Updates & Announcements:
The Governing Board - Jon reviewed the Governing Board's meeting of 11/24/09 regarding
MGG's Structural & Membership Issues. In accordance with the City Council resolution, 13
governing board members were named including one member from each of the 6 voting
districts. The terms of appointment were set for 2 years, beginning every December I". The
appointments will be staggered, 6 members one year and another 7 the next year. The MGG
Governing Board nominated and, at its 1/6/10 meeting, the City Council ratified the
appointments of Kathy Johnson, Wilson Borden, Bruce Langston to the MGG Governing
Board to fill vacancies. Jon McPhail, Jack Lindon and Todd Harkleroad were reappointed.
Those MGG members who are subcommittee chairpersons will make the day-to-day decisions
with the Governing Board defining broader philosophical direction.
The second Governing Board resolution that was also passed at the same City Council meeting
was to support MGG appointment as the City's official representative to the "Keep
Georgia/Keep America Beautiful" program.
• Mark Law has been designated as a MGG's ex-officio member/liaison with City Hall. Keep
America Beautiful requires that either the designee organization have an official city presence,
or that it be a non-profit (501(c)(3)) status. In this way we will have someone with "official"
City status to administer any grant applications and/or funds.
• All minutes will be eventually posted on the City's web site.
Housekeeping Issues: There was a discussion of when meetings should be scheduled in 2010.
Several people have asked if meetings could be held during the day. It was decided to have an
alternating schedule. Meetings in the even months will be held at City Hall the second Wednesday
at noon and on the odd months, the second Tuesday at the Fire Station at 6:30 p.m.
Jon also suggested that MGG needs to put together an annual report listing accomplishments for the
year.
Air, Water & Energy - Septic Tanks: Caryl Alfaro offered to put together a workshop including
people from the E.F.A. on septic systems. It could include commercial vendors to augment the

information. The meeting would focus on maintenance and how Milton might develop an inspection
program, what rules the City might adopt, how enforcement could work, etc. City employees should
be included in any meeting. Jon will check with Chris about setting a date. We need to look into
grants such as G.I.F.A., etc.
Next two areas of community outreach education are stream buffer and storm water. Residents who
own parcels next to streams should be identified and sent the stream buffer pamphlet once it is
modified with Carter Lucas's additions. This should be done with the City approval and authority.
See if there are any grants for this type of water project from entities such as the Department of
Community Affairs. Storm water runoff is a more nebulous issue harder to address.
MGG can become better educated. There are a number of different sources for information such as
Southface's Energy Committee's Sustainable Roundtable breakfast on sustainability and the Dept.
of Community Affairs programs on grants.
Certifications & Designations: The subcommittee has divided the task into pieces. The list of
suggested criteria to meet should be unimposing. Some can be met by simply passing resolutions.
We should identify the "low hanging fruit" first then narrow the focus to document what has been
done and what can be done. Can we document it or can we recommend it? The harder part will be
determining the cost associated with implementing any of the criteria. Then we have to knock on
doors. The final packaging is the bulk of the work.
RRR: A second City Council resolution (11612010) appointing MGG as its official Keep America
Beautiful designee is posted on the city's web site. A KAB affiliation requires that 6 to S members
attend a 4-hour pre -certification training session to work on goals and objectives for the coming
year. We are going to use the slogan "Keep Milton Beautiful" within the Milton Grows Green
family of programs and projects. Some of the pre -certification responsibilities could be preparing
by-laws; setting up and conducting a Littler Index of Milton; conducting a Focus Area Survey;
naming a board; etc. These certification requirements usually take 4 — 6 months to complete and a
time commitment of 15 to 20 hours per team member depending on how the load is spread out. The
City has agreed to fund the one-time KAB fee.
Hazardous Waste Day: There was an extended discussion on this. It is an expensive endeavor with
estimates between $20 and $90K assuming 300 to 600 people participate. The types of materials
accepted as well as the quantities determine the cost. This has to be handled by a team with E.P.A.
hazard -material experience. There is no way we can do this for free. There are different levels
hazard and lots of issues that have to be decided. Alpharetta has cut funding for this program this
year. Are there grants available for this type of event?
One of the most common materials disposed of is latex paint. The point of the program is to keep
liquid materials like this out of storm drains. There are a number of cheaper ways to dispose of this
material such as adding kitty litter to it to solidify it so it can be disposed of in regular trash. The
bulk of the materials, not paint or batteries, will be agriculture related.
Information on how to dispose of latex paint in a cheaper way could be part of MGG community
education along with a list of materials a Milton Hazardous Waste Day would accept. The event
could be limited to 4 hours and participants would have to pre -register and give some idea of
quantities to be disposed of. It should be limited to residential and include not commercial material.
Those pre -registered would be checked off as they enter. Should we charge for excess material? A
good source of information on this is Terry Porter and Clean Harbor Co.

Adapt -A -Road: Two new sections of road have been assigned. Currently we have 18 participants.
Bring One for the Chipper: There was a 50% increase in the number of trees recycled over 2008,
The final total was about 480 trees. A couple of ideas that developed as a result of having two
different locations, only the H.S. location needed volunteers since only that location had to actually
chip the trees by the end of the day.
LUBS: Jon is working on a draft for Transfer of Development Rights. Discussion shifted to the
Arabia H.S. in Gwinnett County and why Milton couldn't request the same type of LEEDs certified
building for the new high school proposed on Cogburn Road_ Kathy Johnson has been to some of
the public comment sessions with the architects. The project plan is already set. It is a copy of the
last high school built in Fulton County and would now be costly to go back to redesign it to fit
green standards. Fulton does not realize that savings could come from operating costs over time.
Kathy Johnson asked that MGG plan something for Earth Day, possibly plant a tree at one of our
parks.
