ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Joey Costanzo Dave Shannon Sue Rekuc Scott Stachowski OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom McKlveen, Parks and Recreation Program Manager Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA Motion was made by Mrs. Rekuc to change the order on the agenda to move the presentation by Sgt. Mulvey to the beginning of meeting. It was seconded by Mr. Shannon. The vote passed unanimously. APPROVAL OF PAST MINUTES A motion was made by Mr. Shannon to approve the minutes from the previous meeting. It was seconded by Mrs. Rekuc. The motion passed unanimously. Mulvey Discussion on what to do in different emergency situations a. Designation of tasks including someone to hit the panic button, someone to call 9-1-1, and one person to lead the evacuation. b. Various situations call for varying action including Fire, Medical, Weather, and Police. COMMITTEE REPORTS l . Hopewell Baseball: HYA now have a full board, and fall registration is currently open. They will elect officers later this month. Mr. Shannon stated a proclamation for the new slate of officers may be appropriate. 2. Football: Milton Steelers have asked for relief on the 30% commission and the non-resident fees. They are looking to scholarship non-residents as well. The Milton Steelers board is reaching out to the elected officials regarding these requests. 3. Lacrosse: Summer camps are ongoing following a successful spring season. 4. Veterans Memorialization: N/A UNFINISHED BUSINESS 1. None NEW BUSINESS 1. July Meeting: Potential change to the meeting date 2. Possible new ordinances 3. Changes to non-resident fees a. MPRD staff analyzed the non-resident fees and proposed a couple options for adjustment of the fees. b. A motion to set the fees at 50% with a cap of $90 was made by Mrs. Rekuc. It was seconded by Mr. Shannon. The vote passed unanimously. June 16, 2016 PRAB Minutes CITY STAFF REPORTS AND COMMUNICATIONS 1. Bell Memorial Park: The hold of the final payment with the contractor has ended, and the check is being cut. The park is now entering the warranty period. 2. Providence Park: The park still needs much repair prior to opening to the public. Discussions internally have been made to have a Providence Park update page on the City's website. City Arborist, Mark Law has identified the trees that need to be removed for safety reasons. 3. Camp Joyful Soles: The City of Milton applied for a grant through Fulton County, and were awarded with funding which has allowed the camp to go on additional field trips. Trips to the Zoo, Aquarium and Chattahoochee Nature Center have been added to the summer schedule. 4. Agape Tennis: The City has partnered with a new provider, Agape Tennis to offer programming. Summer camps and fall lessons are being offered. 5. Fitt2U Yoga: Fitt2U has placed a 30 day contract cancellation. The last day of yoga offered through Fitt2U will be June 30tn. 6. Strategic Planning: The MPRD has come up with a mission statement for the department. The city has asked the board to look over the statement and make recommendations for improvements. Moving forward, the City will track certain "performance measures" which will help show the success of the department. A motion to move forward with these measures was made by Mrs. Rekuc. The motion was seconded by Mr. Costanzo. The motion was approved by a unanimous vote. OTHER 1. None ADJOURNMENT Motion made to adjourn by Mrs. Rekuc. The motion was seconded by Mr. Shannon. It was seconded by Mrs. Rekuc. The motion passed unanimously. PUBLIC COMMENT None NEW BUSINESS 1. Milton Steelers a. Introduction by Tim and Lito and how they got to the meeting working with cities and schools b. Would like to see a master schedule and they are working with Mr. Cregge on utilizing open space at the parks c. Want to increase participation d. Adding numbers to fields as well as down and distance markers (the city will provide this) e. Looking to get safety equipment and Mr. Cregge was looking into costs i. Where will the equipment be stored? f. Asking for a reduction in the commission fees g. Eliminate the 50% non-resident fee L Mrs. Rekuc asked if we can account for the kids that can't afford the program h. Item #5 on Tim Lester's list was corrected by Mr. Cregge. City of Alpharetta does put a cap on the non-resident fee i. Discussion on how to rent the fields rather than being a program partner of the City. j. They do not want a PRAB liaison as an active member on the Board. COMMITTEE REPORTS 1. Hopewell Baseball: opening day for baseball was Saturday the 19tn 2. Football: N/A 3. Lacrosse: Ongoing 4. Veterans Memorialization: N/A UNFINISHED BUSINESS None April 15, 2016 PRAB Minutes CITY STAFF REPORTS AND COMMUNICATIONS 1. Bell Memorial Park: Work was done to the base paths on the fields to fix distance and placement issues. The lighting corrections were made in the batting cages. The trails are almost complete. The fences were fixed. The final walkthrough with the contractor will be soon to put an end to the project. 2. Providence Park: there were benches built and installed in the walking trails. Waiting for the final report on the bridges and dock. OTHER 1. Motion to suggest non-resident fees to be capped at $90 made by Mrs. Rekuc. Motion was seconded by Mr. Shannon. 2. Evaluate the impact of changing the commission rate from 30% down to 10% ADJOURNMENT Motion made to adjourn by Mrs. Rekuc. The motion was seconded by Mr. Shannon. The motion was approved by a unanimous vote. The meeting ended at 1:40 pm. Possible New Ordinances 1) Detection Devices in Parks and Historic Properties 2) It shall be unlawful to use loudspeakers, bullhorns, public address systems and/or electronic amplifiers/devices without the express written consent of the City of Milton. 3) The Director of Parks and Recreation shall have the authority to make and post rules and regulations as necessary to ensure the orderly management and administration of the Parks and Recreation Department 4) No person shall disobey the lawful and reasonable order of a park employee, or employee contracted by the Parks and Recreation Department for the purposes of safeguarding the park system in the discharge of his/her duties, or disobey or disregard the notices, prohibitions, instructions, rules or regulations on any park sign. 5) Re -write the motorized vehicle ordinance to exempt a motorized wheel chair.
