HomeMy WebLinkAboutMinutes - PRAB - 10-17-20131 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, October 17th, 2013 11:30 a.m. Executive Conference Room, Milton City Hall CALL TO ORDER Meeting was called to order by Chairman Mark Reed at 11:34 a.m. ROLL CALL Roll call was taken by Mark Reed. MEMBERS PRESENT Mark Reed Dave Duley David Shannon Wally Brittain Sue Rekuc Ron Hill (arrived 11:45am) OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom Gilliam, Recreation Program Coordinator Quorum was announced by Mark Reed. APPROVAL OF PAST MINUTES Motion to approve minutes of the August 18th, 2013 meeting was made by Sue Rekuc and seconded by Dave Duley. The vote was unanimous and motion carried. PUBLIC COMMENT No Public Comment. NEW AND UNFINISHED BUSINESS I. New & Unfinished Business a. Field Use Policy/Field Rental Policy: Jim Cregge reviewed the draft of the Facilities Use/Rental Policy with PRAB. Sue Rekuc suggested to change limitation of prohibiting facilities rental for commercial purposes to the discretion of Milton Park & Recreation staff. The group agreed this was a good suggestion as there may be situations where this may be appropriate. Dave Duly emphasized importance of background check for anyone renting facilities on a programmatic basis. Tom Gilliam will work on drafting the facilities rental/use agreement forms using PRAB’s draft and the city’s existing forms. II. Committee Reports a. HYA Update: No Update available due to absence of Scott Stachowski. 2 - III. City Staff Reports & Communications a. Deerfield Park: Jim Cregge gave the following update: Deerfield Park, know known as Freedom Park, will have its grand opening on November 11th at the park with a ribbon cutting ceremony at 11:00am. Area veterans representing various branches of military service will raise the US flag at 11:11am. Current status of construction: brick pavers will soon be installed as well as the park exercise station amenities, irrigation, and landscaping. A five-sided stainless steel monument to veteran will be installed with partial funding coming from the Alpharetta Rotary Club. b. Bell Memorial Park: Jim Cregge reviewed the construction plan for Bell Memorial that will be the basis for construction document and bids in the coming months. The approximate cost of Bell Memorial redevelopment is $8.5 million and will consist of 4 baseball files and 2 rectangular multipurpose fields, one of which will be reconfigured in the spring to accommodate another baseball field for the Spring youth baseball season. `$300,000 has been approved by City Council for the construction design process resulting in a bid package for construction bidders available in early 2014. It is estimated that construction will commence by Memorial Day 2014. The park will be shut down for 12 months with the Hopewell Youth Baseball Association utilizing neighboring parks in other cities. These arrangements are currently being negotiated. c. City of Milton/City of Alpharetta Facilities Agreement – Renewal: Per Jim Cregge, the fee that CoM will have to pay CoA as part of the 2012 Memorandum of Understanding was recalculated and was equal to $316,000 This was slightly lower than 2012 due to improved revenue reporting for CoM’s recreation partners. d. Concussion Policy: Tom Gilliam reviewed the concussion policy and provided update on city’s efforts to improve diagnosis and prevention. CoM will provide its partners ‘Concussion cards” which go to coaches, staff and volunteers of the sports programs to aid in helping diagnose concussion events. These cards are based on work CDC and Forsyth County has conducted on same issue. These efforts are in preparation for Jan 1, 2014 law that becomes effective requiring a parent of a youth athletic participant to acknowledge that they are aware of the concussion policy. IV.
