ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Scott Stachowski Jason Alberici Phil Cranmer Dave Shannon Sean -Michael Yonson OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion to approve the agenda, with the change of the indicated day of Wednesday to Thursday, was made by Mr. Shannon and seconded by Mr. Alberici. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Cranmer and seconded by Mr. Shannon to approve the September 5, 2018 minutes. Hopewell Youth Association o No report 2. Eagle Stix o Season is in full swing, no issues at this time. 3. Milton Steelers o No report UNFINISHED BUSINESS MOU Discussion: 1) Hypothetical question - If Alpharetta is unwilling to negotiate, are we okay with losing the MOU? • Mr. Cranmer indicated that eliminating the MOU is an acceptable outcome, and take care of residents on our own end. • Mr. Alberici thinks we should try to negotiate, but walking away is acceptable • Mr. Shannon thinks we scrap the whole MOU besides activity in North Park 2) What do we want in the agreement? • The multiplier has to go Keep support of the seniors at the Alpharetta Adult Activity Center Removal of co -offered programs • How do we come to an agreement on paying or not paying for specific programs? Dedicate the savings to a capital fund 3) A motion was made to recommend the five items regarding the MOU to the elected officials. The motion was made by Mr. Alberici and seconded by Mr. Cranmer. The motion passed by a unanimous vote. Commission Fees: 1) There was an extended discussion regarding the commission fees. The problem has proved quite challenging to address a ratio of fairness, based upon the value of the fields, the facilities available (Fights, bathrooms, etc.) and the number of touches per sport. The motion was seconded by Mr. Shannon and the motion passed unanimously. NEW BUSINESS 1. HYA Liaison - New member Mr. Yonson is actively involved at HYA baseball and has a better connection as a liaison. He expressed an interest in serving in that role. 2. A motion was made by Mr. Stachowski to replace Mr. Shannon with Mr. Yonson as the HYA Liaison. The motion was seconded by Mr. Alberici and it was passed by a unanimous vote. CITY STAFF REPORTS AND COMMUNICATIONS o Mr. Cregge reported that there has been no communication from the Milton Steelers regarding the Adult Flag Football program. o Mr. Cregge reported that there will be multiple meetings for public input regarding the former Milton Country Club. The incorrect dates were discussed at the meeting. (A revised schedule of dates was distributed via email the next day.) o Mr. Cregge discussed the highlights of the new FYI budget. Included in the budget is funding for a Lacrosse wall at Bell Park, a new IGA rectangular field, an IGA with Birmingham United Methodist Church for the baseball field, 4 new basketball goals and a part time employee. Rank the order of fields that are needed o Purchase more land o Parks and Recreation Department Goals o What programs do we want to offer? o Programs such as swim lessons, teen league basketball, cheerleading, lifeguard certification classes, babysitting classes and volleyball were mentioned as easy programs to start since the City of Milton has the facilities available to host them. o MOU Discussion o Many options were floated by the board. Some included terminate the MOU, negotiate to get the 1.5 multiplier removed, negotiate to have the co -offered programs removed and keep the MOU as it is today. o Commission Fees oThe discussion to change the commission structure for City of Milton program providers was discussed. The board was divided as to a flat fee ($25 was discussed) per participant and keeping the structure the same at 15% of registration fees. There was also the idea floated of having a cost to use facility space, similar to renting the fields/locations. o All the items in unfinished business were tabled and will be discussed further at the next Parks and Recreation Advisory Board Meeting. The motion was made by Mr. Shannon, and seconded by Mr. Hill. No new business CITY STAFF REPORTS AND COMMUNICATIONS o Mr. Cregge reported on the pool filtration pump failing on the 9/1/18. The pool was repaired and it will be open for one more weekend on 9/8 & 9/9. o The contract is almost completed to have the Providence Park lodge demolished.
