Milton Grows Green Committee
Minutes July t, 2008 [APPROVED]

Attendees: Marc Arrington, Julie Zahner Bailey, Cindy Eade, Francia Lindon, Jack Lindon, Jim
Lozen, Melinda McConnell, and Jon McPhail.

Reports from subcommittees:
s LUBS subcommittee
o There are 3 to 5 designations that municipalities can adopt relating to building standards
o These designations need to be identified quickly
o Subcommittee should identify other municipalities that are using these designations and
provide a summary of their experience
o Subcommittee needs to make recommendations to City Council and Mayor fairly
quickly so the city will have this information when developing our building standards
o Discussion on Transfer of Development Rights (TDRs) _ leveraging development
density in developed area in exchange for purchasing development rights in an
agricultural zone, you can get "X" for purchasing TDR in "Y" zone. Don't tie the zone
to location but to land use.
• Related to TDRs these are same of the questions from the discussion that needed more
study.
0 Is there a need for MGG to form a separate, 501 c, non-profit foundation for the sole
purpose of filing grant applications — the "Milton Conservancy" for example? It is
accepted wisdom that non -profits have "more luck" at securing grants. This is a route the
city of Johns Creek has taken.
o There is a formal organizational structure required by a 501 c with a board of directors,
etc. This structure gives accountability and transparency to the use of any funds, which
is why 501 c are favored in grant applications.
o What would the scope of the 501c be, to just serve the needs of MGG in say acquiring
open land or include grants for other city needs such as for disability requirements?
Q What would the final interaction or relationship between MGG and the non-profit be?
Would the non-profit be a component of MGG? Key to keep both.

e Cindy Eade pointed out that grant applications could be run through Keep North Fulton
Beautiful for projects you want to do in Milton. That's been done before.
o Could reach out to Robin Henry as this is her specific area of law.
c Alice Wakefield may be doing this for the city already. Matt inside of the public safety
side is doing some grant applications. We are supposed to be able to tap someone from
CHM2 Hill. Need to find out who this is.
o What grants are available and when
The 3 Rs subcommittee
a Over the next 6 months identify what recycling events are occurring in the area.
4 Dan Drake is the city point person in this area.
o Identify and make a list of all current satellite recycling centers such as schools,
churches, Bell Moral Park, Harry's, the fire station at Arnold Mill and what material
they will accept. Be clear on what materials can be dropped off where.
o Identify any intergovernmental agreements to share facilities.
• Among the list of the city's current haulers, are they meeting the city's requirements for
recycling?
e Identify the circumstances or situations that make recycling more efficient for haulers
such as the need for at least 10 "herby curbies" to make it efficient for haulers to drive
out to a single location for pickup.
Q Need to set recycling bins at the United Methodist Church building for the Milton Round
Up September 13th. Use BSA or Cub Scout pack to help?
o Need to make recommendations for appropriate centralized location within the
undeveloped park for recycling
a Need to develop an executive summary of recommendations to give to the city to help in
developing the city's solid waste plan as required by the state by the end of the year.
(Required by the State Dept. of Community Affairs) Milton has to show a reduction in
waste material so recycling is important. Dan Drake is the point person at city hall on
this. This committee could establish its value to Milton by helping in offering factual
information on existing facilities, information that is required by law.
• Adopt -A -Road --Reverse order of phrases — "Adopt -A -Road" on top, "Keep Milton
Beautiful" on the bottom.
n Get example of what a reflective vinyl sign would look like. What is the longevity of
vinyl signs vs. those printed on directly? Can the blanks be sand blasted and reused?
4 This is a cumbersome program to administer. Need to do a press release asking for
volunteers, identify and assign additional roads, see that inspections are done, give out
litter grabbers, gloves and vests and recommend locations or methods for collecting the
trash collected-

What money needs to be budgeted for Adapt -A -Road signs?
• Air, Water and Energy subcommittee meeting is scheduled for 3 PM -4PM on Friday, July
11 at Hudson's Grille

Marc is trying to create a model, a blueprint for citizens on harvesting rainwater.
e Adapt -A -Stream, Torn Sewell is available once school starts.
* Identify new locations for clean-up and water testing.
a Rivers Alive to adopt the stream behind the Hopewell Middle School. North Fulton
Rivers Alive is Sept. 27. Milton can participate in that one, or have their own. Value in
shared advertising with other cities and large festival.
o Water conservation Rain Barrel symposium by Fulton County Water coming up in July.
* Perhaps city could utilize sizable collection systems for parks. Determine $$$ needed.
Could the City purchase rain barrels in bulk at cost and then sell them back to interested
homeowners for rainwater reclamation? What would it cost the city to promote rainwater
harvesting?
a 270 gals in one hour collected from Marc's roof.
4 There is a distributor, Newton Crouch, in Griffin GA below the airport for various
collection tanks. Turn key systems cost $8K to $12K. Other than running the pump this
is a free way of keeping your lawns green, irrigation system in a box and it keeps storm
water run off out of streams.
o Need to contact Eddie Moore from the Fulton County's representative on the ARC.
• Goals for the MGG committee
Q We need to define our interests and goals, to establish value in reaching these goals and
to demonstrate the value we bring to the city. This group is a stakeholder group with
broad interests. We don't want to be pigeon -holed as people that stand around hugging
trees. We need to focus on what policies we want to influence. What we do gives us
credibility.
o Need to identify who the professionals are inside city management who would be the
point person for each of the 5 subcommittees so we can have a dialogue with them.
o Talk to the professionals at city hall and put together a list of recommendations for them
where we may be able to help. We should identify common interests and offer to be a
research resource. Align our mission to theirs. Are there things you'd like to know more
about such as what are the practical building standards that can be set to benefit the
environment?
o What kind of formal recognition or official sanction should we be seeking from the city
that gives us more legitimacy?
a We need to be identified as a group interested in long term issues, not temporary ones.
• Action item -- Need to pick up the phone and reconnect with MGG members from specific
subcommittees. It is helpful to have a chairperson of each subcommittee. Need to get the
grants and designations subcommittee going.
r Action item — Julie needs to put together matrix of who in city management is appropriate
for each subcommittee to contact. How and when do we contact/meet with them? Need to
talk to Billy about subcommittee members talking to city professionals. Don't want it to
become too labor intensive for the staff to engage in informal dialogue.

• Action Item —get on the agenda for the city council work session August 11 for a 5 min
presentation/introduction of MGG.
Next MGG meeting July 22, Tuesday 6:00 p.m. to prepare for presentation to city council
work session. Subcommittees to meet and write draft presentations before July 22. Each
subcommittee should have a single PowerPoint slide with bullet points.
