HomeMy WebLinkAboutMinutes - PRAB - 02-18-2016 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, February 18, 2015 12:00 PM Bell Memorial Park, then Shannondale Estates CALL TO ORDER Meeting was called to order by Mr. Stachowski at 12:12pm. ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Joey Costanzo Scott Stachowski Van Kottis Dave Shannon Sue Rekuc OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Kathy Johnson Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA Change to the meeting agenda to discuss Green Space Bond. A motion was made by Mr. Shannon and seconded by Mr. Kottis to approve PRAB agenda. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Shannon to approve the minutes from the previous meeting. It was seconded by Mr. Kottis. The motion passed unanimously. February 18, 2016 PRAB Minutes PUBLIC COMMENT None TOUR OF BELL MEMORIAL PARK 1. Issues with drainage on field 2 2. Scoreboard switches not working properly 3. Need for more garbage cans 4. The board was presented with a visual display of signage for raising funds to discuss 5. Drone discussion 6. Wall of fame discussion 7. Pet stations need to be installed 8. The finish on the concrete is different as you walk throughout the park 9. The padded backstops need to be custom cut on the baseball fields 10. Skateboards allowed in park? 11. No sign as you walk up that says “Bell Memorial Park”. It has not been delivered or installed yet. 12. As you walk in, there are 4 flag poles. The 4 youth associations in the park will have flags on them. COMMITTEE REPORTS 1. Hopewell Baseball: the season starts on Saturday 2/20/16, Games start on 3/19/16 2. Veterans Memorialization: N/A 3. Football – N/A UNFINISHED BUSINESS 1. Wall of Fame: Discussion on how many teams will be allowed on each board. Need to look at the space needed for each team. 2. Drone Policy: Mr. McKlveen- Need to decide if the board recommends an ordinance or a park policy. Recommended that drones be banned from all active parks regardless of time of day. Drones will be allowed at passive parks. 3. Facility Rental Policies: Leave policy as-is. 4. Hover Board Policy: recommended no hover boards in all parks 5. Sponsorship banners: recommend that banners be allowed at the park. Need to look into Alpharetta’s sign language, and compare with Hopewell Baseball’s contract. February 18, 2016 PRAB Minutes NEW BUSINESS 1. Greenspace Bond: seeking a $25 million bond for the November ballot. Need to set criteria, increase property tax to pay for it, identify passive green space, and educate the public about it. There will be a planning meeting on 2/24/16, and all city boards are encouraged to attend. CITY STAFF REPORTS AND COMMUNICATIONS 1. Providence Park: The City is working get an engineering company onboard to evaluate the three bridges on the trail. Once they evaluate the bridges, a decision will be made regarding the next steps in making the trail safe to open the park. OTHER ADJOURNMENT Motion made to adjourn by Mr. Shannon. The motion was seconded by Mr. Kottis. The motion was approved by a unanimous vote. The meeting ended at 3:37pm.
