PLANNING COMMISSION ACTION MINUTES
City Council Chambers
Wednesday, July 23, 2014

1. Pledge of Allegiance
2. Call to Order -The meeting was called to order at 7:00 p.m.
All members were present.
3. Public Comment -There was no public comment.
A motion was made by Paul Moore and seconded by Fred Edwards to close
Public Comment. The motion passed unanimously 7-0.
4. Approval of Action Minutes
1) June 25, 2014 Planning Commission Meeting
A motion was made by Fred Edwards and seconded by Paul Moore to approve
the minutes as presented by Staff. The motion passed unanimously 7-0.
5. New Items
1) U14-01NC14-02 -14505 Batesville Road by LRF Milton, LLC
To operate a bed and breakfast (Sec 64-1802) with four guest rooms within an
existing home and a concurrent variance to increase the building setback along
Batesville Road from 20 feet to 400 feet (Sec 64-1145(3)(a»
There were two members of the public who spoke in opposition to the requested
bed and breakfast.
A motion was made by Chris Doty and seconded by Gariel Burchett to
recommend APPROVAL CONDITONAL of U14-01 and VC14-02 as
recommended by Staff. The motion passed unanimously 7-0.
2) RZ14-12 -To amend Article XIX -Crabapple Fonn Based Code

A motion was made by Fred Edwards and seconded by Chris Doty to
recommend APPROVAL of RZ14-12 with the changes recommended by Staff.
The motion passed unanimously 7-0.
3) RZ14-13 -To amend Article XX -Deerfield Form Based Code
A motion was made by Gariel Burchett and seconded by Paul Moore to
recommend APPROVAL ofRZ14-13 with the changes recommended by Staff.
The motion passed unanimously 7-0.
6. Deferred Items
1) RZ14-11 -To create a conservation subdivision ordinance, Article XXI of the
Zoning Ordinance (Chapter 64 of the City Code)
There were three members of the community that spoke on the item . Two were in
opposition to the proposed ordinance and one in favor of the ordinance.
The Planning Commission requested that Staff hold a Work Session with the
Planning Commission on August 27, 2014 and a community meeting to educate
and further discuss the proposed ordinance.
A motion was made by Paul Moore and seconded by Fred Edwards to defer
RZ14-11 to the September 24,2014 Planning Commission meeting with no less
than one community meeting and a work session to be held on August 27,2014.
The motion passed unanimously 7-0.
7. Adjourn -A motion was made by Paul Moore and seconded by Fred Edwards
to adjourn the meeting. The motion passed unanimously 7-0.
