Invocation -Suspended 2. Pledge of Allegiance 3. Call to Order- The meeting was called to order at 7.08 p.m. Members Present: George Ragsdale Poul Moore Jennifer Fletcher Chris Doty Joe Creamer Curtis Mills Fred Edwards 4. Public Comment -There were no public comments. A motion was made by Joe Creamer and seconded by Paul Moore to close Public Comment. The motion passed unanimously 7-0. 5. Approval of Action Minutes -July 27, 2010 Planning Commission Meeting A motion was made by Joe Creamer and seconded by Fred Edwards to approve the minutes. The motion passed 4-0-3 with Paul Moore, Chris Doty and Curtis Mills abstaining. 6. RZ1 O-04 -To amend the City of Milton Zoning Ordinance to create a required distance for Convenience Stores and Service Stations from residential uses/zoning districts within the Northwest Fulton Overlay and State Route 9 Overlay Districts (Chapter 64 Division 5 and Chapter 64 Division 6). A motion was made by George Ragsdale and seconded by Fred Edwards to approve text amendment RZ10-04 with tho following changes to Staffs recommendation; i} To move Sec- 1145.3.e. into a new sub -section to be called, "7. a. Separation from other uses" The motion passed unanimously 7-0. 7. Old 3usiness - 1 j Update on Future Text Arnendments/Projects for the City of Milton Planning Commission 2010 - 2011 Lynn Tully reviewed future projects for the Community Development Department that was presented to the Mayor and City Council. For four of the projects, Chairperson Ragsdale asked for assistance from the Planning Commission members, mainly outside of the regular meetings; 1 j Create a Conservation Subdivision Ordinance - Chris Doty, George Ragsdale and Curtis Mills; City of Milton Deerfield Professional Centre 13000 Deerfield Parkway Building 100, Suite 107 C Milton, GA 30004 2) Amend Sign Ordinance, including historic signs- Paul Moore and Jennifer Fletcher; 3) Text Amendments for Green Communities Designation- Joe Creamer and George Ragsdale; 4) Address permitted uses regarding pain clinics and rehab centers - Fred Edwards. 2) Commissioner Paul Moore asked about the possibility of having representatives from the Milton equestrian community to make a presentation. It was agreed that a limit of 30 minutes would be given to them to make the presentation. Staff would wait to hear from them to schedule a time. 3) Commissioner Paul Moore asked Staff to ensure that the new Bethany Bend High School construction site is monitored to ensure that all the development regulations are enforced. 4) Commissioner Paul Moore stated that there were bright lights probably from a riding rink between Canterbury Estates and Shannondale farms on the south side of Birmingham Road. He asked Staff to look into it. 8. Adjourn A motion was made by Paul Moore and seconded by Fred Edwards to adjourn the meeting. The motion passed unanimously 7-0.
