Noon-1:35 PM Place: City Hall, Executive Conference Room. 13000 Deerfield Parkway, Milton, GA 30004 Attendees: Jack Lindon, Francia Lindon, Cindy Eade, Jon McPhail, Kathy Field, Michele McIntosh - Ross, Mark Law, Amy Peters, Todd Harkleroad and Angela Thompson. Agenda: It was posted on the City's web site. I. Approval of Minutes: September and October minutes were approved by email. II. Updates: TDRs (Transfer Development Rights and Form -based Code) - Kathy Field described the TDR concept as it might apply to the Crabapple area - Crabapple is one of the "hottest" areas in the metro region and is an area where TDRs could be a viable option. People are ready to be "ascending areas" but no one as yet has been identified as a "receiving area." We need a banking area for buying and selling. Form -based Code is based on architecture and use within buildings is directed by market demand. They want to get the Crabapple plan set up soon (aggressive 6-7 month schedule) as there are roads to be put in that will impact the overall plan. City if Atlanta only uses TDRs for preservation of historical properties. Everyone is watching Milton because we will be the first in Georgia. Doesn't have to be complicated but needs to be a grass roots effort so people understand the concept. Uses for development can be regulated to keep out "noxious" businesses. The plan for Crabapple will be a trial run for the rest of the City. All stakeholder meetings are public. An ordinance will be drafted to go through a number of reviews by City boards before going on to City Council for a vote. Earth Day - Angela Thompson, new special events coordinator for Milton, will be involved with us in planning Earth Day. Jack gave some background information on past festivals and what help the City provided in the past. We want to be involved in tracking down more green vendors such as green builders. What we're hoping for is help in some of the hard parts for us to handle like getting and applying payments from vendors. Angela will try to get us some names for vendors. 501(c) 3 came up again and need to establish one for MGG to help get outside funding. Discussion followed on Keep Georgia Beautiful and MGG interests, where the two overlap and the problem with dual branding. Logistics and interaction with Optech were areas mentioned where the City could easily take a lead. We'd like to start on Earth Day planning in January. Exide interested in more information and sign company just over the line in Forsyth that's into environmental stuff. Bring One for the Chipper - King's Ridge has been notified that it won't be a location this year. Jack has contacted some of the women from the Young Men's Service League for volunteers. We'll try to have one or two MGG members at each site. Discussion focused on who would be where. Todd has to arrange to have the Chipper working at the event. Everything chipped by Sunday at the High School. Scottsdale would prefer to have it done during the week when they aren't as busy. Dumping locations for mulch were identified, Bethwell Community Center, Crabapple Crossing E.S. and Scottsdale Farms wants to keep theirs. Cindy was going to check with the Crabapple Crossing principle George Freiberg on where to dump. Todd asked that locations be flagged because they will be working on the weekend. Todd was going to give up a bundle of business cards to distribute. We talked about what to include in a "goodie" bag. Rotary Club has come thru with 500 saplings of dogwoods and redbuds (100 for each location). Wayne Robinson and Lynn Riley are our contact people at the Rotary. We'll have people at the Home Depot to check number of Milton residents but it's going to be Alpharetta's event at that location. Food is coming from Starbucks (breakfast and coffee) and Whole Foods (sandwiches). Jack will get drinks. Green Communities Certification - Michele is tracking down things we still need to submit. City has a grant to do a forest assessment and management plan. "no net loss of trees" program and an identification plan for beautification sites. Most of the low hanging fruit has been picked. We have about 90 points and need 175. The difference is going to be hard to gain. There are points that we just can't get such as those related to having our own "green" city hall. Cindy proposed putting together a checklist of what we have, a list that we still could do. Jack, Cindy, Bruce and Bill Lusk got together to talk about what ordinances the City could put together that would move the effort forward despite the limitations of being a "small" city. Bill said he would support MGG if it came in with any policy statements that needed to be presented to the City Council that would help us. Doesn't necessarily need to be an ordinance. Michele said that the City wasn't likely to put any plans down that it wasn't willing to support. The Crabapple plan is an area that we can look at to see about influencing things to bring us more points. Jack asked Amy and Bruce to revisit the list and see if anything can be added. Points could be gotten for private development at meets green building standards and for requirements the City puts in its building code. Keep Georgia Beautiful — Jon was going to circle back and talk to Cecilia (?) of KAB to reaffirm that our current logo is acceptable as opposed to Sarah Visser's directive that MGG would have to adopt the KGB logo. We also have to make some decisions on our structural organizations — MGG Governing Board, MGG Foundation and our KGB affiliation. Solid Waste Collection — Cindy met with Matt Marietta and he's getting his files ready to turn over to Cindy. The franchise fees would come to MGG. We need to get a little more educated on what programs are out there to incentivize recycle programs and a base line on what's being done now. The Solid Waste ordinance was recently re -vote on by City Council. Perhaps a letter should be sent out reminding haulers about the recycling requirements. Solid Waste should have a separate meeting time because we can't get everything done in our regular monthly meeting. Jack is going to take a lead in doing this and suggested Bruce. Adopt -A -Road — Cindy said the plan was to contact the adoptees that we haven't heard from in a while and if they aren't active, reassign their road segments. This number represents about half of the roads but it could be that the work is being done but they just aren't submitting the reports. Jon commented on the City's web site not mentioning MGG in the article it did on A-A-R. It's a branding issue. Cindy asked Jon's help in organizing the MGG web pages and various links. Environmental Education — Cindy showed the Newsletter ("also not MGG branded," said Jon) Names in the letterhead were inconsistent. III. Announcements: Birmingham Park planning sessions Dec. 14th and 15`t`. Members should try to get to one or the other or both. Clean Air Campaign will be at City Hall Dec. 14t' at 8:30 a.m. to discuss how the program works. Exide has also been invited. MGG is introducing it to City employees initially with the idea of taking it to the community next. Arbor Day is March 170', Saturday — Mark Law asked if we wanted to plan something for the Bethwell Community House or Bell Memorial Park, a bigger project, needs planting, mulching, removal of an old siltation fence and beautification of parking area.
