MILTON GROWS GREEN COMMITTEE
AUGUST 11, 2010 MINUTES [APPROVED]

Place: Milton City Hall, Executive Conference Room, 13000 Deerfield Parkway, Milton, GA
Attendees: Amy Peters, Lynn Tully, Jon McPhail, Jack Lindon, Francia Lindon, and Michele
McIntosh -Ross. Chris Lagerbloom was present briefly to comment on budget items and where to
find the best BBQ.
Agenda: The Agenda was distributed and was posted on the City's web site prior to the meeting.
I. Approval of Minutes: The July 15, 2010 meeting minutes were unanimously approved.
II. Updates and Announcements: Lynn brought up possibility of the City hiring a part-time
consultant to act as MGG's liaison with City Hall and work on other environmental issues. Chris
has a line item in the proposed 2011 budget to fund this. Jon suggested the City contact Cindy Eade
in trying to fill the slot if it's funded. The budget is still being refined in City Council work
sessions. The second important consideration from the City's perspective was for MGG to be the
City's representative for Keep America Beautiful certification. Jon showed a letter he had written to
Lynn Cobb, of KAB, as to why MGG would be a good choice in this role. He showed the Adopt -A -
Road sign, which fits right into the KAB signage. Lynn Tully also said that the Hazardous Waste
Collection MGG proposed doing in 2011 was cut. It was just too expensive at this time.
Rivers Alive - Julie Zahner Bailey registered us for October 16t' with the parent organization.
Consult with Public Works to identify what streams, flood planes, etc. they want cleaned. We also
need to contact various Boy Scout troops for help with this before they are committed in other
areas. Wilson Borden was suggested as a possible coordinator. Jon was going to contact him.
Francia volunteered to get together with Carter Lucas to identify possible locations. Any
waterways need to be accessed through public lands otherwise we must get permission from
landowners before entering their property. Amy suggested we focus on pubic lands. Carter has
City maps that show all the streams and flood plains. State EPD provides T-shirts and keeps track
of amount of trash collected.
Adopt a Stream - There is a training session being given by the City of Alpharetta August 27. It
would be good to jump-start that program for Milton although Tom Sewell has been monitoring
streams with his Hopewell Middle School students. Streams are monitored for bacteria or chemical
contaminants. We should look at what Forsyth County is doing on their web site with this
program. Fulton County is keeping all the data on specific monitoring in Milton. It can be viewed
on the web.
III.On-Going Business:
Green Communities Initiative - Jon and Amy met with Michele on Monday July 21'. City Council
is behind the effort and Michele is moving forward on it with MGG's help. Funds need for this will
come from the Community Development Dept. They are going to meet with Janet Leiberman's
assistant (Roswell) who handles this.
Hazardous Waste - In talking with Vic Knight, WM doesn't have the facilities to handle these
types of materials but knows of a consultant who is knowledgeable in this area. Jack proposed

getting together with the consultant to see about doing a scaled down version. We might be able to
do it on our own with good advance planning or should look for ways to do it with other Cities.
Chris felt corporate funds weren't as available now as they once were. Jack proposed setting up an
online list of organizations and what hazardous wastes they handle.
Since City Council didn't fund this proposal, the issue of forming a 501(c)(3) nonprofit came up
again. Jon suggested naming it Milton Grows Green Foundation. Name was good because it
separates us from the City. Corporations are more predisposed to contribute if their contributions
are recognized by the IRS. There was an extended discussion on how the money would be handled
within the City's accounting system, the structure of a governing board and the need to draft by-
laws.
MGG Project List - Chris was given the updated project list he had asked for, including deletion
of any mention of Transfers of Development Rights.
Bring One for the Chipper - A general request was made for approximately $450 for road signs to
the event and for hang -tags for the trees telling people where to recycle them. Also need to register
this event sometime in October in order to get free signage.
Keep America Beautiful/Keep Milton Beautiful Jon sent information on KAB requirements to
the core MGG subcommittee heads and information on training for this.
Schools Environmental Education - Chris put in a request of $3,000 per school for 3 schools.
Kathy needs a volunteer to help her with this program.
MGG Web Pages - Are being developed to give to Jason.
Earth Day Festival - Chris used our request for $5,000 based on what was spent last year. The
financial detail on the 2010 was attached. Chris was going to take a look at the hotel/motel tax to
see how it stands in this year.
Communications with City Hall - Discussion on whether or not we were sending enough
information and who to direct the information to at City Hall. Lynn wanted us to be sure to kept
Michele in the loop on anything we did on the Green Communities initiative. Need to get our
agendas posted more quickly and on line. Need to keep an archive of our meetings minutes and
history of our activities. Jon and Jack will get together to develop of list of contacts for outside
funding.
Milton Roundup - Need volunteers for the MGG booth for that day. Also need to decide what
information to include in booth. This occurs 1 week after Rivers Alive and 2 weeks after the
Crabapple Antiques Fair. October is busy.
