• Called the first item of business, Approval of the October 2, 2007 meeting
minutes.
MOTION AND SECOND: Kathi Cook made a motion to approve the October 2007
meeting minutes. Eddie Moore seconded the motion. VOTE: (6-o). Motion passed
unanimously.
CHAIR BUCK BELL called the first case , Demo Permit, Christian Morton.
CHRISTIAN MORTON (Applicant), 3110 W. Addison Drive, Alpharetta, GA.
• Requesting demolition permit for property owned in Milton.
• Location 14635 Glen Creek Way, Milton, GA.
• House and garage to be demolished.
• Provided photos for Board.
TOM HARRISON (for Applicant), 535 oak Alle y Way , Johns Creek, GA
• Older house infested with beetles.
CHAIR BUCK BELL:
• Will rebuild where house is being taken down?
• Any trees affected?
TOM HARRISON:
• Will be rebuilding.
• Site plan has been turned in.
• Existing trees protected by tree ordinance.
• Large oak will be saved.
NO PUBLIC COMMENT.
KATHI COOK:
• Made a motion.
MOTION AND SECOND: Kathi Cook moved to approve the demo permit by
Christian Morton to demolish the home and 3 car garage located at 14635 Glen Creek
Way, Milton, Georgia, with the condition that specimen trees shall be protected in
accordance with the tree ordinance. Seconded by Alex Paulson. VOTE: 6-o. Motion
passed unanimously.

CHAIR BUCK BELL:
NO SHOW. CASE DEFERRED.
STAFF TOM WILSON:
• Requesting Staff Angela Rambeau gi ve brief description of request to Board.
STAFF ANGELA RAMBEAU:
• Mr. Dean with local Bo y Scout Troop.
• Two trailers donated to Boy Scout Troop.
• Trailers placed in back of the Birmingham United Methodist Church property.
• There were previous buildings there and thos e were removed.
• Applied for administrative permits for the temporary buildings.
CHAIR BUCK BELL:
• Would like to see site plan.
• Discussion how long on property -temporary versus permanent.
STAFF TOM WILSON:
• Temporary structures have 3-year time period.
TERRYHERR:
• Question about painting and landscaping .
ALEX PAULSON:
• Could not set precedence for bringing trailer into community.
CHAIR BUCK BELL:
• Choice of colors for trailers has to be looked at.
MOTION AND SECOND: Kathi Cook mo ved to defer the temporary building of
Walter Dean until additional information is provided to the Board. Seconded by Eddie
Moore. VOTE: 6-o. Motion passed unanimously.
CHAIR BUCK BELL announced the Courtesy Reviews.

• Presentation from site board.
• Trying to stay in Kohl's perimeters and what acceptable to city.
• Discussion about changes from last presentation.
• Would not be speaking to site plan.
CHAIR BUCK BELL:
• Reiterated long discussion last meeting about positioning of Kohl's building.
• Discussion about provision in Highway 9 Overlay.
• No building shall end abruptly on a corner.
• Elevations of building.
TOM SMITH:
• Adding architecture features to the back.
• Try to meet provisions of overlay district and cost perimeters of Kohl's .
• Referenced area on s ite board.
CHAIR BUCK BELL:
• Discussion about consideration for loading dock area.
TOM SMITH:
• Screen walls put in.
• Cannot impede flo w of trucks.
• Referenced flow of traffic area from site board.
BRIAN SNELLING, (for Kohl's case), 1450 South Johnson Ferry Road, Atlanta, GA:
• Previously had gas station on site plan.
• Planning Commission meeting held on October 23rd.
• Have dropped gas station as potential use for site.
• Use for potential bank, restaurant or future retail site.
• Kohl's has a screen wall completely co vering truck area.
• Cannot see trucks from road.
• 11/2 acres on end currently zoned for apartments.
• Have rolled that into this zoning.
• Intent is to have a 20 ft. landscape strip along Deerfield Parkway .

