Attendees: Jack Lindon, Jon McPhail, Francia Lindon, Cindy Eade, Julie Pinckney, Kathy
Johnson, Bruce Langston, Julie Zahner-Bailey and Andrew Butler. Dan Weaver and Tom Tomaka
from the GA Clean Air Campaign were present for the beginning of the meeting.

I. Approval of Minutes: June 14, 2011 were accepted. August 11, 2010 and September 9, 2010
were accepted subject to any changes submitted to Francia by Friday.
U. New Business:
GA Clean Air Campaign (CAC) - Dan Weaver passed out literature on what CAC does and
what its objectives are - to promote alternative transportation. They are statewide. He explained
the impetus for this began in 1996 before the Olympics to improve air quality and reduce
congestion. He listed some of the major participating corporations and cities in our area. The
average Atlanta commuter spends almost $5000/year on gas and maintenance; average trip is a
42-mile 1-hour round trip. For every mile driven, 1 lb. CO2 and particulates (pollution) are
produced. Dan's purpose was to help Milton be as involved as neighboring cities are. The
immediate benefits of car pooling are: Milton could get up to 15 points for its Green
Communities initiative from involvement with the CAC and employees who make a switch
from driving alone to carpooling can get cash incentives such as gas/food cards for high
occupancy carpools, $40/mo. for 3 or 4 people, $60/ mo. for 4 people. There is also a monthly
drawing for a $25 visa card for those who bicycle to work. Registering on a carpool database
enables you to receive carpool matches based on home location, work location and work hours.
For example, Exide is a participant suggesting the possibility of a synergy with City employees.
Seventy-four percent, of those who sign up continue to carpool to work after incentives are
gone. Program has a "guaranteed ride home" that provides for 5 free cab rides/yr. in
emergencies. To measure the results, the City of Milton will be able to run a report of employees
living in Milton that are registered, how much CO2 is eliminated and how much of a financial
savings the effort is generating.
CAC has a free consulting service geared to help employers set up clean air commuter modes.
IT people are available to help personalize the login site with the City's logo. Cindy suggested
CAC representatives talk to City personnel to explain the program. There are 110 people who
work for the City at a variety of locations. CAC can come in and interview each employee one-
on-one and determine whether or not a "clean" commute is appropriate.
Recommended putting CAC on city website to suggest it is open to commute alternatives and
willing to help local businesses. City of Roswell has direct link to CAC. Dan described school
"no -idling campaigns." CAC is also a lot about educating the public. CAC consults with
companies to set up teleworking options and compressed workweeks - Roswell has done a lot
in compressed workweeks. Some big -box stores are amenable to letting you park in their lots -
Walmart, Kroger, Publix because at the end of the day, they know they will get your business.
Julie Zahner Bailey suggested doing an outreach program thru Jason - develop a partnership
program with local businesses and present CAC to Milton city employees at future time. She
also mentioned trying to work with Fulton County schools to enhance bus ridership and

efficiencies - develop a "Be Cool, Pool to School" campaign. CAC can help reduce idling zones
and fuel costs.
Another popular Atlanta alternative is "telework." CAC has some of the country's leading
consultants in this field who will help employers, one-on-one, set up their own teleworking
programs that allow employees to work from their homes, or to set up compressed work weeks
where, for example, 40 hours of work is compressed into 4 days instead of 5. Typically work
with employers with 100 or more employees. Roswell has been nominated for a Pace award for
it's innovative efforts for Clean Commuting.
Milton Round Up (October 15`h, Noon to 6, Birmingham United Methodist Church) - Have 2
booth spaces. CAC can occupy one with black balloon that attaches to a car tailpipe to show what
emissions are produced, and one for other education information, possible set up as amphitheater
with hay bales for seating and for demonstrations/ seminars. Asked for display that's interactive.
Evergreen School Program - Cindy reports that the Milton schools are encouraged to rejoin the
program. Milton schools have been out of it for two years. It provides networking opportunity.
Goals can fit into solid waste and nonpoint source reduction city goals. Jon asked how that
program interrelates with Milton's environmental education goals. Kathy thinks that trying to do
the environmental ed. the last couple of years, it is too big to do alone and she recommends that
we work with the Evergreen Schools program. She would be a liaison with the schools, help
develop their goals. School Board now has policy that non -teachers cannot write curricula - has
to be done through "Discovery Labs" (science labs) and other areas already approved. An annual
Evergreen Awards program for Milton schools was discussed. Merge Evergreen with MGG,
redesign 2 page Evergreen Program to incorporate the things MGG would want to promote. We
need to do some work on this. Jack talked about designing some science labs with Kathy. For
example, Jack talked about melt -blown material that's used to absorb oil spills. Teachers and
principal would determine which age group would be appropriate for the labs.
III.Old Business
Rivers Alive - Julie Zahner Bailey suggested Oct. 22 (only non -cross country race conflict)
allowing more Milton H.S. students to participate. Average T-shirts order is 100 in varying sizes.
Sponsors are City of Milton, MGG, Bailey Farm and Gardens. Looking for sites to clean up, Jon
suggested on Freemanville north of Chicken Creek there are 2 huge tires. We should all be
looking for clean up sites. Need team members to go to the sites with the volunteer groups. Will
need some Police support on busy roads.
BetterWorld Books - Kathy reported that she and Cindy have talked with Crabapple Crossing,
Birmingham Falls and Northwestern MS about putting a BWB bin on their premises. There is
concern about the size of the signage on the collection bins, whether or not it meets the
requirements of the City's sign ordinance. It was noted that the bins are technically on Fulton
County School property and thus, may be exempt. To avoid any conflict on the issue it was
suggested we ask the schools to put the bins in an area not highly visible from the street. Cindy
said she had talked with Crabapple E.S. about putting it in the back of the school where the
recycling bins area.
Solid Waste Initiative - Jack mentioned that we asked Andrew to facilitate a survey of
questions to residents to be sent out by Jason to get some idea about current recycling and
solid waste habits. Also Andrew would prepare a telephone survey of residents to determine
pricing and service from the haulers on Milton's list. Jack is asking Matt Marietta about how
MGG can help keep up with haulers, reducing amounts going into landfills, and increasing
recycling. Kathy reported a neighbor's hauler does not offer recycling. Our ordinance does
require that haulers provide recycling. Haulers in conflict with ordinance need to be followed

up on. Francia will send ordinance with highlighted area to Kathy.
Hazardous Waste Collection - Jack had discussion with James Williams (Williams Paint
Recycling) about paint recycling and they are recycling and selling paint, but they are still a new
company and don't have all the downstream processes completed. Jack also talked with Clean
Harbors and got some preliminary information, latex paint is recycled and oil based used for
waste to energy. The idea is MGG and the City of Milton will contract with a company like Clean
Harbors to collect and dispose of the paint and other hazardous materials. Jon suggested we have
the City match private funds that we might get from Home Depot, etc. Look at Nov. 12 for
possible date. Johns Creek event cost $45,000. A recent event in Buckhead collected prescription
drugs, 2 roll offs of paint and one container of hazardous materials for $14,500 for 200
participants. Alpharetta is not budgeting for HW this year. Roswell has 2 events planned. Pre-
registration would be necessary due to disposal costs. Julie suggested we look into WM
(Chadwick landfill) money coming back to MGG, or the 5% franchise fees and a portion should
come to MGG for providing value.
Adopt a Road -Julie Pinckney reported that there are 23 roads adopted and 2 in process.
MGG Database - Jon and Andrew are working hard and Jack reported it is almost finished.
