MEMBERS Larry Covington- present Lis Drevet-present Julie Shannon-present Susan Day-not present Carol Cookerly- present Tony Rich- present APPROVAL OF MEETING AGENDA Julie made a motion to approve. Tony seconded that motion. OTHERS PRESENT Courtney Spriggs, Community Outreach Manager Shannon Ferguson, Communications Director William Herbig, from Kimley-Horn Jan Hancock, Equestrian Design Consulting Carter Lucas, Assistant City Manager PUBLIC COMMENT No public comment NEW BUSINESS 1. Meeting with Kimley-Horn and Jan Hancock about Milton Country Club and overall trail plan a. Items discussed include i. Access to the country club: where on the property is the best place to gain access for horses and possibly bikers 1. Fulton County School property may be used as a possible trailhead/launching pad for horses and people to gain access to the future trail system a. Some concern over having initial trail shared use as horse manure has been voiced a concern i. Compost bins in parking area and signs telling people to clean up after themselves are good options. Also leave no trace policy in parking area: meaning pack out what you pack in. b. Possible turn lane into parking area may be needed c. Some sort of easement from Freemanville to Club needs to be acquired. d. Could go under bridge or have a “railroad crossing” to access the easement from the parking area 2. Trails in the Milton Country Club a. Must stay passive use (nothing motorized) b. Want to keep trails attractive for all users i. Keep horse trails on interior part of the club. Horses will be in the sun and will not run into buffer issues with neighbors and bikers. This also allows horses to have more open environment while giving walkers and bikers more access to shaded areas. ii. Soft trails, possibly M10 base and bridges with gravel or boardwalk in low areas iii. Separate trails for bikers, walkers and equestrians…there is plenty of space to separate these trails iv. Keep trails and area as natural and maintenance free as possible ii. General concerns and ideas regarding safety, connectivity and trails 1. Visibility 2. Drones must be restricted in parks where horses are present to include shared multi-use parks 3. Money for trails comes from grants and other means pertaining mostly to 501c3’s. Such as PATH international and Horses for Heroes…..something for us all to think about!! 4. DOT money can be used for connectivity trails. DOT money cannot be used for trails inside a park. 5. Dirt Roads need some safety improvements such as decreased speed limits, speed bumps and signs about sharing the road. 6. Future plan to connect to Birmingham Park. This can be done through MCC-Dinsmore-Nix-Birmingham route rather than going down Birmingham HWY 7. Connection to Providence Park can be done via Brittle- new development-back entrance to Providence. This is an alternative to Providence Rd. iii. Homework: 1. Study trail plan and come up with ideas!! 2. Larry and Tony to visit MCC as it pertains to horse trails. Liz may tag along. 3. Make connections with groups that share ideas and principals…there is strength in numbers. b. Mustang and Veterans event at Chukkar Farm on November 11th. Great way to support Veterans and horses and a great cause. c. Presentation to council: Liz will forward to members of the MEC for approval.
