Minutes November 5, 2008 [Ap pro ved ]
Date: November 5, 2008, 6:00 -—8:00 p.m.
Place: Fire Station No. 43, 750 Hickory Flat Road, Milton, GA 30004
I. Agenda: The Agenda for this meeting was posted.
II.Old Business:
RRR — a report was given on the meeting at City Hall, November 3rd by Dan Drake regarding
the Bell Memorial Park Pilot Recycling and Adopt -A -Road programs. The decisions made at
1113 meeting include: 35-gal. green bins with blue tops with hole in top and signs on every bin
will be used throughout the park to collect aluminum cans and plastic #1-7 only; 3 cu. yd. plastic
dumpster by the concession stand for cardboard, steel cans, aluminum cans and plastic;
Signage not settled. As currently designed, the sign uses the dark green of the container as the
background for white or light pastel lettering. Different sign options will be created based on
this input to view the options discussed. The committee will review the various graphics along
with city staff once they are available and decide.
• Roll out date wasn't settled. Charles Slade needed at least a few weeks to order blue lids.
• The letter to Hopewell Youth Association parents would go out during the baseball
registration period for Milton residents. It could be in the form of an e-mail if MGG
provided a PDF file. (The park is primarily used for baseball.)
• Jon McPhail asked that the roll out be coordinated with his press release so that the press
wasn't getting "old" news. This and any other information going public needs to go
through the City Manager and web site administrator Allie Taylor. MGG will ensure this
coordination takes place as a regular procedure.
■ Adopt -A -Road -- the minimum age limit for participation will be 12 years old. Dan wanted
a staff person that he can call if there are any issues and suggested hiring Keep North
Fulton Beautiful as a contractor to administrator the program. Based on Dan's
recommendation, he suggested KNFB could manage the volunteer base.
• There was not a consensus that an outside "consultant" needed to be paid to manage this
process. There is a desire by many to keep costs low where possible and hiring yet one
more consultant to manage activities of the city may not be necessary. In this instance,
MGG is providing the services, volunteers, programs, etc. at no cost to the city. Separately
it was noted that the city may need additional insurance to cover the program. MGG would
provide the graphic files.

■ Areas previously discussed that need our work are:
• Establishing criteria for identifying and prioritizing roads for the program and where to
place the signs; and
• Establishing a list of roads and adopters that are already in place, seeing if they are still
active and establishing requirements for the clean up, i.e., age restrictions, number of
supervising adults, equipment needed, how often to clean, how is this going to be checked,
where to dispose of trash, what safety rules and what documents to be downloaded from
the city web site to explain and enroll in the program.
■ Francia and Melissa were asked to get the final artwork on the signs for the bins to Chris
Lagerbloom for a printing quote.
III. New Business:
Green School Initiative - there was a long discussion of the Green Schools Initiative. What do
we want to call the program? Cindy brought a sheet of what KNFB does for some schools.
MGG members discussed the MGG school program is anticipated to include 5 — 7 core elements
of the overall MGG programs that would be offered to local Milton schools including — Adopt -
A -Stream, Storm Drain Marking, school -specific recycling, identification of locations for wild
life habitat, Rivers Alive and Arbor Day programs, bring one for the Chipper and other general
environmental school specific outreach programs such as The Clean Air and Keep Georgia
Beautiful campaigns. It is anticipated by MGG that local schools can work towards becoming an
MGG recognized "green school" seeking a certification or by being identified as a Milton Grows
Green Junior Branch participant. An MGG point person would be assigned to each school to
disseminate information with the goal being a junior branch of MGG at each. Gina Schwendel,
Kathy Johnson and Julie Zahner Bailey already have contacts at their respective children's
schools as well as others. MGG would need to develop an MGG Kit listing the core elements
along with their requirements. Tom Sewell has suggested a Spring or Summer deadline for
presenting it to the schools.
Single -Stream - Waste Pro has signed a new 5-year contract with Fulton County Schools for
waste hauling. They are doing a couple of pilot programs this year for single -stream recycling in
FC schools with the hopes of rolling out a program next school year. MGG and the MGG school
program would like to have single stream recycling at each of the local Milton schools — both
public and private — with an eventual mechanism to help track the amount of recyclables
collected and a measurement approach for tracking how much waste is kept out of the landfills_
MGG wants to have measurements for a variety of the initiatives underway to track value and
impact over time.
Organizational/Procedural issues - requirements for a MGG vote — The issue has to be
announced on an agenda at least one meeting before the vote is taken. Members can vote by e-
mail. The committee consensus rules unless there is a tie in which case
the decision goes to the board of governors. The board would have a
specific number of days to respond. 0� I (

Next Meeting: Field Trip - Wednesday, November 12, 2008, 5:00 p.m. to Weatherford Place,
Roswell, the platinum level LEED Ecocraf m Homes and solar Net -Zero energy development.
Editor's Note: Cindy Eade, Jon McPhail, Francia Lindon and Dan Drake submitted an
application for MGG for the 2008 CREATE COMMUNITY, Local Government Innovations
Awards under the category "Community Involvement and Collaboration" The Atlanta Regional
Commission sponsors the awards. The deadline was November 14, 2008.