BRIAN SNELLING:
• Depends on tenant interest.
• Trying to market as an out parcel.
• Prefer single tenant user like bank or restaurant.
• Do not want to put a multi-tenant building on those 11/2 acres.
ALEX PAULSON:
• Comment about chain link fence in back.
• Perhaps use something other than chain link fence.
TOM SMITH:
• Kohl's would probably agree to something other than chain link fen ce .
CHAIR BUCK BELL:
• Asked how size of Kohl's building compared with Frye's building.
• Height of building?
BRIAN SNELLING:
• Frye's 150,000 square feet.
• Kohl's is 87,000 square feet.
• Height is 28-30 feet.
• Matches Phase I with Target.
TOM SMITH:
• Rear elevation goes up to 30 ft. 8 in .
• To completely screen the many a/ c units on roof.
BOARD DISCUSSION ABOUT SCALING AND ELEVATIONS.
ALEX PAULSON:
• Bring scale along Highway 9 down some.
• Break it up.
CHAIR BUCK BELL:
• Prefer more brick and less efface .
• Trying to stop building big stucco type building along Highway 9.
• All buildings are supposed to front Highway 9.
• This building faces an internal parking lot and not a road.
• Carry some of the same architectural design along Highway 9.
• Perhaps mimic entire front facade on side facade.
• Mar ry other buildings and create buffers .
• Want to avoid the "Frye" type buildings.

MICHAEL STEVENS:
• Same concerns about type of building.
• Building so close to Highway 9.
• Closer in matter of years when road widens.
• Currently no connection between the corner parcel and rest of development.
BRIAN SNELLING:
• Curb line will be the eastern most curve line.
• Everything else will widen other way.
• Working with GDOT and staff.
• Curb line and sidewalk will remain when road widens.
• 20 ft. landscape strip along entire frontage.
• Ordinance allows for 20 ft. landscape to be centered.
• 10 ft. has to private and 10 ft. can be in right-of-way.
• Landscape strip is now completely on private property and will remain.
MICHAEL STEVENS:
• Asked about driveways .
BRIAN SNELLING:
• Driveway directly in front of Kohl's off of Highway 9 .
• Topography reasons.
• Only other entrance to parcel is off of Deerfield Parkway.
• First 20 ft. off highway will be landscape strip.
CHAIR BUCK BELL:
• Would like more brick added and other architectural elements.
• Bring closer to rest of development.
• Critical on Highway 9 side to gi ve more of formal presentation.
• Perhaps put Kohl's sign on that part of building.
• Mirror front elevation.
• Trying to marry Kohl's desires and wishes with that of community
for Highway 9 area.
MICHAEL STEVENS:
• Is there an ordinance that allows for Kohl's sign on building?
STAFF TOM WILSON:
• Two signs are allowed.
• 100 sq. feet.

KATHI COOK:
• Adding arbors to break up building.
• Planting a vine that would grow on arbor.
• Best Buy on North Point Parkway did this.
• Softens building and gi ves another dimension.
• Parapets on Highway 9 .
MICHAEL STEVENS:
• Difficult from 2 dimensional drawing to see how it will look.
• Will be screening this.
• Can lower them.
DISCUSSION ABOUT PARAPETS AND SCREENING.
CHAIR BUCK BELL:
• Balance all lines of sites.
• Want more of a contiguous look.
MICHAEL STEVENS:
• Use as much landscaping as possible.
KATHI COOK:
• More green space in front of building .
BRIAN SNELLING:
• Do not have a final landscape plan yet.
• Will have trees in additional to landscaping.
• Side walk coming down Deerfield.
• Will continue sidewalk around.
• Sidewalk will come into the site down driveway.
• Sidewalk has to be in right-of-way.
• Have extra wide sidewalks, patio areas , planters and benches.
• Referenced areas from site map .
BRIAN SNELLING:
• Have about a million dollars in landscaping .
• Topography has to be considered.
CHAIR BUCK BELL:
• Trying to humanize the building some.
• Something more welcoming to the eye.
• Publix on Haynes Bridge is good example.

ADAM CAUSEY, WD Partners, 917 Arbor Way, McDonough, GA (for Kohl's case):
• Kohl's also has outside benches and seating area.
• Hardscape plan for tree plantings and landscaping.
• Question about central elements being too big.
• Worried about getting same comments.
ALEX PAULSON:
• Need to humanize the left elevation.
• Bring it down in scale.
• Add an arbor or something.
CHAIR BUCK BELL:
• Signage if done nicely presents well on building.
• Want to break down run of efface and block along Highway 9.
• Overlay is very clear about frontage of property.
• Need to mitigate this matter.
KATHI COOK:
• Suggested working with City Arborist.
TOM SMITH:
• Cannot see what side of building is going to look like without it.
• Will bring back plan showing landscaping at final submittal.
KATHI COOK:
• Need to get a copy of the overlay guidelines for specific required fe atures.
CHAIR BUCK BELL:
• Review Highway 9 Overlay.
• 12G-4 -Building Materials and Architectural Treatments.
2ND COURTESY REVIEW, Centennial Village , David McLaughlin.
DAVID McLAUGHLIN, 380 Saddlehorn Circle , Roswell, GA:
• Had serious negotiations with Fulton County during rezoning process
for Highway 9 development.
• Negotiated with neighboring neighborhoods.
• Some would not engage with us or come to the meetings.
• Now being asked to spruce up our buildings along
Highway 9 on the facades by some neighbors and Council.
• Have volunteered to do so and asking for DRB advice.
• Buildings are on Highway 9 across from Sembler development.
• Showed photos of buildings .

