CALL TO ORDER
Meeting was called to order by Mr. Shannon at 7:02 PM.
ROLL CALL
Roll call was taken by Mr. Shannon.

Quorum was announced by Mr. Shannon.
APPROVAL OF MEETING AGENDA
A motion to approve the agenda was made by Mr. Cranmer and seconded by
Mr. Alberici. The vote passed unanimously.
APPROVAL OF PAST MINUTES
A motion was made by Mr. Alberici and seconded by Mr. Cranmer to approve
the June 2018 minutes. The vote passed unanimously.

COMMITTEE REPORTS
1. Hopewell Youth Association
o HYA is currently working on their Fall Registration. TriScapes will be
closing and locking the 4 baseball fields for 2 weeks for renovation.
2. Eagle Stix
o Eagle Stix is going through fall registration.
3. Milton Steelers
o The Milton Steelers have completed fall registration and have
started conditioning drills.
UNFINISHED BUSINESS
o Park Memorials
o This will be discussed in August. Staff has not completed the
necessary research. No action was taken on it.
o Problem Statement
o Staff is working to finalize a problem statement regarding the MOU.
Mr. Cregge committed to sending out that statement by COB on
Friday July 20. Staff will work to create an agenda for the workshop
on July 30.
NEW BUSINESS
o Milton Steelers Adult Flag Football
o The Milton Steelers requested the ability to add Adult Flag Football
in the Fall. The biggest question was what field space it would take.
Mr. McKlveen reported that the Steelers intend to use time on
Sunday evenings on Field 1 already allocated to them. Mr.
Cranmer made the motion to approve the program offering. Mr.
Alberici seconded it. The motion passed unanimously.

o All 30 slots for all 7 weeks have sold out. Camp has one
week to go.
Motion made to adjourn by Mr. Cranmer. The motion was seconded by Mr.
Alberici. The motion was approved by a unanimous vote. The meeting was
ended by Mr. Shannon at 7:37 PM.

Meeting was called to order by Mr. Stachowski at 1 1:35 AM.

A motion to approve the agenda with the addition of a third new business item
- Bach to Rock, was made by Mr. Hill and seconded by Mr. Alberici. The vote
passed unanimously.
APPROVAL OF PAST MINUTES
A motion was made by Mr. Alberici and seconded by Mr. Hill to approve the
May 2018 minutes. The vote passed unanimously.

COMMITTEE REPORTS
1. Hopewell Youth Association
o All Stars teams are competing and having success. H'YA hosted the
IOU Dizzy Dean State Tournament
2. Eagle Stix
o Eagle Stix has committed to participate in the proposed lacrosse
wall.
3. Milton Steelers
o The Milton Steelers are proposing an adult flag football program.
They are Looking to either join a league or start their own league.
Mr. Hill will meet with them and bring it to a PRAB vote at the next
meeting.
UNFINISHED BUSINESS
o Park Memorials
o This will be discussed in July. No action was taken on it.
o Field Capacity and Safety Issues
o A motion was made by Mr. Hill to hold a PRAB Workshop on July 30
at 6:00 PM. The motion was seconded by Mr. Alberici and the
motion passed unanimously. All athletic program partners will be
invited to attend.
o Commission Structure
o A motion was made by Mr. Alberici and seconded by Mr. Hill to add
this item to the PRAB Workshop on July 30. The motion passed
unanimously.
NEW BUSINESS
o Sub -Committee Discussion
o Mr. Cregge reported that the he had just discovered that the Open
Meetings Act laws changed in 2012. Under the new rules, any sub-
committee appointed by any government body must comply with
open meetings rules requirements, including the public posting of
the meeting and quorum requirements. Therefore we will not be
establishing sub -committees moving forward.

o Milton Steelers Adult Flag Football
o As discussed in the Partner Report, there is a belief that there is a
need for more information before this can be voted on. Mr. Hill will
contact Tim Lester on this issue.
o Bach 2 Rock
o The City has been approached by Bach 2 Rock about becoming a
program provider to the City. The first concern was the impact it
might have on Sperber Music. All PRAB members are invited to see
a presentation at Bach 2 Rock Summer Camp on Friday July 6 at
noon.
CITY STAFF REPORTS AND COMMUNICATIONS
1. Jim Cregge
o Providence Park
o The Master Plan was approved by the mayor and council.
o Milton Country Club
o The City has hired a consultant to start the Master Planning
Process. Included in the discussion is a possible 14 mile
trail.
o Pool Update
o The Swim Team held their first swim meet and everything
went well. As for the pool itself, we have sold over 440
passes.
o Camp Joyful Soles
o All 30 slots for all 7 weeks have sold out. Camp is going
well at Milton High School.

The following are notes from my conversation with Tim pertaining to the upcoming Miton Steelers season and
the proposed Adult Flag Football Program.
1. The Steelers will be playing in the Pop Warner League this season with four of their teams.
2. Still deciding on a league for their flag team.
3. The teams competing in the Pop Warner League will be the Tiny Mites Ages 5-7
a. Mini Mites Ages 8-9
b. Pee Wee Ages 10-12
c. Varsity Ages 12-14
These games will be played on Saturdays mostly they also are requesting availability on the rectangle field used
by Lacrosse upon availability for the Tiny Mites which play on a 40 yard field.
4. Adult Flag Football is targeted for a September start. Looking to sign up enough players to field 4-5 teams
will be consisted of male 18years old and up for this program to start. 50 players is target number to make this
happen.
5. Milton Steelers would like to host a 7 on 7 League running from April - June will be gathering more info on
that subject over the next few months. What level, days and time of competition considering.
That is the overall view at this time as I will be at coaches retreat next Thursday during meeting wanted to share
this to have for the rest of the PRAB for discussion.

ADULT FLAG FOOTBALL
• Practice will be a hour and a half before the actual game
• A team shall consist of seven players. A team can play with
a minimum of 5 players.
• The offensive team must have any 4 players on the line of
scrimmage at the time of the snap.
• Substitutions are allowed between plays and during time
outs.
• All players must be recorded on the roster and waiver form
(with personal signature) before they are allowed to
participate.
• The designated team area is located between the 20 yard
lines, two yards off the sideline. This area is for all players
and a maximum of two coaches.
• The spectator area is designated as five yards from the
sideline. Spectators are not allowed in the team area.
We play a regular season followed by tournament games with 10 games
guaranteed. Awards are given to the first and second place teams. All teams
are required to have same colored uniforms.
