ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Joey Costanzo Phil Crammer Ron Hill Van Kottis Sue Rekuc Dave Shannon Scott Stachowski OTHERS PRESENT Jim Cregge, Parks and Recreation Director Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion was made by Mrs. Rekuc and seconded by Mr. Shannon to approve PRAB agenda. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Shannon to approve the minutes from the previous meeting. It was seconded by Mr. Kottis. Hopewell Baseball: little to report, approaching the end of the season 2. Veterans Memorialization: need assistance looking for volunteers, suggestion was made to try the schools (NHS/Beta Club) 3. Football — Mrs. Rekuc - Milton Steelers report - The organization has established goals, follows the Roberts Rules of Order and has budgets in place. - All is looking well. - Meet once a month —next meeting on 11/15/15 Questions they have for us: - They are seeking a discount for Bell not being ready. We need to see what it cost them to rent space at alternate locations from September 12 on. - Seating was moved by LAX, they want seating, Mr. Cregge explained that temporary seating is in place now and he is working with vendor to obtain permanent seating that will be bolted down. - The Concessionaire ran out of food. This will improve. The Rotary Club ran food at the park for the first two weeks. We now have a contractor that we obtained through a public bid who will run the concession stand. The contract will be voted on by council on Monday November 16, 2015. It includes 5% of gross sales as a commission back to the city. The organization, Wanna Play Baseball, has 21 years of experience as a concessionaire. - Food trucks — Are permitted, but only on special events. Where there is no competition, we do mingle. For example, we have Kona lee coming to the park as they do not compete with Wanna Play Baseball's offering. UNFINISHED BUSINESS 1. Wall of Fame: still working on selection process, zero in on both walls. One wall most likely to be a Wall of Fame for permanent recognition and one wall to be the Champions Wall, honoring the previous season's championship winners. The discussion on the criteria for selection was tabled until next month. Mr. Cranmer will finalize this. 2. Drone Policy: nothing for now, may get Public Safety involved NEW BUSINESS 1. Facility Rental Policies: look at considering opening up rental to groups that provide similar sport (ex. Baseball). Mr. Costanzo will contact Councilman Kunz on what the objection is and look at what legal says. November 12, 2015 PRAB Minutes CITY STAFF REPORTS AND COMMUNICATIONS 1. Bell Memorial Park Status Update: The new fields drain very well as evidence by the recent 12 inches of rain. The trail is still not completed and the buildings are not yet approved for usage. The GC should finish everything next month. A question came up about the lights at the park. All lights are off by 10:00 PM. Wherever possible, lights are shut off early to reduce power usage and to preserve the night sky. 2. The first tournament at Bell Park will be held on December 5 & 6 with the Girls Merry Laxmass tournament. The Boys version will be on December 12 and 13. OTHER 1. PRAB members are reminded that the next meeting is the second Thursday in December, 10, 2015. All members have expressed an interest in going for a holiday luncheon afterwards at Cue, with the City not paying any expenses. ADJOURNMENT Motion made by Mr. Kottis, Motion seconded by Mrs. Rekuc, approved by all, meeting ended at 1:40pm City Of Milton "Wall of Fame Guidelines PURPOSE To recognize and honor deserving athletes, coaches, and contributors to athletics for induction into the Milton city Wall of Fame. ELIGIBILITY Athletes, coaches, and other individuals who have demonstrated outstanding contributions to athletic programs in the city of Milton. A quorum of 5 members of the Milton Parks and Recreation Advisory Board is necessary on all matters of business. SELECTION REQUIREMENTS 1. All must have participated in, or contributed to a city of Milton athletic program or while a resident of the city of Milton, participated in or made an outstanding contribution to sports in amateur, high school, college, or professional ranks. This contribution must be so outstanding that they made a significant . ael to the city of Milton. 2. Selection of athletes should focus primarily on the athletic achievement of the individual in their sport, the consideration should also be given that individual's sportsmanship, integrity, and character. Sportsmanship, integrity, and character should also be considered in the selection of all non -athletes, such as coaches. 3. Selection should not be based on one single athletic event or play. 4. Selection shall not be made on the basis of personal sentiment, or the candidate's popularity. 5. Eligibility for honor in includes but is not limited to Teams from Milton, which have won winning a state, regional, national, or international championships aree4ble-for honor. 6. It is important that the candidate be a good role model for our athletes and demonstrate good citizenship behaviors. It +s also important that -thecandidate at all times be -a -geed sitizen:- 7 A candidate who has been convicted of felony shall not be considered for the City of Milton Wall of Fame. Any person who is nominated and approved to be on the City of Milton Wall of Fame and subsequently has been convicted of a felony, shall have their name stricken from the Milton Wall of Fame. NOMINATIONS Any individual on the Milton Parks and Recreation Advisory Board may nominate a candidate for consideration to the City of Milton Wall of Fame. Once an individual is nominated and meets selection requirements, he or she shall remain on the ballot for 3 years. Commented [CP1]: Is this the correct amount of time'' SELECTION PROCESS Each year, a nominations will be accepted by the City of Milton Parks and Recreation Advisory Board. The timetable for these nominations will be posted in the local newspapers with a deadline for acceptance of nominations. If necessary, the MPRAB shall request three letters of reference concerning the qualifications of the nominee. A meeting will occur approximately 3 months prior to the induction ceremony. All members of the City of Milton Parks and Recreation Advisory Board will receive a list of names eligible for Wall of Fame induction at this meeting. The list of eligible nominees will then be considered a reduction to the election process. Commented [CP21: Not sure what this means° ELECTION 1. The City of Milton Parks and Recreation Advisory Board may induct up to six athletes each year. Commented [CP31: noes there need to be a limit? 2. Election will use a point system format. Each voting member will rank his or her top 15 candidates on a point system. The voting member will sign the number 15 to the top choice for induction and continue to assign a ranking from 15 to 1. The top 10 point totals will then be placed on the final ballot. The final ballot voting will follow eae#Each voting member will rank the 10 using the same point system. Once the final individuals have been selected to the point system, each athlete will then need to attain h4in two thirds of the quorum vote for induction. 3.
