HOME OF ' M1 - LTON4t FSTABLISHED 2000 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, April 16, 2015 11:30 a.m. Council Chambers, Milton City Hall CALL TO ORDER Meeting was called to order by Vice Chairman Scott Stachowski at 11:41 a.m. ROLL CALL Roll call was taken by Mr. Stachowski. MEMBERS PRESENT Joey Costanzo Sue Rekuc David Shannon Scott Stachowski OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom Gilliam, Recreation Program Coordinator Quorum was announced by Mr. Stachowski. APPROVAL OF MEETING AGENDA A motion to approve the Meeting Agenda was made by Mr. Stachowski and seconded by Mr. Shannon. The vote was unanimous and motion carried. ELECTION OF COMMISSION CHAIRMAN A Motion to nominate Mr. Stachowski as the Commission Chairman was made by Mrs. Rekuc and seconded by Mr. Shannon. There were no other nominations and nominations were closed by Mr. Stachowski. The vote was unanimous and motion carried. ELECTION OF COMMISSION VICE-CHAIRMAN A Motion to nominate Mr. Shannon as the Commission Vice -Chairman was made by Mr. Costanzo and seconded by Mr. Stachowski. The vote was unanimous and motion carried. APPROVAL OF PAST MINUTES Motion to approve minutes of the February 19, 2015 meeting was made by Mr. Shannon and seconded by Mrs. Rekuc. The vote was unanimous and motion carried. APPROVAL OF PAST MINUTES Motion to approve minutes of the March 9, 2015 Special Called meeting was made by Mrs. Rekuc and seconded by Mr. Shannon. The vote was unanimous and motion carried. PUBLIC COMMENT No Public Comment. PRAB TRAINING Mr. Jason Wright, Director of Innovation and Engagement provided training on the City's new Social Media policy. Mr. Sam Trager, HR Director was also present. COMMITTEE REPORTS 1. Hopewell Baseball: Mr. Stachowski indicated that there was no report. 2. Veteran's Memorialization: Mr. Hill was not in attendance and there was no report. UNFINISHED BUSINESS 1. None NEW BUSINESS 1. Discussion on the rescheduling of the May meeting to May 14. Mr. Cregge asked the PRAB meeting to consider pushing the May meeting back to May 14 from the planned May 21 date. The reason for the request is that Mr. Cregge will be away on vacation, and Mr. Gilliam announced that he was leaving the City of Milton as of May 1 to become the Director of Parks and Recreation at the City of Canton. A motion was made by Mrs. Rekuc that the ability to grill food be included in the agreement. This was seconded by Mr. Shannon. The vote was unanimous in favor. 2. Discussion on the rental fees for the Broadwell Pavilion. Mr. Cregge reported that the ordinance change to add the Broadwell Pavilion as a rental facility had passed the first of two phases at the April 13 Council Meeting. The ordinance now includes a grilling opportunity that satisfied the request of the PRAB at the February meeting. The rental fee will be $100 for four hours. The option for having lights on for a fee was discussed April 2015 PRAB Minutes and Mr. Cregge reported that the City will soon implement a remote control light control option which would permit lights at no extra fee. 3. Discussion on new modification to Rental Policy. Mr. Cregge reported that there is a high degree of interest from the Atlanta Cricket League to rent our new turf fields on an ongoing basis as that sport expands. Their proposed usage of Sunday mornings would not interfere with any planned programming. The current rental policy would not allow this. The PRAB members requested a copy of the current policy and recommended that this item be brought up at next month's meeting. CITY STAFF REPORTS AND COMMUNICATIONS 1. Department Changes: As was discussed earlier in the meeting, Mr. Gilliam is leaving the City effective May 1. 2. Bell Memorial Park Status Update: Mr. Cregge reports that the project has slipped further behind due to weather delays. 3. Summer Camp Update: Half Time Sports is ready to go at Northwestern Middle School with basketball camp. North Georgia Recreation will offer soccer and lacrosse camps. Sperber Music will offer a Music Camp. Camp Joyful Soles is currently without a home as Hopewell Middle School will not be available to us this year. We have been unsuccessful securing a space for this camp but we are continuing to work on it. 4. Alcohol Policy Update: A map was distributed that showed the area covered by the new City ordinance for open carry of alcohol. This was requested at the last meeting. 5. Emails on the City Website: Mr. Shannon, Mr. Stachowski, Mrs. Rekuc and Mr. Costanzo all approved their names on the City web page being linked to their email address. Mr. Cregge will get this addressed. 6. Football Contract Update: A new youth organization guidelines manual and facility use agreement was created and distributed to NFL YFL and HYA Baseball. This document will in the future be revised and improved by the PRAB though time didn't permit it this year. This lead to the discussion of the possibility of assigning individual PRAB members to become liaisons to our parent associations. The PRAB requested that this become a topic at the next meeting. OTHER BUSINESS 1. Pictures of the Public Art for Bell Park were distributed. April 2015 PRAB Minutes ADJOURNMENT 1. The motion to adjourn was made by Mrs. Rekuc.
