Milton Grows Green Committee
Minutes November 18, 2008[Approved]
Date: November 18, 2008, 6:00 - —8:00 p.m.
Place: City of Milton Fire Station No. 43, 750 Hickory Flat Road, Milton, GA 30004
I. Agenda: The Agenda for this meeting was posted.
IL Old Business:
RRR - The letter announcing the pilot recycling program at Bell Memorial Park was discussed
along with the need to coordinate its mailing with a press release. Jon is to handle the press
release and wants it to precede the mailing to parents from the Hopewell Youth Association. The
mailing will be no later than the end of registration Jan. 11, 2009.
Communications - Bylaws for the committee were discussed and the desire to keep them as
simple as possible. Directives should outline:
■ blow do we reach agreement?
■ How do we call a meeting and/or how frequently should we meet?
■ How often should subcommittees meet and how often to report back on works in progress?
In the need to meet Governing Board requirements of having a representative from each of the 6
Milton voting districts, Jon reported on a meeting with Cindy Robinson, recommended by Alan
Tart from his district. Cindy has experience with press releases and will be involved on the
communications subcommittee.
Li]BS - Jon again requested input in some draft form from MGG to the CPAC committee.
Requested are any thoughts MGG members have regarding:
1) transportation;
2) preserving the equestrian look and feel of Milton; and
3) land use as it affects commercial development.
4) Other MGG specific desires for inclusion in the CLUP update process including
"green standards" for residential and commercial development (including things such as
incentives for using "green standards", green roofs, designs to include recycling areas
especially in larger developments, buffers, naturalistic detention, rain barrels, low flush
toilets, TDRs, etc.)
The deadline is October 25, 2008 for these comments to be submitted to CPAC.
Xerolet - Marc reported on a meeting he and Jack Lindon had with Mike Ross, the company
representative for the Xerolet toilet (www.xerolet.com . The technology is in its beginning stage
in terms of public application. It is just being installed in a neighborhood in Melbourne, FL so
there is no track record for how well it performs in the tong term. Jack and Marc had a number of

technical questions the company representative couldn't answer, but he promised to get back to
them. Both felt they needed to see the operating model and that more experience was needed by
the company.
Bring One for the Chipper — Updates provided b� all regarding communications, the Chipper
costume, plans to have the Chipper at the Dec. 6' Christmas event, the flyer to be handed out
and emailed via the City and distributed to Schools. Confirmation that the recycling program
would be announced in the local schools (Julie and Kathy to work to make sure that happens),
etc. Coordination of volunteers via schools, scouts, beta clubs, churches, etc. continues.
III. New Business:
RRR - Cindy Eade reported on a turnkey Hazard Waste disposal event Alpharetta had just held.
Disposal was done on a reservation basis and about 300 residents participated. They collected
48,000 # of materials; mostly paint. Reservations were necessary to gauge the volume and type
of material since the contract was for limited capacities. The cost,—$20,000, was funded by a
State EPD grant. Hazardous materials included pesticides, paint, gasoline and motor oil. Cindy
pointed out that Home Depot recycles CFL energy efficient light bulbs, which contain a small
amount of mercury, the Roswell Recycle Center takes motor oil, and a hardening agent can be
added to household paint making it safe for landfills.
School Recycling - Kyle from Waste Pro reported on single -stream recycling for commercial
offices. The main question was, "could it be applied to schools?" In order to be successful any
program had to be designed not to increase the time or effort required from custodial staff in
order to get a commitment from them. The Fulton County School Department has just agreed to
contract to implement limited recycling with Waste Pro.
Freecycle - There was a discussion of the "freceycle" concept. There are a number of related
web sites such as www.freecycle.org. The Freecycle NetworkTM is made up of 4,643 groups with
6,215,583 members across the globe. It's a grassroots and entirely nonprofit movement of people
who are giving (and getting) stuff for free in their own towns and thus keeping good stuff out of
landfills. Membership is free, and everything posted must be FREE, legal and appropriate for all
ages. To view the items being given away or sought in a specific area, you must be a member of
the local group. If you are already a member, you may "Post" free items to your local group. The
suggestion was made to have a MGG Milton point person to set this up.
(Editor's Note FYI - Fallowing is some information from the Georgia Environmental Facilities
Authority regarding their Recycling and Waste Reduction Grants:
The Georgia Environmental Facilities Authorily (GEFA) funds recycling efforts through grants.
Some past projects that have been funded are sorting and processing facilities, purchasing
recycling equipment, public education campaigns and collection events for disposing of
household hazardous wastes. Grant applications for 2008 were accepted from July 1 through
September 12, 2008. Those grant awards will be announced in October, 2008. Local
governments can apply for these grants on-line, as well as learn about the program guidelines.
Perhaps the City of Milton could apply for one of these grants for 2009. The web site for this
