CITY OF MILTON PARKS AND RECREATION
ADVISORY BOARD

CALL TO ORDER
Meeting was called to order by Chairman Mark Reed at 11:35 a.m.

Quorum was announced by Mark Reed.
APPROVAL OF MEETING AGENDA
A motion to approve the Meeting Agenda, with the change of moving the discussion on tackle
football to the sub -committee report and the addition of a discussion on the Broadwell Pavilion
rental agreement was made by Mr. Stachowski and seconded by Mr. Hill. The vote was
unanimous and motion carried. During the meeting agenda discussion, Mr. Stachowski noted that
he would like to see a discussion on the operations of the concession stand at Bell Park added. Mr.
Cregge reported that he was unprepared to deliver a presentation at this time but would comment
on this as best as he can during committee reports.

APPROVAL OF PAST MINUTES
Motion to approve minutes of the November 13, 2014 meeting was made by Mr. Reed and
seconded by Mrs. Rekuc. The vote was unanimous and motion carried.
PUBLIC COMMENT
No Public Comment.
COMMITTEE REPORTS
Hopewell Baseball: Mr. Stachowski reported that he is waiting for the City to create a
draft of a new field use agreement and is also looking for a discussion on the concession
stand operation. Mr. Cregge reported that he has not been able to get started on a field
use agreement at this time but hopes to within the next 1 — 2 months. With regard to the
concession stand, the current plan is to go to bid for an operator who can run the stand
independent of the programs operating at Bell Memorial Park.
2. Veteran's Memorialization: Mr. Hill reported that he is working with Mrs. Davaidoff to
get names of living veterans who reside in the City of Milton. Also, there is the
possibility of getting a local high school band involved.
3. Football Partnership: Mr. Duley reported that he believes that he has no issues regarding
statements about himself, his business or his ability to be involved in the discussion on
football, but for the benefit of the discussion he has stepped away from the sub-
committee. Mr. Hill reported that he has a relationship with NFL Play 60 which is
affiliated with the NFL YFL program and he will withdraw from the sub -committee.
Presentations were given by Mr. Matt Dawson of the NFL YFL and Mr. Bill Weaver of
the AYFL/NAFL. This led to a period of questions and answers regarding the difference
between D1, D2 and Select levels of football, methodology for the recruitment or
expansion of the current program by both partners and financial reporting.
Mr. Stachowski made a motion that the sub -committee recommendation to the entire
PRAB is to support AYFA/NAFL. Mr. Shannon seconded the motion. As the last
member of the sub -committee, Mr. Stachowski's motion passed 1-0.
Mr. Stachowski then made motion in the form of a resolution into the record for the
entire PRAB. The resolution called for the PRAB to recommend to the full council to
select the AYFL/NAFL organization to be the tackle program provider for the City. Mrs.
Rekuc seconded the motion. The vote was 5 — 0 in favor with Mr. Duley and Mr. Hill not
voting.

1. None
NEW BUSINESS
1. Discussion on a revised ordinance that would permit alcohol in parks under limited
situations. Mr. Cregge reported on upcoming changes in facilities such as the Broadwell
Pavilion, the Thomas E. Byrd, Sr. House and Bell Memorial Park where opportunities to
consume alcohol as part of special events could be permitted.
There was a discussion by all that included questions on fees, permits, security, liability
and the overall question of how would this operate. Mr. Cregge was not able to answer
all of the questions asked. A motion was made by Sue Rekuc to support the consumption
of alcohol in the parks provided the liability and security concerns were properly
addressed. The motion was seconded by Mr. Shannon and the vote was 7 — 0 in favor.
2. Discussion on Volunteer of the Year. The PRAB asked Mr. Cregge to submit a list of
candidates for consideration. Mr. Cregge agreed to do so via email.
3. Discussion on Broadwell Pavilion rental. Mr. Gilliam presented a draft of the Broadwell
Pavilion rental agreement. A motion was made by Mrs. Rekuc that the ability to grill
food be included in the agreement. This was seconded by Mr. Shannon. The vote was 7
— 0 in favor.
CITY STAFF REPORTS AND COMMUNICATIONS
1. Bell Memorial Park Status Update: Jim Cregge reports that the project is a bit behind due
to weather delays and the City and contractor are looking at how to proceed with a revised
schedule.
2. Hopewell Middle School Field Improvements: Jim Cregge reported that the FCBoE has
signed off on all of the field improvements.
3. Crabapple Community Center Project Update: Jim Cregge reported that the new pavilion is
completed and there will be a formal opening on February 21.
OTHER BUSINESS
1. None
ADJOURNMENT
The motion to adjourn was made by Mr. Reed. The motion was seconded by Mr.
Stachowski. The vote was 7 — 0 in favor. The meeting was declared adjourned @ 1:18
PM. The next scheduled meeting will be March 19, 2015
Whereas, the PRAB was charged to select a football provider for the City of Milton, a football sub-
committee was created to support this effort, the members of which, were selected based on their
experience in leading youth sports programs and coaching youth sports;
Further, the football sub -committee conducted numerous meetings with the potential providers, and
held meetings to create and evaluate the providers over a 3 month period;
Whereas, the City of Milton's Comprehensive Parks and Recreation Master Plan reports that "adequate
active recreation facilities are severely lacking in the City of Milton, most notably 'rectangle' and
fields;

Whereas, the City of Milton has established exclusive relationships with providers for all types of
recreation within the City of Milton, and;
Further, the City of Milton negotiated with the City of Alpharetta a Memorandum of Understanding to
foster a long-term mutually beneficial relationship as it relates to parks and recreation programs and
services as a way to better serve the Cities' respective citizens, offer a wider variety of recreational
services, and grow the relationship between the Cities — which includes making available fields and
facilities as mutually agreed;
Whereas, the City of Milton Field and Facility Use Policy was created to manage the use of fields and
facilities and explicitly states that a request for a program or athletic sport already offered by MPRD, or
its partner will not be considered;
Therefore, the PRAB recommends the selection of NAFL as the football provider for the City of Milton
