Rnl i rAi i Roll call was taken by Mr. Shannon. MEMBERS PRESENT Dave Shannon Van Kottis Sue Rekuc Ron Hill Phil Cranmer OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Quorum was announced by Mr. Shannon. APPROVAL OF MEETING AGENDA A discussion on allowing multiple advanced level sports teams was added to the agenda under New Business. A motion to approve the agenda with changes was made by Mr. Kottis and seconded by Mr. Hill. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Hill and seconded by Mr. Kottis to approve the September 2017 minutes. Hopewell Youth Baseball o Recreational baseball will finish on 11 /1 1 barring weather cancellations 2. Eagle Stix o No report 3. Milton Steelers o Season is going well o At the last board meeting, they've asked that we service the restrooms more often and provide more outdoor trash cans UNFINISHED BUSINESS 1. Wall of Fame o A motion was made by Mr. Shannon to table the discussion to the next meeting. The motion was seconded by Mr. Kottis. The vote passed unanimously. NEW BUSINESS 1. NAFL o Stephanie Butler was present for this discussion o She asked if there is an open bid process for services, and surveys administered to participants. • The city does not bid out services for existing programming, unless the quality of the program is in decline. . Quality surveys are administered after each season. In the 2018 contracts, it will be required that the program partners supply us with contact information to gather surveys. 2. Discussion on Park Memorials o The City of Milton is researching adding a process to placing permanent memorials on City property. o What dictates someone worthy of recognition? o Tree vs. Bench? Veterans? How will it be funded? What will the standards be? Discussion on Multiple Travel Teams in a single age group o The way that the program provider contracts currently read, only one advanced level team can be formed in each age group • This is causing kids to leave city programming to play elsewhere o A motion was made by Mrs. Rekuc to recommend the removal of the one advanced level team per age group requirement, with recreational programming remaining the main focus. The motion was seconded by Mr. Shannon. The vote passed unanimously. CITY STAFF REPORTS AND COMMUNICATIONS 1. CDBG -Jim Cregge o The first invoice was submitted to Fulton County 2. Programming - Jim Cregge o Programs are running successfully 3. Scholarships o Milton Steelers -There was discussion on whether the equipment that is purchased by Milton Steelers participants can be accepted to scholarships. 4. Master Plan Update o Statistically valid surveys were sent out to random homes throughout the City of Milton. OTHER ADJOURNMENT Motion made to adjourn by Mr. Kottis. The motion was seconded by Mr. Hill. The motion was approved by a unanimous vote. Stephanie Butler - NAFL o Inquiring on how to become a provider for the City of Milton o Asked about the possibility of having two providers o Needs to be approved by the City of Milton o They do not need field space 2. Trent Arthur - NAFL o Looking to become a provider along with Milton Steelers COMMITTEE REPORTS 1. Hopewell Youth Baseball o Games began September 9th. Nothing further to report. 2. Eagle Stix o Games began on September 9th. o Custodians were asked to open and lock the indoor restrooms at Northwestern Middle School. 3. Milton Steelers- No report UNFINISHED BUSINESS 1. Parks & Recreation Advisory Board Meeting Dates/Times o Continuing discussions regarding alternating between afternoon and evening meetings. o The October meeting will be an evening meeting, beginning at 7pm. a A motion was made by Mrs. Rekuc and seconded by Mr. Kottis to approve the alternating meeting times between afternoon and evening. The vote passed unanimously. 2. Wall of Fame o Mr. Cranmer, Mr. Kottis, and Mr. Stachowski will work on completing the Wall of Fame requirements. 3. Community Development Block Grant o CDBG is federal funds that are administered and distributed through Fulton County. o The purpose is to help low -to -moderate income families o The City of Milton has been approved to offer 3 programs 1. Program to check on recently discharged elderly, to make sure recovery is on track. This is a Fire Department initiative. 2. Equestrian programming, Hippo therapy 3. A scholarship program administered by the City of Milton, to provide programming for those low -to -moderate income families o It was strongly urged that there be language in the scholarship application indicating that privacy will be protected. o A motion was made by Mr. Kottis and seconded by Mr. Hill to approve moving forward with the CDBG programs. The vote passed unanimously. 2. Hippo therapy- Program Provider questions: o Milton Resident? o Milton Based? o Insurance requirements o MOU? o Find a provider that is already hippo therapy certified? o Fee schedules o Can we partner with multiple providers? o Can we offer Pony Camp? o Reach out to Hippo therapy groups to find applicants? 3. A motion was made by Mr. Kottis and seconded by Mrs. Rekuc to support the equestrian program. The vote passed unanimously. CITY STAFF REPORTS AND COMMUNICATIONS 1. Providence Park - Jim Cregge o Hurricane Irma pushed back the Providence Park Master Plan Public Input meeting. 2.
