ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Scott Stachowski Dave Shannon Phil Cranmer Ron Hill Todd Townes OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion to approve the agenda was made by Mr. Hill and seconded by Mr. Shannon. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Shannon and seconded by Mr. Townes to approve the April 2018 minutes. Hopewell Youth Baseball o Spring Baseball has completed and All Stars has started. 2. Eagle Stix o No report. 3. Milton Steelers o The contract for 2018 has been completed. Mr. Hill is in touch asking about the next Board meetings. 2018 registration is going on now. UNFINISHED BUSINESS o Inception of Park Memorials o In a correction from last month's discussion, the "in Memorium" members on the Wall of Fame will have to go through the process to be selected to the Wall of Fame. o Field Capacity and Safety Issues o This was deferred to next month. NEW BUSINESS o Revised Commission Structure o Mr. Steven Krokoff, City Manager spoke to the PRAB. He would like the PRAB to research an alternative structure to the registration fee commission. He would Like to see it more closely tied to field usage. o MOU with Alpharetta o Mr. Krokoff also spoke on this issue and is seeking guidance from the PRAB regarding the future of the Alpharetta MOU. The general question of what do we want Parks and Recreation to look like in the City of Milton should be addressed. o With regard to both issues, Mr. Stachowski established a sub- committee made up of Mr. Alberici, Mr. Hill and himself to start addressing the issue. He expressed concerns regarding the ADA accessibility of the park and specifically does not believe that a playground will be good for the Park. He believes that the all-inclusive playground should be placed in another location. o Mr. Cranmer asked if the project timeline can be moved up. The answer is yes, based upon the availability of money and the council's wishes. o A motion to approve the Providence Park Master Plan was made by Mr. Shannon. The motion was seconded by Mr. Cranmer. The motion passed unanimously. o Milton City Pool Policy o Mr. Cregge spoke about a variety of rules. The recommendation of PRAB was that staff should implement that which they feel they need in this first year. o Lacrosse Wall o Mr. Cregge spoke about an idea to pursue the construction of a Lacrosse Wall at Bell Memorial Park. The concept is to create a partnership between EagleStix, Cambridge Lacrosse, Milton Lacrosse and the City to fund this. o A motion was made by Mr. Townes that the City should pursue this idea further. The motion was seconded by Mr. Shannon. The motion passed unanimously. CITY STAFF REPORTS AND COMMUNICATIONS 1. Jim Cregge o Providence Park o The Master Plan will be presented to council on June 18 for a final vote. o Golden Games o The opening ceremonies were a huge success and the games are going well. They will be finished next week. o Pool Update o The Swim Team had a goal of 50 members and it is now at 81 members. Hopewell Youth Baseball o No formal report, the end of season tournament starts in two weeks. 2. Eagle Stix o No formal report. The season is going well. The season is scheduled to end in two weeks. 3. Milton Steelers o The contract for 2018 has been submitted, however there were a few errors in the contract. A revised, corrected contract is expected the next day. UNFINISHED BUSINESS o Wall of Fame o The new subcommittee, comprised of Mr. Stachowski, Mr. Alberici and Mr. Townes, met and created a new process that was similar to the old process, but excluded the voting by elected officials. The election process was tested using a ballot made up of 15 fictitious people which lead to a successful result, thus verifying the proposed process. A motion was made by Mr. Shannon to approve the Wall of Fame election process and was seconded by Mr. Alberici. The motion was passed unanimouslv. o Inception of Park Memorials o We have had multiple requests for memorials for several people. Currently in process is a memorial for the 3 local girls from UGA, a memorial for Van Kottis and a memorial for Matthew LeMoyne. There needs to be a formal process around these memorials. In addition, a motion was made to approve a bench memorial for Mathew LeMoyne and a Wall of Fame plaque "In Memoriam" for former PRAB member Van Kottis. The motion was made by Mr. Shannon and seconded by Mr. Alberici. The motion was passed unanimously. NEW BUSINESS o Fee Schedule for the Milton Pool 2006 Heritage Walk Milton, GA 30004 P: 678.242 25001 F: 678.242.2499 info@cityofmiltonga.us I www.cityofmiltonga.us �f�n I �-y F April 19, 2018 - PRAB Meeting Minutes Page 3 of 4 o Staff presented a proposal to amend the Parks and Recreation Fee Structure to sell daily and seasonal passes to the Milton Pool. There will be a daily fee of $5.00, and a seasonal pass for 4 people for $200, a seasonal pass for 5 people for $250 and a seasonal pass for 6 people for $300. A motion to accept this fee structure was made by Mr. Alberici and seconded by Mr. Shannon. The motion was passed unanimously. o Revised Commission Structure o Staff discussed a concern that has come up regarding the program partner commission payment. The central issue is that each program partner is being charged a different amount, based upon a percentage of their registration fee. The City would like to move towards a more equitable fee, based upon field usage, to encourage program partners to use only the field time that they really need. It was noted that field rentals are increased over last year. Mr. Alberici volunteered to serve on a sub -committee to Kook into this. Given that there were three PRAB members missing, the naming of rest of the subcommittee was deferred until the next meeting. CITY STAFF REPORTS AND COMMUNICATIONS 1. Jim Cregge o Providence Park o One issue that came up regarding the Providence Park Master Plan was that the public objects to paving a trail. However, at least one trail must be paved to meet ADA requirements. o The Master Plan will be presented to Council at a workshop on May 14 and will also be presented to the PRAB at the May 17 meeting. o Five Year Master Plan o The focus is on getting the Providence Park Master Plan completed and then attention will be put back on the 5 Year City Wide Master Plan. o Milton Country Club Master Plan o This will be part of an overall Trail Plan for the City o Discussion on field capacity issues o This has been tabled until next month. All are invited to attend. o Camp Joyful Soles o The Camp is moved to Milton High School and the capacity has been increased to 30 campers each week. Registration is brisk and multiple weeks are filling up. o Memorial Day Celebration o The annual Memorial Day has been moved back to Freedom Park OTHER BUSINESS None ADJOURNMENT Motion made to adjourn by Mr. Albericil. Shower and rinse thoroughly before entering the pool. 3. Solo bathing is not permitted. 4. Bathers with open wounds, bandages, skin conditions, or any communicable conditions are not permitted. 5. Bathers shall wear bathing attire at all times. No cut-off shorts, diapers, undergarments, or street clothes allowed in the pool; swimmers may wear clean tee shirts and athletic shorts over a swimsuit. 6. Persons under the influence of drugs and/or alcohol will not be permitted anywhere in the aquatic facility. 7. Noodles are permitted. Inflatables, fins, or snorkels are not permitted in pool area. 8. Only Coast Guard approved flotation devices are permitted in pool. 9. No food and beverages allowed within 5 feet of the pool. Alcohol and tobacco products are prohibited. 10. No glass articles, sharp objects, hazardous materials or toys are allowed in or around the pool. 11. No animals allowed in the pool, service animals allowed on the deck. 12. Spitting, spouting of water, blowing the nose or otherwise introducing contaminants into the pool is not permitted. 13. Children, three years old and younger, as well as any child not potty -trained, must wear snug fitting swim diaper and/or plastic pants. 14. Running, roughhousing and violent play is prohibited. 15. Stay out of planters and grass areas. 16. No swimming allowed during heavy rain or when thunder and lightning can be seen or heard. 17. Do not swim if the suction outlets are missing, broken, or not clearly visible from the deck. 18. Do not swallow the pool water. 19. No Diving 20. Persons showing the slightest evidence of being under the influence of drugs or intoxicants will NOT be permitted in the pool area. 6. Profane or abusive language will not be permitted. 7. Glass containers are prohibited in the pool area. 8. No sitting or standing on pool ladders, lifelines or steps. 9. Emergency equipment is to be used by the pool staff only. 10. No back flips or dives are permitted off the side of the pool. 11. Children are not permitted to jump into pool with arm floats or life vests. 12. Alcohol and tobacco products are prohibited. 13. Swimming in the main pool is prohibited when a lifeguard is not on duty. 14. Children age twelve (12) and under in the wading pool must be actively supervised by a parent or adult sitter (age 16 and older). 15. All patrons are subject to search.
