PLANNING COMMISSION ACTION MINUTES
Executive Conference Room

1. Pledge of Allegiance - Suspended
2. Call to Order - The meeting was called to order at 7.01 p.m.

3. Public Comment - There was no public comment.
A motion was made by Fred Edwards and seconded by Joe Creamer to close public
comment. The motion passed unanimously 6-0.
4. Approval of Action Minutes
1) October 25, 2011 Planning Commission Meeting
A motion was made by Fred Edwards and seconded by Joe Creamer to approve the
minutes as presented by Staff. The motion passed 5-0-1 with Chris Doty abstaining.
2) October 25, 2011 Planning Commission Work Session
A motion was made by Joe Creamer and seconded by Paul Moore to approve the
minutes as presented by Staff. The motion passed 5-0-1 with Chris Doty abstaining.
5. Rezoning and Use Permit Petitions
1) RZl 1-19/VC11-05 -15260 Hopewell Road
Applicant: Reunion Park, LLC
Staff is recommending DEFERRAL with concurrence from the applicant to allow an
additional concurrent variance to be added and the applicant's Public
Participation Meeting be held.
To rezone from AG-1 (Agricultural) to C-1 (Community Business) and AG-1
(Agricultural) for an existing 1,180 square foot building for general retail uses and
an existing 1,835 square foot single family residence to remain with the following
three-part concurrent variance:

1) To reduce the 50 foot undisturbed buffer and 10 foot improvement setback to a
minimum 50 foot buffer along the south property line of Parcel 1 intersecting with
Hopewell Road and running North 68 degrees 21 minutes 12 seconds West a
distance of 89.69 feet;
2) To reduce the 50 foot buffer and 10 foot improvement setback to a minimum
40 foot buffer along the south line of Parcel 1 (parallel to Thompson Road), running
from the corner of an existing driveway North 80 degrees 44 minutes 27 seconds
West 160.43 feet to the westerly 10 foot improvement setback line;
3) To delete the 50 foot buffer and 10 foot improvement setback along the
southwest property line of Parcel 1 running from Hopewell Road North 68 degrees
10 minutes 12 seconds West 89.69 feet and North 21 degrees 34 minutes 48
seconds West 35.46 feet to the northerly line of an existing driveway for Parcel 2.
Staff recommended that RZl 1-19/VC1 1-05 be deferred to the December Planning
Commission meeting. The applicant was in concurrence with the
recommendation.
A motion was made by Joe Creamer to defer RZ 11-19/VC 11-05 to the next scheduled
meeting and seconded by Jennifer Fletcher. The motion passed unanimously 6-0.
6. Text Amendments to the Zoning Ordinance
1) RZ71-17 - To amend Article XVI of the Zoning Ordinance (Chapter 64 of the City
Code) - Signs
(This item was deferred at the October 25, 2011 Planning Commission Meeting)
The Planning Commission finished the final edits to the Master Signage Plan as well
as the remainder of the sign ordinance. It was recommended that it be deferred
to the December Planning Commission meeting. Commissioner Moore stated that
he will be out of town for the December 21, 2011 meeting and would like to be
involved in the final version. It was agreed that a work session should be held to
review the final ordinance and then recommendation made at the December 21,
2011.
A motion was made by Paul Moore to recommend DEFERRAL of RZ11-17 to the
December 21, 2011 Planning Commission meeting and seconded by Joe Creamer. The
motion passed unanimously 6-0.
7. Update/discussion of on -going Community Development projects.
Staff reviewed and discussed the following items:
Parks and Recreation Master Plan
Updated the Commission on

Solicitor on the next steps.

• The Planning Commission and Staff agreed on holding the Work Session to discuss
the sign ordinance on Friday, December 16, 2011 at 4:00 p.m. Immediately
following the meeting, Staff and the Commission would go out to dinner.
8. Adjourn
A motion was made by Fred Edwards and seconded by Paul Moore to adjourn the
meeting. The motion passed unanimously 6-0. Time of adjournment was 9:41 p.m.
