing to practices and games due to the fact that the program was completely free. They are proposing to change their fees to $50 for tackle football to increase the level of commitment. It was made clear that the $50 per player is not needed for funding of the program, but to increase the level of participation. o A motion to accept the revised fee structure was made by Mr. Cranmer. It was seconded by Mr. Aiberici. The vote passed unanimously. o Wall of Fame o City Council was shown the proposal drafted up by the Parks and Recreation Advisory Board. Six of the seven council members showed no interest in being a part of the voting process. Therefore, a new proposal will be necessary. o A motion to defer the Wail of Fame to the March 2018 meeting was made by Mr. Alberici. It was seconded by Mr. Cranmer. The vote passed unanimously. 1. 5 Year Master Plan, Overview and Discussion o Presentation by Steve Provost, Barge Design Solutions o Presentation of demographics of the city and the survey results was given. Mr. Cranmer asked about the recommendation on the need for additional active use parks, and how soon do we need them? Mr. Provost said the additional space could be utilized now. To the knowledge of staff, no additional park land for active space has been identified. ii. Mr. Shannon asked if the land inventory for the City included the Fulton County Board of Education land on Freemanvilie Road and Wood Road. This property was not included in the land inventory. o Birmingham Park i. Mr. Shannon asked if the part of Birmingham Park that was proposed for active space was the portion behind the Shell station on Birmingham Hwy. That was the location that Barge Design Solutions recommended the active space to be put, but a Park Master Plan was recommended for further study. o Intergovernmental Agreement Properties i. Mr. Alberici asked if they looked into long term agreements with the school fields to improve them for a quick fix. o Public Comment -Tim Becker i. Supporter of active parks ii. Is the city managing its current field capacity properly? iii. Mr. Becker disagrees with the consultant's recommendations in the Master Plan. o A recommendation was made to defer for further discussion to the March meeting. A motion was made by Mr. Cranmer. It was seconded by Mr. Alberici. The vote passed unanimously. 2. Fee Schedule - Changes to fee ordinance o Issues have arisen from renting the Deerfield Courtroom. We cannot support the customer adequately, so the city has decided to not rent that facility any longer. o Tennis court rental has been proposed to council. The rental rate for a tennis court was proposed at $5 per hour. i. A motion was made by Mr. Alberici to approve the revised fee schedule. It was seconded by Mr. Cranmer. Jim Cregge o Planning - Milton Country Club's tennis and pool activities are being planned. No decision has been made on the pool. Tennis will continue with Terre O'Brien's program. o Quality Surveys - Every program's participant is sent quality surveys so the city can evaluate the status of each program. A sample survey was distributed for the Parks and Recreation Advisory Board members to look at. o Field Capacities - Overcrowding has become an issue at Bell Memorial Park's athletic fields. City staff is looking into safety standards for athletic fields. None Motion made to adjourn by Mr. Cranmer. The motion was seconded by Mr. Alberici. The motion was approved by a unanimous vote. Dear Milton Park and Recreation Board, The MEC would like to make official our suggestions and concerns regarding the development of Birmingham Park. We would appreciate the board taking the following points into consideration when coming to a decision regarding the future use of Birmingham Park. 1. Birmingham Park is the largest natural space owned by Milton. Surveys and public input sessions held by consultants suggest a significant portion of Milton residents want the City to preserve and make accessible greenspace to experience nature and improve quality of life. Developing this natural space into athletic fields is completely contrary to these wishes. 2. The importance of fields and places for our children to play is not lost on the MEC. However, Bell Memorial was just developed to provide this need. If more fields are required in the future, the City should not have a hard time finding 20 acres in another area of the City to develop that does not negatively impact Milton's largest remaining natural park. Even if only portion of the park is developed, it will impact the entire park. Looking at turf fields and hearing the cheers and frustrations of athletes and fans does not create a natural or tranquil setting for residents to escape all the hustle and stress of everyday life. 3. While it is very easy to develop a parcel of land into an athletic complex, it is not possible to quickly convert an athletic field or other purposed land (such as a golf course) into a natural space. This makes Birmingham Park truly unique. Its mature forests provide a truly natural scene for hikers, walkers, horseback riders and anyone else using the trails. The City should embrace the exceptional opportunity it has to be different from the surrounding towns. 4. In addition, passive use parks serve everybody. They serve every socio-economic class as well as all ages. It provides an opportunity for every resident in Milton to experience nature. Anybody can come and listen to the sound of the birds, walk through the forest, walk along the streams, and discover new things. Birmingham Park does not need to be a park that has everything for everybody. 5. Birmingham Park is a destination park. Many of us on the MEC have gone there to ride. A good portion of large land owners in Milton have horses. If Birmingham Park is developed, then Milton is taking away the City's last remaining park for horses. There is literally very little left in Milton to incentivize these large land owners to keep their horse farms and not sell them to developers. However, if Birmingham Park stays natural and continues to provide a place for people to ride horses it would help attract horse owners to stay in Milton to preserve the rural feel that is desired by many of its residents. 6. Recently, the MEC organized and participated in a volunteer effort to help clear and make trails more safe and passible at Birmingham Park. With little advertising, more than 50 volunteers showed up on a cold weekend day to help maintain this beautiful area. It is truly like no other area in Milton. The MEC would like to thank you for your continued efforts. Our committee is eager to assist and participate in any aspect of the Park and Recreation Boards decision.
