HomeMy WebLinkAboutMinutes - PRAB - 06-20-20131 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, June 20th, 2013 11:30 a.m. Executive Conference Room, Milton City Hall CALL TO ORDER Meeting was called to order by Chairman Mark Reed at 11:30 a.m. ROLL CALL Roll call was taken by Mark Reed. MEMBERS PRESENT Mark Reed David Shannon Wally Brittain Scott Stachowski Sue Rekuc Ron Hill OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom Gilliam, Recreation Program Coordinator Quorum was announced by Mark Reed. APPROVAL OF PAST MINUTES Motion to approve minutes of the March 17th, 2013 meeting was made by Sue Rekuc and seconded by David Shannon. The vote was unanimous and motion carried. PUBLIC COMMENT None NEW AND UNFINISHED BUSINESS I. New and Unfinished Business a. Presentation by Foresite Group on BMP re-design - The Foresite Group presented the design process for the Bell Memorial Park renovation & expansion. This presentation also included a summary of the public input sessions that had been held May and June. PRAB then posed questions and possible suggestions to Foresite. Scott Stachowski commented on that fencing in outfields and retaining walls should be consistent with black horse fencing prevalent in Milton. b. Poster and banner policy: 2 - Regarding poster/banner policy for Milton’s parks, ordinance rules requiring approval by City are not applicable to City’s own park according to Jim Cregge. Cregge pointed out that because of this, timing is appropriate to develop a poster/banner policy for the City’s parks. PRAB agreed and will work toward a recommendation for the City at PRAB’s August meeting. In the meantime, Jim Cregge will review Hopewell Baseball Association language regarding posters and banner and research City of Alpharetta Parks & Recreation policy on same and report back to a sub-committee of PRAB members as part of a working session to be scheduled in July. Scott Stachowski noted that banners helped to fund capital improvements at Bell Memorial for Hopewell Baseball prior to the City being formed. After formation of the City, capital improvements became responsibility of the City. c. Review of BMP Design Process - There is one more public meeting to be held on June 27th to allow public to review the potential designs for the Bell Memorial Redevelopment and expansion and provide input. Foresite will make a presentation of the results of these public meetings to City Council at a date to be determined. d. Field Use/Rental Policy - A field use policy for Bell Memorial is needed according to Scott Stachowski to delineate what sanctioned activities are allowed and clarify those activities/uses which would be categorized as non-sanctioned. Groups/parties wishing to use fields could apply for use under a field rental policy which is yet to be established. A Sub-committee with PRAB members on Hill, Scott Stachowski and Mark Reed will research and prepare findings for presentation to the PRAB. Jim Cregge will procure Roswell and Alpharetta field rental policy for input as well. II. Committee Reports a. HYA Update - Jim Cregge reminded Scott Stachowski that the HYA accounting books still need to be delivered to City for review. Summer baseball has commenced with 80+ kids participating. Interleague play with Roswell and Alpharetta are part of the summer league program. All-star summer baseball is underway and in July, travel baseball tryouts will commence. HYA Board elections will be held in July. Scott Stachowski also pointed out that the HYA Operating Agreement with the City expires December 31 of this year and that Jim Cregge and Scott need to start discussions now in preparation for a target November City Council approval date. III. City Staff Reports and Communications a. IGA Discussion on Northwestern Middle School (NWMS) - EagleStix and the City are pursuing approval for a 15yr IGA for the installation of a turf multi-purpose field in the location of the current baseball recreation field at NWMS. New field construction will be funded by EagleStix and will be 300’ 3 x 180’ with baseball diamond superimposed on field with the existing backstop to accommodate existing use by NWMS. b. Teenaged Programming Results - Result of a teenage recreation survey administered by the City had 2000+ responses. Teenagers indicated they would like programming in Kickball, Dodgeball & Ultimate Frisbee. Jim Cregge said that the parks department will try to initiate programming to meet this interest. c. Deerfield Park - October grand opening date is TBD. Jim Cregge review Concept 1 &2 of the proposed plans – one with flag pole toward back of memorial circle and path running in middle of circle and the other with path just in front of circle. Jim also reviewed plans for a ‘peace pole’ with messages of peace in different languages. d. Summer Camp - 16-18 participants are in the Camp Joyful Soles program; YMCA is running the City’s regular summer camp with roughly 60 participants. Basketball Camp starts in July and is operated by Half Time Sports. e. Senior Services North Fulton – Hopewell House - Senior Center operations may fall under Community Development or Parks Department – this is yet to be determined. North Fulton Senior Services is running a senior program in a <which one> church on Francis Road. f. Bicycle Lane Discussion - Mark Reed to check with Carter Lucas on update from City Staff regarding a potential bicycle lane using ‘sharrows’ in Milton. IV. Other Business - Jim Cregge discussed the construction of a gate to allow vehicle access into Friendship Community Park. The gate is 16’ long. V. Adjournment - Motion to adjourn made by Sue Rekuc, Dave Shannon seconded motion; vote to adjourn was unanimous. Mark Reed adjourned meeting. VI. Next Meeting Date: August 15, 2013, 11:30 a.m.
