Call to Order - The meeting was called to order at 7:00 p.m. Members Present: Peyton Jamison Mark Butner Wilson Borden Fred Edwards Chris Doty Sumeet Shah Paul Moore 3. Public Comment - There was no public comment. 4. Approval of Action Minutes 1) July 27, 2016 Planning Commission Meeting A motion was made by Fred Edwards and seconded by Paul Moore to approve the minutes as presented by Staff. The motion passed unanimously 7-0. A motion was made by Peyton Jamison and seconded by Paul Moore to change the order of the agenda to the following: 1) RZ16- 09, 2) RZ 16-07, 3) Consideration of Chapter 50, 4) RZ 16-08, 5) RZ 16- 06, 6) RZ16-04, and 7) RZ16-05. The motion passed unanimously 7-0. 5. New Items RZ16-04 - Consideration to create retaining wall standards in Chapter 64, Article XVII, Division 3. Site Improvement Standards A motion was made by Paul Moore and seconded by Mark Butner to approve RZ16-04 with changes suggested by the Commission. The motion passed unanimously 7-0. Site Improvement Standards A motion was made by Paul Moore and seconded by Sumeet Shah to defer RZ 16-05 to the November 16, 2016 Planning Commission Meeting. In addition the Commission asked Staff to provide the Fulton County Steep Slope Ordinance and provide a simpler steep slope ordinance proposed by Staff. The motion passed unanimously 7-0. RZ16-06 - Consideration to require fence permits for fences erected for agricultural purposes in Sec. 64-212 Fence and wall specifications; exemptions A motion was made by Fred Edwards and seconded by Mark Butner to approve RZ16-06 as presented by Staff. The motion passed unanimously 7-0. RZ16-07 - Consideration to amend the AG-1 (Agricultural) District regarding paved and unpaved roads in Chapter 64, Article VI, Division 2, in Sec. 64-416. Development Standards A motion was made by Paul Moore and seconded by Mark Butner to defer RZ 16-07 to the November 16, 2016 Planning Commission Meeting. In addition the Commission asked Staff to provide a GIS analysis of parcels that front both on paved and unpaved roads. The motion passed unanimously 7-0. Consideration to amend Chapter 50, Article III, Division 1, Sec. 50-71 Compliance with city procedures and guidelines required. (Paved and Unpaved Roads) A motion was made by Paul Moore and seconded by Fred Edwards to defer Chapter 50 to the November 16, 2016 Planning Commission Meeting. In addition the Commission asked Staff to provide a GIS analysis of parcels that front both on paved and unpaved roads. The motion passed unanimously 7-0. Page 2 of 3 RZ16-08 - Consideration to amend the Definitions regarding paved and unpaved roads in Chapter 64, Article I, in Sec. 64-1. Definitions A motion was made by Paul Moore and seconded by Mark Butner to defer RZ 16-08 to the November 16, 2016 Planning Commission Meeting. The motion passed unanimously 7-0. RZ16-09 - Consideration to amend the Deerfield Form Based Code in Chapter 64, Article XX A motion was made by Paul Moore and seconded by Fred Edwards to defer RZ16-09 to a Special Called Planning Commission Meeting on December 14, 2016. The motion passed unanimously 7-0. 6. Adjourn - A motion was made by Sumeet Shah and seconded by Mark Butner to adjourn the meeting at 10:42 p.m. The motion passed unanimously 7-0.
