PLANNING COMMISSION ACTION MINUTES
Tuesday, September 27, 2011
7:00 pm
1. Pledge of Allegiance
2. Call to Order - The meeting was called to order at 7:06 p.m.

3. Public Comment - There was no public comment.
A motion was made by Joe Creamer and seconded by Paul Moore to close public
comment. The motion passed unanimously 7-0.
4. Approval of Action Minutes
1) July 26, 2011 Planning Commission Meeting
A motion was made by Joe Creamer and seconded by Fred Edwards to approve the
minutes as presented by Staff. The motion passed 5-0-2 with Chris Doty and Jennifer
Fletcher abstaining based on the fact that they were not at the July 26, 2011 Planning
Commission Meeting.
2) August 24, 2011 Joint Work Session with the Historic Preservation Commission
A motion was made by Fred Edwards and seconded by Joe Creamer to approve the
minutes as presented by Staff. The motion passed 6-0-1 with Jennifer Fletcher abstaining
based on the fact that she was not at the August 24, 2011 Joint Work Session Meeting.
3) August 24, 2011 Planning Commission Work Session
A motion was made by Fred Edwards and seconded by Joe Creamer to approve the
minutes as presented by Staff. The motion passed unanimously 7-0.
5. Text Amendments to the Zoning Ordinance
1) RZ71-16 - To amend Article XVIII of the Zoning Ordinance - Historic Preservation
Commission
The item was presented by Staff followed by discussion by the Planning Commission. The
following changes were recommended:
1) Section 64-2453 (b) - To be consistent with the recently codified (April 27, 201 1)
regarding the composition of the HPC.

2) Section 64-2454(b)(3) -The word "with" be changed to "within".
3) Section 64-2455 (a) - To delete "or noncontributing" in the third line and insert
"For noncontributing building when the amount of new construction equals or
exceeds 25% of the land area or building ground floor area of the property at the
time of its identification as non-contributing." after the word "appropriateness" in
the fifth line of the paragraph.
A motion was made by George Ragsdale to recommend approval of the text
amendment with the above changes to be forwarded to the Mayor and City Council and
seconded by Paul Moore. The motion passed 6-1 with Joe Creamer voting in the
negative.
2) RZ71-17 -To amend Article XVI of the Zoning Ordinance -Signs
Staff recommended that this item be deferred to the October Planning
Commission Meeting for further discussion after the Work Session on September 27,
2011 immediately following the adjournment of the regular scheduled meeting.
Public Comment was opened for comment for those who couldn't attend the
work session.
A motion was made by Paul Moore to close the public comment and to defer RZ 11-17
to the October Planning Commission meeting and seconded by Joe Creamer. The
motion passed unanimously 7-0.
6. Update/discussion of on -going Community Development projects.
A motion was made by Fred Edwards to defer the discussion of on -going Community
Development projects to the October Planning Commission meeting and seconded by
Paul Moore. The motion passed unanimously 7-0.
7. Adjourn
A motion was made by Joe Creamer and seconded by Jennifer Fletcher to
adjourn the meeting. The motion passed unanimously 7-0. Time of adjournment
was 7.34 p.m.