CHAIR BUCK BELL:
• Concern is primarily for side that faces Highway 9.
DAVID McIAUGHLIN
• Comments were made about backsides too.
• Some wanted brick across the back.
• Went through this wi th Highway 9 group.
• Did not want an institutional look.
• We put hardy plank on backside.
CHAIR BUCK BELL:
• Discuss the backside first.
• Perhaps break them up using different colors.
• Muted colors .
• Alternate colors .
• Bring some type of awnings over entire window and door areas .
• A void ro w home look.
DAVID McIAUGHLIN:
• Homes facing Highway 9 have already been completed.
• Projects to the south of us all have hardy plank like we do .
• We have shutters on the back as well.
TERRYHERR:
• Community upset primarily about those already built facing Hwy . 9 .
• Need to talk about perhaps modifying what is on Hwy . 9.
• Perhaps use some brick on the rear.
CHAIR BUCK BELL:
• Agreement will have to be modified to make acceptable changes.
• Community is asking for change.
• Commended applicant for coming voluntarily to better project and
be a good neighbor .
3RD COURTESY REVIEW, Navy Federal Credit Union, Dave Morgan,
1000 Abernathy Road , Atlanta, GA.
• Construct a new branch Navy Federal Credit Union at corner of
Windward Parkway & Highway 9.
• Bringing back revised site plan.
• Came before DRB last month.
• Incorporated Board's comments.
• Want to submit for permit and get underway.
• Architect present to discuss and answer questions.

BOARD REVIEWED REVISED SITE PLANS.
CHAD POULTNEY, ARCHITECT, 843 Yorktowne Road, Pequson, VA.
• Took Board's suggestions and incorporated the red brick styling.
• Examined the buildings in the Highway 9 area.
• Used complimentary accent colors.
• Designed iconic front entrance.
• Used windows that let natural light in.
• Site sits in a low area.
• Parapet elements screen roof products from roadway.
• Used more historic light fixtures around building.
• All sides of building are aesthetically pleasing .
KATHI COOK:
• Why not repeat front feature on rear and continue roof?
CHAD POULTNEY:
• Want to be clear about main entrance.
CHAIR BUCK BELL:
• Roof stops abruptly.
• Put another gable in on back end and continue straight through.
• Would help back elevation.
DISCUSSION WITH BOARD AND APPLICANT FROM SITE PLAN ABOUT
ROOF AND ELEVATIONS.
KATHI COOK:
• Better visual from Highway 9.
• Do not like colors of metal.
• Prefer neutral colors .
CHAD POULTNEY:
• Blues are one of Navy Federal's prototypes .
• Showed Board sample colors from color board.
TERRYHERR:
• Type of entrance canopies over doors.
• Plan does not show canopies.
CHAD POULTNEY:
• Gable ended.
• Brick columns.

CHAIR BUCK BELL:
• Roof color.
• Table 12G1.19 says roof colors shall be black, gray, dark gray, brown
red or green.
• Change few things: windows, roofline, roof color perhaps charcoal gray.
• Great looking building.
• Make changes.
• Give to staff when apply for building permit.
• Come back to Design Review Board for formal review.
KATHI COOK:
• Add the elevation breaks on other side.
TERRYHERR:
• Review by Deerfield Design Revie w Board?
DAVE MORGAN:
• Deerfield Design Revie w Board.
MARK LAW ( City Arborist):
• Will be looking at parking spaces .
• Average bank parking spaces in area is 35.
• Project is showing 74.
• Over required spaces need to be pervious material.
• Like to see more green space than parking.
LOUIS DUNN, Navy Federal Credit Union, 810 Follin Lane, Vienna, VA:
• Addressed parking issue.
• Member institution.
• Credit union, not a bank.
• Full financial institution.
• Different use pattern than normal bank.
• Members come into bank to do business face-to-face.
• Do not have a problem with pervious .

KATHI COOK:
• Would like more green space and trees.

