CITY OF MILTON PARKS AND RECREATION
ADVISORY BOARD
Thursday, November 16th, 2017
Council Chambers, Milton City Hall
CALL TO ORDER
Meeting was called to order by Mr. Stachowski at 1 1 :35 AM.
ROLL CALL
Roll call was taken by Mr. Stachowski.

Quorum was announced by Mr. Stachowski.
APPROVAL OF MEETING AGENDA
Special speaker, Mr. Steven Krokoff was moved to the start of the meeting for a
presentation. A motion to approve the agenda with changes was made by Mrs.
Rekuc and seconded by Mr. Kottis. The vote passed unanimously.
APPROVAL OF PAST MINUTES
A motion was made by Mr. Kottis and seconded by Mrs. Rekuc to approve the
October 2017 minutes. The vote passed unanimously.

PUBLIC COMMENT
o None
SPECIAL PRESENTATION
o City Manager, Steve Krokoff wanted to acknowledge Parks and
Recreation Director, Jim Cregge for the award he received at the
District 7 GRPA awards banquet. He received the Distinguished
Professional Administrator award.
COMMITTEE REPORTS
1. Hopewell Youth Baseball
o Season was successful. Registration is open for the spring season
2. Eagle Stix
o Meeting is being scheduled regarding field space.
3. Milton Steelers
o No report. One Milton Steeler team has the opportunity to play in
Canton, Ohio.
UNFINISHED BUSINESS
1. Presentation of Providence Park Preliminary Results. Raigan Carr & Steve
Provost presented the preliminary results and concept plans. They have
taken elements from the plans to come up with a hybrid plan for the park
that will be presented to the public on December 12th. The plans will
include zip lining and camping at the park.
2. Items B, C & D were deferred to the next meeting.
NEW BUSINESS
1. Discussion on new IGA with FCBoE
o There is a parcel of land owned by Fulton County Board of
Education that the City of Milton can go into an IGA with for passive
trails. A motion the continue research viability of trails on the
property was made by Mrs. Rekuc. It was seconded by Mr. Kottis.
The vote passed unanimously.

2. December Meeting
o A motion was made by Mrs. Rekuc to have the meeting in
December moved to the second Thursday and take place at
1 1:30am at Council Chambers. It was seconded by Mr. Kottis. The
vote passed unanimously.
CITY STAFF REPORTS AND COMMUNICATIONS
1. CDBG - Jim Cregge
o The first invoice was submitted to Fulton County
o Hippotherapy will be offered by one equestrian provider within the
City of Milton.
2. Programming -Tom McKlveen
o Basketball registration is closed. Participation has risen from 186 in
2016-2017 to over 300 participants this season.

Motion made to adjourn by Mr. Kottis. The motion was seconded by Mrs. Rekuc.
The motion was approved by a unanimous vote. The meeting was ended by
Mr. Stachowski at 12:43 PM.

Meeting was called to order by Mr. Shannon at 7:08 PM.

A discussion on allowing multiple advanced level sports teams was added to
the agenda under New Business. A motion to approve the agenda with
changes was made by Mr. Kottis and seconded by Mr. Hill. The vote passed
unanimously.
APPROVAL OF PAST MINUTES
A motion was made by Mr. Hill and seconded by Mr. Kottis to approve the
September 2017 minutes. The vote passed unanimously.

PUBLIC COMMENT
COMMITTEE REPORTS
1. Hopewell Youth Baseball
o Recreational baseball will finish on 11 /11 barring weather
cancellations
2. Eagle Stix
o No report

o Season is going well
o At the last board meeting, they've asked that we service the
restrooms more often and provide more outdoor trash cans
UNFINISHED BUSINESS
1. Wall of Fame
o A motion was made by Mr. Shannon to table the discussion to the
next meeting. The motion was seconded by Mr. Kottis. The vote
passed unanimously.
NEW BUSINESS
1. NAFL
o Stephanie Butler was present for this discussion
o She asked if there is an open bid process for services, and surveys
administered to participants.
• The city does not bid out services for existing programming,
unless the quality of the program is in decline.
• Quality surveys are administered after each season. In the
2018 contracts, it will be required that the program partners
supply us with contact information to gather surveys.
2. Discussion on Park Memorials
o The City of Milton is researching adding a process to placing
permanent memorials on City property.
o What dictates someone worthy of recognition?
o Tree vs. Bench? Veterans? How will it be funded? What will the
standards be? These were all questions raised.
o City staff will conduct research on what surrounding municipalities
and agencies are doing.

3. Discussion on Multiple Travel Teams in a single age group
o The way that the program provider contracts currently read, only
one advanced level team can be formed in each age group
• This is causing kids to leave city programming to play
elsewhere
o A motion was made by Mrs. Rekuc to recommend the removal of
the one advanced level team per age group requirement, with
recreational programming remaining the main focus. The motion
was seconded by Mr. Shannon. The vote passed unanimously.
CITY STAFF REPORTS AND COMMUNICATIONS

o The first invoice was submitted to Fulton County

o Programs are running successfully
3. Scholarships
o Milton Steelers - There was discussion on whether the equipment
that is purchased by Milton Steelers participants can be accepted
to scholarships.
4. Master Plan Update
o Statistically valid surveys were sent out to random homes
throughout the City of Milton.

motion was approved by a unanimous vote. The meeting was ended by Mr.
Shannon at 8:19 PM.
