HomeMy WebLinkAboutMinutes - PRAB - 05-15-2014 MEETING MINUTES CITY OF MILTON PARKS AND RECREATION ADVISORY BOARD Thursday, May 15, 2014 11:30 a.m. Executive Conference Room, Milton City Hall CALL TO ORDER Meeting was called to order by Chairman Mark Reed at 11:30 a.m. ROLL CALL Roll call was taken by Mark Reed. MEMBERS PRESENT Mark Reed David Shannon Scott Stachowski Sue Rekuc Ron Hill OTHERS PRESENT Jim Cregge, Parks and Recreation Director Tom Gilliam, Parks and Recreation, Program Coordinator Quorum was announced by Mark Reed. APPROVAL OF PAST MINUTES Motion to approve minutes of the April 17, 2014 meeting was made by Scott Stachowski and seconded by David Shannon. The vote was unanimous and motion carried. PUBLIC COMMENT No Public Comment. NEW AND UNFINISHED BUSINESS I. New & Unfinished Business a. Recognition of Wally Brittain: due to Wally’s absence, recognition will be rescheduled for the July PRAB meeting. b. Reinstatement of Ron Hill to PRAB: Ron Hill recently moved within the city, and in PRAB May 2014 Minutes doing so, he moved out of District 3. This caused him to be off of the PRAB as he cannot represent a district he doesn’t live in. Coincidentally, Wally Brittain has stepped down, creating an opening in District 1, Post 2. Councilman Burt Hewitt appointed Ron Hill to the opening created by Wally’s departure. This results in the board being down one member, the appointee from Councilman Rick Mohrig. c. PRAB Board Member Training: Jim Cregge presented the agenda for training session scheduled for May 17th. d. Review of Broadwell Pavilion: Jim Cregge reviewed the details behind the planned Broadwell Pavilion. This project was identified by City Council 9-10 months ago as one they would like to accomplish as part of improving general atmosphere in downtown Crabapple while providing a venue for City events (Holiday Christmas Tree Lighting) and a place for community gatherings. Each year, the city Council sets aside $1,000,000 each year for unnamed capital projects. Construction bids are going out with the completion targeted for October 1, 2014. e. Wall of Fame Selection Process (for Bell Memorial): Jim Cregge suggested this item be pushed to June meeting to get feedback from teams after season is over. f. House Bill 60 and the Impact on parks: Jim Cregge reviewed the impact House Bill 60 will have on Milton parks when it goes into effect on July 1. This legislation will allow citizens with a gun carry permit to carry weapons into public parks. This ruling is in conflict with the City of Milton Parks Rules and Regulations. Jim will work with the City Attorney on how this relates to the City ordinances. II. Committee Reports - HYA Update: Scott Stachowski reported the spring season was ending on May 17th. III. City Staff Reports & Communications a. Fee Schedule Report: Fee Schedule has been approved and in compliance with city ordinances. b. FCBoE IGA – New Field Project Update: The baseball/lacrosse field at Northwestern MS will commence construction in July 2014. c. Bell Memorial Park Update: The bids received for construction came in higher than was expected. The Public Works Department is currently working with the low cost bidder to see if there is value engineering that can be done to reduce the cost of the project. d. Hopewell Middle School Field Improvements: The City, as part of the IGA with FCBoE, will be improving fields with a scoreboard, bleachers, foul poles and storage. PRAB May 2014 Minutes IV.