• Project for office park on 3.04 acres.
• Located off of Deerfield Drive.
• Zoned O&I.
• Acro ss street from Verizon Corporate Headquarters.
• 3-story office building with park and a lake.
• All paving except underground parking will be pervious concrete.
• 93% pervious .
JOHN OLIVER, RZ07-018, 2730 Stonehill Way, Cumming, GA:
• Working with developer since 1995 on project.
• Park at one time was supposed to be a pocket park.
• Variance and hardship is due to shape of property.
• Buffers have changed.
• Mitigating creek.
• Reason for underground parking.
• Trying to save as many trees as possible.
• Parking level 15 feet .
CHAIR BUCK BELL:
• 3 story building.
• Maximum height 70 feet.
• Opportunity to build a wooded campus type project.
• Put pathways in that allow grass to come through.
• Play off the woods .
• Save all the hardwood trees.
• Have free form parking instead of geometric.
• Work around the trees.
• Communicate with City Arborist for his suggestions.
• Perhaps could include as part of our conditions.
• Get away from typical engineered solution.
• Use pervious surfaces.
• May not need curbs .

• Something more modern looking.
TERRYHERR:
• Project in 197o's in Peachtree Corners area.
• 3-sto ry building with unique architecture.
• All parking meandered along through all the trees.
• Building sits on stilts.
• Was put in an environmentally sensitive area.
CHAIR BUCK BELL:
• Going after a lot of variances.
• Talk opportunity to create a natural environment.
• Use a lot of trees .
• Water friendly area.
• Build something very unique to area.
JOHN OLIVER:
• Big design issue
• Making possible for fire trucks to get in and out.
CHAIR BUCK BELL:
• Do what is necessary for safety and life code s.
• Soften the design
• Perhaps swales instead of curbs and gutters .
• Rock barriers or walls .
• Blending two types of thought.
• Make organic looking like Japanese gardens .
KATHI COOK:
• Talking about an acre and a half to build on this property.
• Density is 15 ,000 square feet per acre.
• 15,000 little high for this type of parcel.
• Standard is about 10 ,000-12,000 square feet .

MICHAEL L. CRIFASI, 270 Bruton Way, Atlanta, GA:
• Owner of property.
• Retirement property.
• Purchased several years ago.
• Jeff is son-in-law.
• Daughter and son-in-law's house backs up to property.
• Wanted to build a garage to store building materials for house-building.
• Place for Jeff to park his landscape trucks.
• Built under Fulton County's rules.
• Did not know would be problem.
• Got permits and built ev erything.
• Milton inspector said cannot run landscape business off property.
• Not a business, just parking trucks there.
• Was told no problem since property is zoned AG-1.
• Originally 25 ft. buffer.
• Garage set back 50 ft. instead of 25 ft.
• Milton says 75 ft. buffer.
• Drive-thru garage.
• No place for buffer on left side of garage.
• Plans to plant trees on 6 ft. cut on far left side of property for screening.
• Large s pecimen tree on right side that we had to protect.
• Have provided adequate screening.
• Here to request special use permit.
• Have to reapply for house permit as time has expired.
JEFFREY SCOTT VERSTEEGH, 785 Stratford Drive, Milton, GA:
• Been in landscape business since 1991.
• Two crews and do not plan to getting any larger.
CHAIR BUCK BELL:
• Do not have enough information.
• Need photographs of the property.
• Show where things are located.
• Design Review Board's review to help mitigate visual interruption to
existing building.
• Review landscaping, driveway and screening.

EDDIE MOORE:
• Unclear as to what help applicant seeking from this Board.
• What do you feel we should address .
• Need to meet with staff to see what they want you to do .
• We can help make building more suitable to community.
JEFFREY SCOTT VERSTEEGH:
• Recei ved a citation about parking landscape trucks on property.
BUCK BELL:
• Fulton County gave permit to build.
• Grandfathered in.
• Perhaps you are violating buffers.
• Permits appear to be obtained properly.
• Should have had a special use permit to have business trucks on AG-1 property.
MICHAEL L. CRIFASI:
• Advised Fulton County trucks would be parked on property.
• Not running business from property.
• Cannot mitigate because building already there.
• Driveway is already there.
EDDIE MOORE:
• This Board would not be the ones to address that issue.
• Would need a special use permit.
• Need to go through process with Milton Staff.
• We can help with anything architecturally.
BUCK BELL:
• Suggested going back to Staff to determine what problem is.
• Need to get legal permission for landscape business.
• We could only discuss landscaping and buffers .
• Work with City Arborist.
• We can give advice about colors , etc.
• Be prepared when you go before City Council.
• Our recommendation would be to show you have been proactive .
MARKLAW:
• Screening issue because of cut.
• Not much room to do anything with existing vegetation there.
